RMKS/1.  PURPOSE.  TO PROVIDE CLARIFICATION OF FUNDING AND
OVERSIGHT RESPONSIBILITIES FOR THE MAINTENANCE AND UPKEEP OF BARRACKS
RECREATION ROOMS.
2.  BACKGROUND.
A.  ESTABLISHMENT OF RECREATION CENTERS, THE RESULTANT MULTI-USE OF
BARRACKS RECREATION ROOMS, AND CONFLICTING GUIDANCE PROVIDED IN
REFERENCE (A), REQUIRES CLARIFICATION FOR RESOURCE AND OVERSIGHT
REQUIREMENTS.
B.  RECENT QOL SURVEYS AND FEEDBACK FROM THE "2001 NCO SYMPOSIUM"
INDICATE THAT MARINES ARE INTERESTED IN ACTIVITIES AND
ENTERTAINMENT OPTIONS THAT ARE MORE CONDUCIVE TO A RECREATION CENTER
THAN A BARRACKS RECREATION ROOM (E.G., COMPUTERS AND INTERNET
ACCESS, NINTENDO/PLAYSTATION/VIDEO GAMES, POOL TABLES).
3.  POLICY.  REGARDING BARRACKS RECREATION ROOMS, REFERENCE (A)
STATES THAT, "THE LOCAL CENTRALIZED BACHELOR HOUSING OFFICE IS
RESPONSIBLE FOR THE CONTROL OF STORAGE, ISSUE, UTILIZATION, REPAIR,
AND PROCUREMENT OF FURNISHINGS."  REFERENCE (B) ERRONEOUSLY
DUPLICATES THESE SPECIFICATIONS AND IDENTIFIES MCCS AS HAVING
RESPONSIBILITY FOR THE SAME FURNISHINGS AND EQUIPMENT.
4.  ACTION.
A.  MCCS DIRECTORS AND APPROPRIATE STAFF FOCUS ON THE OPERATIONS OF
RECREATION CENTERS.  BARRACKS RECREATION ROOMS ARE NOT THE OVERSIGHT
OR RESPONSIBILITY OF MCCS.  FURNITURE/FURNISHINGS FOR BARRACKS
RECREATION ROOMS ARE IDENTIFIED BY THE LOCAL COMMAND AND PROVIDED AT
INITIAL OUTFITTING OF NEWLY CONSTRUCTED BARRACKS IN THE COLLATERAL
EQUIPMENT (CE) IDENTIFIED FOR THE FACILITY.  BARRACKS FURNISHINGS ARE
REPLACED EVERY 7 YEARS AND ARE FUNDED UNDER THE PERSONNEL SUPPORT
EQUIPMENT (PSE) PROGRAM.  LOCAL COMMAND IDENTIFIES REPLACEMENT
REQUIREMENTS IN ITS ANNUAL PSE BUDGET SUBMISSION TO CMC (LFS).  ITEMS
THAT REQUIRE REPLACING OUTSIDE THE 7-YEAR CYCLE ARE THE
RESPONSIBILITY OF THE LOCAL COMMAND.
B.  THE FOLLOWING CHANGES ARE REQUIRED TO THE BASIC ORDER TO
ESTABLISH CLEAR AREAS OF RESPONSIBILITY.  THESE CHANGES WILL BE
INCORPORATED INTO THE FORTHCOMING REVISION OF REFERENCE (B).
  1) CHAPTER 4 SECTION 4013.  DELETE PARAGRAPH 1 AND REPLACE WITH
     NEW PARAGRAPHS 1., AND 2., AS FOLLOWS:
   "1.  BARRACKS RECREATION ROOMS FALL UNDER THE BACHELOR HOUSING
PROGRAM AND ARE ADMINISTERED LOCALLY BY THE INSTALLATION FACILITIES
DEPARTMENT.  RECREATION ROOMS ARE CONSIDERED INTEGRAL TO BACHELOR
HOUSING QOL AND SHOULD NOT REPLACE/DUPLICATE RECREATION CENTERS BUT
SHOULD OFFER AN IN-HOUSE COMMON AREA FOR THE MARINES' RELAXATION AND
LEISURE.  MULTI-PURPOSE USAGE OF THE BARRACKS RECREATION ROOMS,
I.E., MEETINGS AND TRAINING, SHOULD NOT USURP THE AVAILABILITY OF A
CONVENIENT, ACCESSIBLE AREA TO RELAX.
    2.  PER REFERENCE (C), CMC (LFS) IS RESPONSIBLE FOR POLICY
AND FUNDING OF FURNITURE AND FURNISHINGS AUTHORIZED IN BARRACKS
RECREATION ROOMS.  FURNITURE/FURNISHINGS ARE IDENTIFIED BY THE
LOCAL COMMAND IN ITS COLLATERAL EQUIPMENT (CE) REQUIREMENTS FOR
INITIAL OUTFITTING OF MAJOR RENOVATIONS OR NEWLY CONSTRUCTED
BARRACKS.  CONSIDER THOSE ITEMS THAT TRADITIONALLY PROVIDE IN-HOME
RELAXATION OR THAT MAY BE EXPECTED IN A LOUNGE ENVIRONMENT, E.G.,
SOFAS, CHAIRS, TABLES, LAMPS, WIDE SCREEN TVS, AND ASSOCIATED
PERIPHERAL EQUIPMENT, COMPUTER/INTERNET ACCESS, MICROWAVE, AND
REFRIGERATOR.  LOCAL COMMANDS SHOULD CONSIDER PROXIMITY OF RECREATION
CENTERS WHEN IDENTIFYING CE REQUIREMENTS FOR BARRACKS RECREATION
ROOMS, I.E., IF ONE EXISTS WITHIN A REASONABLE DISTANCE FROM THE NEW
OR RENOVATED BARRACKS, ITEMS SUCH AS POOL TABLES, VIDEO GAMES, ETC.,
WOULD NOT BE INCLUDED IN THE CE FOR THE BARRACKS RECREATION ROOMS.
BARRACKS FURNISHINGS ARE PROGRAMMED FOR REPLACEMENT EVERY 7 YEARS AND
ARE FUNDED UNDER THE PERSONNEL SUPPORT EQUIPMENT (PSE) PROGRAM.
LOCAL COMMANDS IDENTIFY REPLACEMENT REQUIREMENTS IN ITS ANNUAL PSE
BUDGET SUBMISSION TO CMC (LFS).  ITEMS THAT REQUIRE REPLACING OUTSIDE
THE 7-YEAR CYCLE ARE OF THE LOCAL COMMAND RESPONSIBILITY."
  2) CHAPTER 4 SECTION 4013, RENUMBER PARAGRAPH 2., TO 3., AND ADD
     'S' TO THE END OF "UNITS/BARRACKS."
  3) CHAPTER 4 SECTION 4013.  DELETE PARAGRAPHS 3. AND 4., AND
     FIGURES 4-7 AND 4-8.
