GENTEXT/REMARKS/1.  AS ANNOUNCED BY REF A, THE FY13 RESERVE SNCO (SMCR/IRR) SELECTION BOARD WILL CONVENE ON 30 JANUARY 2013 AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA, FOR A PERIOD OF ABOUT 7 WEEKS.  THE INFORMATION IN THIS MARADMIN PERTAINS TO MEMBERS OF THE SELECTED MARINE CORPS RESERVE (SMCR) AND INDIVIDUAL READY RESERVE (IRR) ONLY.
2.  COMPONENT CHANGES.
   A.  PER REF B, ELIGIBLE RESERVISTS WILL BE CONSIDERED BASED ON THE COMPONENT AFFILIATED THE DAY PRIOR TO THE BOARD CONVENE DATE. ANY INTER-CATEGORY COMPONENT CHANGES MADE BETWEEN SMCR AND IRR AFTER THE BOARD CONVENES WILL NOT CHANGE THE COMPONENT CONSIDERED IN BY THE BOARD.
   B.  RESERVE TO ACTIVE COMPONENT TRANSFER.  PER REF A, MARINES SELECTED BY A RESERVE BOARD WHO SUBSEQUENTLY TRANSFER TO THE REGULAR COMPONENT PRIOR TO THEIR SELECTION NUMBER BEING REACHED, WILL NOT BE AUTHORIZED TO RETAIN THEIR PROMOTION SELECTION, BUT WILL COMPETE FOR SELECTION ON THE NEXT USMC SNCO SELECTION BOARD FOR WHICH THEY ARE ELIGIBLE.
   C.  MARINES WHO EFFECT A COMPONENT TRANSFER, I.E. FROM REGULAR COMPONENT OR CAREER DESIGNATED ACTIVE RESERVE TO THE SMCR OR IRR AND VICE VERSA, WHILE THE BOARD IS IN SESSION ARE NOT ELIGIBLE FOR CONSIDERATION.
3. COMPONENTS.
   A.  RESERVE DRAW CASE CODES.  PER REF C, NEW DRAW CASE CODES WILL BE USED TO DOCUMENT RESERVE FAILURES OF SELECTION, BY CATEGORY.
   B.  IRR.  ALL IRR MARINES WILL BE CONSIDERED FOR PROMOTION IN THE IRR CATEGORY TO INCLUDE EXTENDED ACTIVE DUTY (EAD) RECRUITERS.
   C.  SMCR.
        (1) SMCR POPULATION.  ALL SMCR MARINES WHICH INCLUDE INDIVIDUAL MOBILIZED AUGMENTS (IMA) AND LIMITED TOUR ACTIVE RESERVE (AR) WILL BE CONSIDERED FOR PROMOTION IN THE SMCR CATEGORY.  DUE TO THE TIME RESTRICTED NATURE OF THE LIMITED TOUR AR PROGRAM, LIMITED TOUR AR MARINES WILL NOT COMPETE FOR PROMOTION WITHIN THE AR CATEGORY BUT WILL COMPETE WITHIN THE SMCR CATEGORY BY OCCUPATIONAL FIELD (OCCFLD).
        (2) WHEN TRANSFER TO IRR IS REQUIRED FOR PROMOTION CONSIDERATION. IN ACCORDANCE WITH REF B MARINES WHO IN THEIR CURRENT GRADE HAVE BEEN TWICE PASSED FOR PROMOTION IN THE SMCR AND DESIRE TO BE CONSIDERED BY THE FY13 RESERVE SNCO (SMCR/IRR) SELECTION BOARD, MUST TRANSFER TO THE IRR.  NOTE:  MARINES IN THE SMCR WHO HAVE BEEN TWICE PASSED FOR PROMOTION TO THE NEXT HIGHER GRADE IN THE SMCR AND HAVE NOT TRANSFERRED TO THE IRR PRIOR TO THE CONVENING DATE OF THE BOARD, WILL NOT BE CONSIDERED BY THE SMCR, IRR, OR REMEDIAL BOARDS.
4. POINTS REQUIREMENT.
   A.  AFFILIATED IN SMCR WITHIN ONE YEAR. IN ACCORDANCE WITH REF D, ALL SMCR MARINES AFFILIATED WITH CURRENT COMPONENT AFTER 29 JANUARY 2012, MUST HAVE AT LEAST 50 POINTS IN THEIR CAREER RETIREMENT CREDIT REPORT (CRCR).  THE 50 POINTS IN CRCR MUST BE FOR THE ANNIVERSARY YEAR COMPLETED PRIOR TO THE CONVENING DATE OF THIS BOARD TO BE CONSIDERED FOR PROMOTION.  MARINES WHO DO NOT MEET THE 50 POINT REQUIREMENT WILL NOT BE CONSIDERED FOR PROMOTION BY THE SMCR SELECTION BOARD AND WILL NOT BE CONSIDERED AS BEING PASSED OVER FOR PROMOTION.
   B.  AFFILIATED IN SMCR MORE THAN ONE YEAR.  THERE IS NO POINT REQUIREMENT.
   C.  ALL IRR.  TO BE ELIGIBLE FOR PROMOTION CONSIDERATION BY THE IRR SELECTION BOARD, MARINES MUST BE AN ACTIVE PARTICIPANT IN THE IRR AND HAVE EARNED AT LEAST 50 RESERVE RETIREMENT CREDIT POINTS IN THE ANNIVERSARY YEAR COMPLETED PRIOR TO THE CONVENING OF THIS SELECTION BOARD.
5.  E8 AND E9 CONSIDERATION AND SELECTION.
   A.  GENERAL INFO.  GUNNERY SERGEANTS AND FIRST SERGEANTS WHO ARE MEMBERS OF THE IRR AND ARE ELIGIBLE FOR CONSIDERATION FOR SELECTION TO FIRST SERGEANT AND SERGEANT MAJOR, RESPECTIVELY, WILL COMPETE FOR SELECTION IN THE SMCR CATEGORY.  IRR MARINES CONSIDERED FOR SELECTION TO FIRST SERGEANT IN THE SMCR WHO ARE NOT SELECTED AND WHO ARE ELIGIBLE FOR SELECTION TO MASTER SERGEANT WILL BE CONSIDERED FOR SELECTION TO MASTER SERGEANT WITHIN THE IRR CATEGORY.
   B. SELECTION TO FIRST SERGEANT.
       (1) REQUIRED LETTER TO MMPR.  TO BE CONSIDERED FULLY QUALIFIED FOR SELECTION, GUNNERY SERGEANTS IN EITHER THE SMCR OR IRR WHO DESIRE TO BE CONSIDERED FOR SELECTION TO FIRST SERGEANT MUST SUBMIT A LETTER TO THE PRESIDENT OF THE SELECTION BOARD STATING THEIR WILLINGNESS TO SERVE IN AVAILABLE FIRST SERGEANT BILLETS, IF SELECTED FOR PROMOTION TO FIRST SERGEANT.  A SEPARATE MARADMIN WILL BE PUBLISHED BY THE DIRECTOR, RESERVE AFFAIRS DIVISION, WHICH LISTS AVAILABLE SMCR FIRST SERGEANT BILLETS. FIRST SERGEANT LETTERS MUST BE SUBMITTED TO THE PRESIDENT OF THE FY13 RESERVE SNCO (SMCR/IRR) SELECTION BOARD BY 2359 (EASTERN STANDARD TIME) ON 29 JANUARY 2013 AND SHOULD BE MAILED/SUBMITTED IN A SEPARATE SUBMISSION THAN ANY OTHER UPDATE MATERIAL.
       (2) FITNESS REPORT. IN ADDITION TO THE REQUIRED LETTER ABOVE, ONLY THOSE MARINES WHOSE MOST RECENT FITNESS REPORT WITH AN "F" IN BLOCK 8H WILL BE CONSIDERED FOR SELECTION TO FIRST SERGEANT.
       (3) LIMITED TOUR AR SELECTIONS.  LIMITED TOUR AR MARINES MAY COMPETE FOR SELECTION TO FIRST SERGEANT; HOWEVER, IF SELECTED, THEIR LIMITED TOUR AR CONTRACTS WILL BE TERMINATED ON THE FIRST DAY OF THE FOURTH MONTH AFTER THEIR PROMOTION TO FIRST SERGEANT IS EFFECTED. NO EXCEPTIONS TO THIS POLICY WILL BE GRANTED.  THE POINT OF CONTACT FOR INFORMATION CONCERNING THIS POLICY IS THE LIMITED TOUR ENLISTED MONITOR AT RAM-5.
6.  PROFESSIONAL MILITARY EDUCATION (PME). THE SELECTION GUIDANCE (PRECEPT) FOR BOARD MEMBERS INCLUDES A REMINDER OF THE REQUIREMENT FOR PME.  ALL MARINES WHO ARE ELIGIBLE FOR CONSIDERATION BY AN ENLISTED PROMOTION SELECTION BOARD MUST HAVE SATISFIED SPECIFIED PME REQUIREMENTS PRIOR TO THE CONVENE OF THE BOARD.  THOSE MARINES WHO HAVE NOT COMPLETED THE SPECIFIED PME BY 2359 ON 29 JANUARY 2013 WILL BE CONSIDERED LESS THAN FULLY QUALIFIED FOR PROMOTION.  THE COMPLETION OF RESIDENT PME COURSES WILL NOT FULFILL NONRESIDENT PME REQUIREMENTS.  ALSO, MISSING INFORMATION FROM A MARINE'S OMPF IS NOT SUFFICIENT GROUNDS TO GRANT A MARINE REMEDIAL CONSIDERATION FOR PROMOTION.  THEREFORE, IT IS EXTREMELY IMPORTANT THE ELIGIBLE MARINE ENSURE THEIR RECORD IS COMPLETE TO INCLUDE EVIDENCE OF REQUIRED PME COMPLETION WHICH INCLUDES THE CERTIFICATE OF COMPLETION IN THE OMPF. MARINES ARE ADVISED TO ENSURE THAT COURSE COMPLETION INFORMATION IS INCLUDED IN THEIR OMPF.  ADDITIONALLY, MARINES ARE ENCOURAGED TO REVIEW THEIR MBS TO ENSURE THEIR PME COMPLETION IS REFLECTED. THE MBS IS ONLY A TOOL TO SUMMARIZE A MARINE'S RECORD AND IS NOT CONSIDERED OFFICIAL SOURCE DOCUMENTATION.  AS A REMINDER, MARINES "ELIGIBLE FOR SELECTION" MISSING EVIDENCE OF REQUIRED PME WILL BE  BRIEFED AS "NOT FULLY QUALIFIED" FOR SELECTION.  THE PME REQUIREMENTS FOR PROMOTION TO SERGEANT MAJOR THROUGH STAFF SERGEANT ARE AS FOLLOWS:
   A. FIRST SERGEANT TO SERGEANT MAJOR:  ATTEND FIRST SERGEANTS COURSE AND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR.
   B. MASTER SERGEANT TO MASTER GUNNERY SERGEANT:  ATTEND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR.
   C. GUNNERY SERGEANT TO MASTER SERGEANT OR FIRST SERGEANT: COMPLETE BOTH THE SNCO ADVANCED DISTANCE EDUCATION PROGRAM (MCI 7200 OR 8200) AND THE RESIDENT ADVANCED COURSE.
   D. STAFF SERGEANT TO GUNNERY SERGEANT:  COMPLETE THE SNCO CAREER DISTANCE EDUCATION PROGRAM (MCI 8100).
   E. SERGEANT TO STAFF SERGEANT:  COMPLETE THE SERGEANTS DISTANCE EDUCATION PROGRAM (MCI 8010).
7.  COMPONENTS AND ZONE CUTOFFS. ALL MARINES, BY COMPONENT, WHO MEET THE DATE OF RANK (DOR) AND, IF APPLICABLE, THE PAY ENTRY BASE DATE (PEBD) CUTOFF CONTAINED IN THIS MARADMIN FOR THEIR OCCFLD, WILL BE CONSIDERED FOR SELECTION TO THE NEXT HIGHER GRADE.
8.  THE ALLOCATIONS, ZONES, AND PEBD CUTOFFS ARE IDENTIFIED BELOW. MARINES WHO HAVE A DOR THAT IS EARLIER THAN THE DOR IDENTIFIED FOR A ZONE ARE ELIGIBLE FOR CONSIDERATION IN THAT ZONE FOR THAT OCC FIELD.
