GENTEXT/REMARKS/1.  PURPOSE.  THE FY13 90-DAY SMCR EARLY RELEASE PROGRAM WILL ENABLE CONTINUED FORCE SHAPING AND SUSTAINMENT WITHIN THE CONSTRAINTS OF THE APPROVED BUDGET.  THE PROGRAM REMAINS FOCUSED ON COST SAVINGS FOR THE MARINE CORPS AND IS NOT AN INDIVIDUAL ENTITLEMENT PROGRAM.  THIS MESSAGE SERVES TO ESTABLISH THE AUTHORITY, ELIGIBILITY, AND PROCEDURES FOR THE VOLUNTARY EARLY RELEASE OF SMCR UNIT ENLISTED MARINES HAVING A MANDATORY DRILL PARTICIPATION STOP DATE (MDSD) BETWEEN 1 OCTOBER 2012 AND 30 SEPTEMBER 2013.  
2.  BACKGROUND.  THE FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM WILL EXPIRE ON 30 SEPTEMBER 2013.  MARINES APPROVED BY CMC(RAP) FOR THIS PROGRAM MAY TRANSFER TO THE IRR NO MORE THAN 90 DAYS PRIOR TO MDSD.  MARINES APPROVED FOR THE FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM WILL BE CONSIDERED TO HAVE COMPLETED THEIR DRILLING OBLIGATION AND WILL REMAIN IN THE READY RESERVE FOR THE REMAINDER OF THEIR MILITARY SERVICE OBLIGATION (MSO).  THIS MARADMIN DOES NOT EXEMPT MARINES FROM COMPLETING READY RESERVE OBLIGATIONS PER THEIR INDIVIDUAL SERVICE ENLISTMENT CONTRACTS.  THIS PROGRAM IS ONLY BEING OFFERED TO MARINES WITH AN MDSD THAT OCCURS DURING FY13.
3.  ELIGIBILITY. 
    A.  ANY FIRST-TERM ENLISTED MARINE IN AN SMCR UNIT WITH A MDSD THAT OCCURS DURING FY13.  MARINES IN RECEIPT OF AN ENLISTMENT BONUS ARE ELIGIBLE TO PARTICIPATE IN THIS PROGRAM; ENLISTMENT BONUSES WILL NOT BE RECOUPED.  FIRST-TERM MARINES IN RECEIPT OF ANY OTHER INCENTIVE ARE NOT ELIGIBLE TO PARTICIPATE IN THIS PROGRAM.
    B.  INDIVIDUAL REQUESTS MUST HAVE THE ENDORSEMENT OF THE ADCON BATTALION/SQUADRON COMMANDING OFFICER TO BE CONSIDERED ELIGIBLE. 
    C.  MARINES ELIGIBLE TO REQUEST EARLY RELEASE MAY REQUEST TO INTER-SERVICE TRANSFER (IST) TO THE RESERVE COMPONENT OF ANOTHER SERVICE.  MARINES SHOULD SUBMIT THE DD FORM 368 AS AN ENCLOSURE TO THE AA FORM.
4.  INELIGIBILITY.  MARINES MEETING ANY OF THE FOLLOWING CONDITIONS ARE INELIGIBLE TO PARTICIPATE IN THE FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM:
    A.  MARINES WHO DO NOT HAVE AN MDSD THAT OCCURS DURING FY13.
    B.  MARINES BEING RELEASED UNDER OTHER HQMC DIRECTED EARLY OUT PROGRAMS, E.G., EARLY RELEASE FOR EDUCATION.
    C.  MARINES WHO ARE NOT SERVING IN THEIR FIRST-TERM IN THE SMCR.    
    D.  MARINES WHO PREVIOUSLY SERVED IN THE ACTIVE COMPONENT (NOT FOR TRAINING).
    E.  FIRST-TERM MARINES IN RECEIPT OF ANY OTHER INCENTIVE (OTHER THAN AN ENLISTMENT BONUS).
    F.  MARINES CURRENTLY MOBILIZED OR ON ACTIVE DUTY FOR ANY PURPOSE.
    G. MARINES PENDING ADMINISTRATIVE SEPARATION, MEDICAL SEPARATION OR HAVE UNEXCUSED ABSENCES WITHIN THE PAST 12 MONTHS.
    H.  MARINES APPROVED FOR LATMOVES AND HAVING AN ASSIGNED SCHOOL SEAT WITHIN 30 DAYS MUST ACKNOWLEDGE THAT THEY WILL NOT BE AUTHORIZED ANOTHER OPPORTUNITY TO LATMOVE, IF APPROVED FOR EARLY RELEASE.
    I.  MARINES IN LOCATIONS OF FSRG DIVESTITURE, WHO WOULD OTHERWISE BE CONSIDERED AN INVOLUTARY TRANSFER TO THE IRR, APPROVED FOR EARLY RELEASE, WILL NOT BE CONSIDERED AN INVOLUNTARY TRANSFER IF THE TRANSFER OCCURS PRIOR TO THE ARRIVAL OF THE PERSONNEL TRANSITION TEAM.     
5.  COORDINATING INSTRUCTIONS.
    A.  INDIVIDUAL MARINES MUST SUBMIT REQUESTS (AA FORM) TO PARTICIPATE IN FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM VIA THEIR FIRST O-5 LEVEL COMMANDER.
    B.  ADCON BATTALION/SQUADRON COMMANDERS:
       (1) ALL REQUESTS FOR EARLY RELEASE AS AN ADMINISTRATIVE ACTION FORM TO HQMC (RAP) VIA UNIT ORGANIZATIONAL EMAIL TO RAP(AT)USMC.MIL.
       (2) COMMANDERS WILL ENDORSE EACH REQUEST WITH THEIR RECOMMENDATION AND NEED ONLY TO PROVIDE JUSTIFICATION FOR INDIVIDUAL MARINES NOT RECOMMENDED FOR APPROVAL TO PARTICIPATE IN THE PROGRAM.  MARINES FOUND INELIGIBLE DUE TO ANY REASON LISTED ABOVE SHOULD BE IDENTIFIED.  MARINES REQUESTING IST WILL HAVE THE DD FORM 368 SIGNED BY HQMC (RAP).
    C.  HQMC (RAP) RESERVES THE AUTHORITY TO APPROVE/DISAPPROVE/RESTRICT THE TOTAL NUMBER OF EARLY RELEASE DAYS TO MEET THE NEEDS OF THE MARINE CORPS.  MARINES OVERSEAS AND IN SOME PRIMARY MILITARY OCCUPATIONAL SPECIALTIES MAY BE RELEASED AT LESS THAN THE REQUESTED RELEASE AND/OR COMMANDER RECOMMENDED DATES.  UPON HQMC (RAP) FINAL APPROVAL, HQMC(RAM) WILL REPORT THE NEW MDSD VIA MCTFS UNIT DIARY ENTRY PER REF C.  COMMANDERS WILL BE NOTIFIED OF PROGRAM APPROVAL VIA DIARY FEEDBACK REPORT WITH HISTORY STATEMENT INDICATING APPROVAL FOR PROGRAM.  NAVAL MESSAGE CORRESPONDENCE FROM HQMC (RAP) WILL BE ISSUED AS REQUIRED TO ASSIST IN PROCESSING OR TO ALERT COMMANDERS OF APPROVAL DETERMINATION CONTRARY TO RECOMMENDATIONS FROM THE ADCON COMMANDER.
    D.  MARINES SEPARATED UNDER FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM WILL SIGN A PAGE 11 ENTRY IN THEIR SERVICE RECORD BOOK ACKNOWLEDGING THEY ARE A VOLUNTEER FOR THE PROGRAM AND THAT SEPARATION REQUIREMENTS WILL BE COMPLETED PRIOR TO THEIR MDSD.  EXAMPLE PAGE 11 ENTRY: "I HAVE BEEN APPROVED FOR PARTICIPATION IN THE FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM.  I UNDERSTAND THAT MY NEW MDSD IS (YYYY/MM/DD).  I HAVE BEEN COUNSELED ON THE CONTENTS OF FY13 90-DAY SMCR MARINE EARLY RELEASE PROGRAM MARADMIN AND UNDERSTAND THAT I WILL BE CONSIDERED TO HAVE COMPLETED MY DRILLING OBLIGATION.  I UNDERSTAND THAT I AM REQUIRED TO COMPLETE ANY REMAINING READY RESERVE OBLIGATIONS PER MY INDIVIDUAL SERVICE ENLISTMENT CONTRACT." 
    E.  MARINES ARE NOT AUTHORIZED TO TRANSFER TO THE IRR PRIOR TO RETURNING ANY ISSUED GEAR AND COMPLETING ADMINISTRATIVE CHECK-OUT PROCEDURES AT THEIR SMCR UNIT.
    F.  UNIT DIARY ENTRIES REPORTING RELEASE FROM THE SMCR WILL BE SUBMITTED PER REF C.
       (1) TTC 880 000 (TR IRR FR SMCR) WILL BE USED WITH A REASON CODE (L) (90 DAY VOLUNTARY EARLY RELEASE)).
    G. ENLISTMENT BONUSES (EB) WILL NOT BE RECOUPED FROM MARINES SEPARATED UNDER THE AUTHORITY OF THIS MARADMIN AS IT IS A FORCE SHAPING MEASURE.
6.  TRICARE RESERVE SELECT COVERAGE WILL CEASE UPON TRANSFER TO THE IRR.
7.  MGIB-SR WILL NOT BE AFFECTED IF OTHERWISE QUALIFIED, BUT TRANSFER OF POST 9-11 GI BILL WILL BE NULLIFIED PER REFERENCES E AND F.
8.  RESERVE APPLICABILITY.  THIS MARADMIN IS APPLICABLE TO THE RESERVE COMPONENT.
9.  THIS MARADMIN CANCELS ON 30 SEP 2013.
10.  RELEASE AUTHORIZED BY MAJGEN R. C. MCMILLIAN, DIRECTOR, RESERVE AFFAIRS DIVISION.//
