2. MARADMINS ANNOUNCING THE ESTABLISHED DATES OF RANK (DOR) FOR THE PROMOTION ZONES WILL BE PUBLISHED APPROXIMATELY 30 TO 60 DAYS PRIOR TO EACH SCHEDULED BOARD. UPON ANNOUNCEMENT, OFFICERS MAY DETERMINE THEIR ELIGIBILITY STATUS BY REVIEWING REF A AT THE OFFICER PROMOTION HOMEPAGE. REF A PROVIDES A LINEAL LIST OF ALL OFFICERS IN THE MARINE CORPS. OFFICERS WITH QUESTIONS REGARDING THEIR ELIGIBILITY FOR A BOARD OR THEIR STATUS IN REF A SHOULD CONTACT THE LINEAL STAFF, CMC (MMPR-1).
3. CONTINUATION SELECTION BOARDS. THE CONVENING OF CONTINUATION SELECTION BOARDS WILL BE ANNOUNCED IN THE MARADMIN ANNOUNCING THE PROMOTION ZONES, AS APPLICABLE, BASED ON SECNAV-APPROVED CONTINUATION PLANS FOR THIS FISCAL YEAR. OFFICERS ARE ADVISED THAT CONTINUATION BOARDS ARE CONVENED BASED ON THE NEEDS OF THE MARINE CORPS AND SELECTION CRITERIA MAY VARY FROM YEAR TO YEAR.
4. ELIGIBILITY FOR CONSIDERATION FOR PROMOTION. TIME-IN-GRADE (TIG) AND OTHER REQUIREMENTS.
A. OFFICERS MAY NOT BE CONSIDERED FOR PROMOTION TO THE NEXT HIGHER GRADE IN ANY ZONE UNTIL THE OFFICERS COMPLETE THE MINIMUM TIG AS SPECIFIED BELOW. THE MINIMUM TIG MAY BE WAIVED BASED ON THE NEEDS OF THE MARINE CORPS.

AN OFFICER'S ELIGIBILITY FOR CONSIDERATION FOR PROMOTION IS DETERMINED AS OF THE DATE THE BOARD CONVENES. B. NINETY-DAY EXCLUSIONARY RULE. FOR ALL BOARDS, WITH THE EXCEPTION OF THE ACTIVE COMPONENT CAPTAIN'S BOARD, THE MARINE CORPS WILL REQUEST AUTHORITY FROM SECNAV TO PRECLUDE FROM CONSIDERATION OFFICERS WITH AN ESTABLISHED SEPARATION OR RETIREMENT DATE THAT IS WITHIN 90 DAYS AFTER THE DATE THE BOARD CONVENES.
C. ONE-YEAR RULE FOR RESERVE OFFICERS. RESERVE OFFICERS ARE ELIGIBLE FOR CONSIDERATION FOR PROMOTION IF, ON THE DATE THE BOARD CONVENES, THE OFFICERS HAVE CONTINUOUSLY PERFORMED SERVICE ON EITHER THE RESERVE ACTIVE-STATUS LIST (RASL) OR THE ACTIVE-DUTY LIST (ADL) (OR A COMBINATION OF BOTH LISTS) FOR A PERIOD OF ONE YEAR. SERVICE ON THE RASL INCLUDES SERVICE IN THE READY RESERVE (AR, SMCR, IMA, AND IRR) AND IN AN ACTIVE STATUS OF THE STANDBY RESERVE.
D. U.S. CITIZENSHIP. AN OFFICER ON THE ADL IN THE GRADE OF CAPTAIN WHO IS NOT A U.S. CITIZEN MAY NOT BE CONSIDERED FOR PROMOTION TO THE GRADE OF MAJOR.
5. REQUEST FOR DEFERMENT OF ELIGIBILITY. PER REF B, DEFERMENT OF ELIGIBILITY IS INTENDED TO PROVIDE OFFICERS WHO ENTERED ACTIVE DUTY,AND HAVE BEEN PLACED ON THE ADL, AN OPPORTUNITY TO OBTAIN ACTIVE-DUTY EXPERIENCE, QUALIFICATIONS, AND SIGNIFICANT EVALUATION BEFORE BEING CONSIDERED BY A BOARD. REQUESTS FOR DEFERMENT MUST BE IN WRITING AND SUBMITTED TO CMC (MMPR-1) AT LEAST TWO DAYS BEFORE THE DATE THE BOARD CONVENES. OFFICERS APPROVED FOR DEFERMENT WILL BE CONSIDERED BY A SUBSEQUENT BOARD IN THE SAME ZONE (IN-ZONE OR ABOVE-ZONE, AS APPLICABLE) THAT THEY WOULD HAVE BEEN CONSIDERED HAD THEIR ELIGIBILITY NOT BEEN DEFERRED.
6. PERSONAL RESPONSIBILITIES. EACH OFFICER IS PERSONALLY RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF THEIR OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET (MBS)BEFORE THE DATE THE BOARD CONVENES.
A. OBTAINING AND REVIEWING THE OMPF. THE MOST EXPEDITIOUS MEANS OF OBTAINING AND VIEWING THE OMPF AND MBS IS THROUGH OMPF ONLINE VIA MOL. THE MBS CAN ALSO BE OBTAINED THROUGH THE MMSB WEB SITE. REFER TO REF C TO DETERMINE WHAT DOCUMENTS ARE APPROPRIATE FOR INCLUSION IN THE OMPF.
B. OMPF DOCUMENT SUBMISSION GUIDELINES. OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING DEFICIENCIES, MISSING INFORMATION, OR ILLEGIBLE DOCUMENTS PRESENT IN EITHER THE OMPF OR MBS WITH CMC (MMSB-20). PER REF C, ENSURE ANY MATERIAL SENT TO CMC (MMSB-20) FOR FILING IN THE OMPF CONTAINS FULL NAME, GRADE, AND THE LAST FOUR OF SSN. IF THE LAST FOUR OF SSN IS NOT ON THE MATERIAL, THEN THE MATERIAL MAY OR MAY NOT BE FILED IN THE OMPF IN TIME TO GO BEFORE THE SELECTION BOARD. OFFICERS ARE REMINDED THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-MONTH WINDOW SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR RECORD. OMPF DOCUMENTS CAN BE EMAILED AS A PDF ATTACHMENT OR OMPF DOCUMENTS CAN BE MAILED TO CMC (MMSB-20); HOWEVER, INCLUSION INTO THE OMPF IS SUBSTANTIALLY FASTER IF THE DOCUMENTS ARE EMAILED. C. OMPF DOCUMENT SUBMISSION TIMELINES. IT IS IMPERATIVE THAT DOCUMENTS SUBMITTED TO CMC (MMSB-20) FOR INCLUSION IN THE OMPF WITHIN 60 DAYS OF A SELECTION BOARD BE CONSPICUOUSLY MARKED "CONTAINS DOCUMENTS FOR FY15 (APPROPRIATE BOARD) SELECTION BOARD." WITH THE EXCEPTION OF FITNESS REPORTS, ALL OMPF DOCUMENTS, PARTICULARLY DIGITAL PHOTOS, SHOULD BE FORWARDED TO AND RECEIVED BYCMC (MMSB-20) AT LEAST TWO WEEKS PRIOR TO THE CONVENING DATE OF THESELECTION BOARD IN ORDER TO ALLOW PROCESSING TIME TO THE OMPF. OFFICERS ARE ADVISED THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARDROOM AT LEAST ONE WEEK BEFORE THE BOARD CONVENES. BOARD ELIGIBLE RECORDS CONTINUE TO BE UPDATED UNTIL THE CONVENING DATE OF THE BOARD; HOWEVER, OFFICERS ARE HIGHLY ENCOURAGED TO SUBMIT ALL MATERIAL NO LATER THAN TWO WEEKS PRIOR TO THE BOARD FOR WHICH THEYARE ELIGIBLE.
D. CAREER COUNSELORS. IT IS THE RESPONSIBILITY OF EACH OFFICER TO ENSURE THEIR PERSONAL RECORDS (OMPF/MBS) REFLECT ACCURATE AND CURRENT INFORMATION. PES AND FITREP POLICY AND CORRECTION SPECIFIC QUESTIONS SHOULD BE DIRECTED TO MMSB-30 (PERFORMANCE EVALUATION SECTION).
(1) ACTIVE DUTY OFFICERS: CONDUCT A SELF AUDIT OF PERSONAL RECORDS- REFER TO THE SELF AUDIT DOCUMENT GUIDE LOCATED AT THEMMSB-50 (CAREER COUNSELING) HOMEPAGE OR THROUGH LINK AT THE MARINEONLINE/MYOMPF/ABOUT OMPF TAB. IT IS ALSO HIGHLY ENCOURAGED THATOFFICERS CONTACT MMSB-50 TO RECEIVE A PRE-BOARD CAREER PERFORMANCE ASSESSMENT ONE YEAR PRIOR TO THEIR IN-ZONE LOOK. E. FITNESS REPORTS. FITNESS REPORTS ARE DUE TO CMC (MMSB-30) BY THE TIME-LINES NOTED IN REF D. REPORTS MAILED DIRECTLY TO THE PRESIDENT OF THE BOARD WILL NOT BE ADDED TO A MARINE'S OMPF. FOR FITNESS REPORTS TO BECOME PART OF THE OMPF, THE REPORTS MUST BE SUBMITTED TO CMC (MMSB-30). THE AUTOMATED PERFORMANCE EVALUATION SYSTEM (A-PES) IS THE PRIMARY MEANS OF SUBMITTING FITNESS REPORTS, HOWEVER, REPORTING OFFICIALS MAY EMAIL PDF COPIES TO THE MMSB-32 ORGANIZATIONAL MAILBOX AT SMB.MANPOWER.MMSB-32(AT)USMC.MIL. SO LONG AS THE MAILER'S EMAIL ACCOUNT CAN BE CONFIRMED AS EITHER THE REPORTING SENIORS OR REVIEWING OFFICERS .MIL EMAIL ADDRESS. IF MAILING A PAPER VERSION OF A REPORT TO HQMC, IT IS IMPERATIVE THATTHE FORWARDING ENVELOPE IS CONSPICUOUSLY MARKED "CONTAINS FITREPS FOR FY15 (APPROPRIATE BOARD) SELECTION BOARD." FOR COMPLETION AND SUBMISSION OF REPORTS THAT ARE OVER ONE YEAR OLD IT IS PREFERABLE THAT THE ORIGINAL REVIEWING OFFICER COMPLETE THE REPORT, HOWEVER, CMC (MMSB-30) MAY ACT AS THE REVIEWING OFFICER ONREPORTS THAT ARE NOT ADVERSE ON A CASE BY CASE BASIS.
(2) MARINES ARE REMINDED THAT REQUESTS FOR ADMINISTRATIVECHANGES TO THEIR FITNESS REPORT RECORDS MAY TAKE UP TO 30 DAYS FORCOMPLETION. DUE DILIGENCE FOR RECORDS CORRECTION TIMELINESS RESTS SOLELY ON THE MARINE MAKING THE REQUEST.

(1) REVIEWING PHOTO SUBMISSION. OFFICERS ARE RESPONSIBLEFOR VERIFYING PROCESSING OF PHOTO BY CMC (MMSB-20). THE MOST EXPEDITIOUS MEANS OF CONFIRMING PHOTO PROCESSING IS THROUGH OMPF ONLINE VIA MOL. PHOTOS WILL BE AVAILABLE FOR VIEWING ON OMPF ONLINE WITHIN 24 HOURS OF PHOTO RECEIPT BY CMC (MMSB-20). THE DATE OF THE PHOTOGRAPH, AS NOTED ON THE PHOTOGRAPH TITLE BOARD, IS CONSIDERED THE PRIMARY DATE OF DETERMINING THE 12 MONTH PHOTOGRAPH ELIGIBILITY WINDOW FOR SELECTION BOARDS. OFFICERS ARE ADVISED THAT ALTHOUGH A PHOTO MAY BE OVER 12 MONTHS OLD, THE PHOTO WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTO IS SUBMITTED.
(2) HARD COPY PHOTOS. OFFICERS THAT CHOOSE TO SUBMIT A HARD COPY PHOTO DIRECTLY TO THE PRESIDENT OF THE BOARD ARE ADVISED THAT THE PHOTO WILL NOT BE INCLUDED IN THE OMPF. VERIFICATION OF HARD COPY PHOTOS SUBMITTED DIRECTLY TO THE PRESIDENT OF THE BOARD CAN BEACCOMPLISHED THROUGH THE OFFICER PROMOTION HOMEPAGE CMC (MMPR-1).
G. PROFESSIONAL MILITARY EDUCATION (PME). THE SELECTION GUIDANCE (PRECEPTS) FOR MANY BOARDS INCLUDES A REMINDER OF THE IMPORTANCE OF PME, WHETHER RESIDENT OR NON-RESIDENT, IN AN OFFICER'SDEVELOPMENT. OFFICERS ARE ADVISED TO ENSURE THAT COURSE COMPLETIONINFORMATION IS NOTED ON THEIR MBS AND THAT PME COMPLETION CERTIFICATES ARE INCLUDED IN THEIR OMPF IN ORDER TO CONSTITUTE COMPLETION. IN CASES WHERE AN OFFICER HAS NOT COMPLETED PME, BUT HAS COMPLETED ONE OR MORE SUB-COURSES OF THAT PME, THE OFFICER MAY SEND A PERSONAL COMMUNICATION TO THE PRESIDENT OF THE BOARD DESCRIBING PROGRESS IN COMPLETING THE PME AND INCLUDE DOCUMENTED EVIDENCE OF ANY SUB-COURSE COMPLETION. H. CIVILIAN EDUCATION. ALL OFFICERS MUST ENSURE THEIR CIVILIAN EDUCATION IS ACCURATELY REFLECTED IN THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS).
7. COMMUNICATION WITH THE BOARD. EACH OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD. BY LAW, SUCH PERSONAL COMMUNICATIONS MUST BE IN WRITING AND RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL NO LATER THAN MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE BOARD CONVENES. HOWEVER, IT IS REQUESTED THAT OFFICERS SUBMIT SUCH PERSONAL COMMUNICATIONS TO CMC (MMPR-1) AT LEAST FIVE WORKING DAYS BEFORE THE DATE THE BOARD CONVENES. THIS FIVE-DAY PERIOD PROVIDES CMC (MMPR-1) SUFFICIENT TIME TO REVIEW THE MATERIAL, RECONCILE DISCREPANCIES, AND ENTER THE MATERIAL IN THE UPDATE MATERIAL DATABASE. (2) THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY15 (APPROPRIATE BOARD) SELECTION BOARD (SEE PARAGRAPH 13A FOR COMPLETE ADDRESS);
(3) UPDATE MATERIAL MUST BE FROM THE ELIGIBLE OFFICER; AND

OFFICERS ARE REMINDED THAT UPDATE MATERIAL RECEIVED BY CMC (MMPR-1) TAKES APPROXIMATELY FIVE WORKING DAYS TO BE REVIEWED AND ENTERED IN THE UPDATE MATERIAL DATABASE. OFFICERS SHOULD NOT EXPECT TO SEE THE INFORMATION AT THE OFFICER PROMOTION HOMEPAGE IMMEDIATELY UPON RECEIPT BY CMC (MMPR-1). A. CAREER RETIREMENT CREDIT REPORT (CRCR). THE CRCR IS PROVIDED TO RESERVE BOARDS AS A QUANTITATIVE MEASURE OF ACTIVE PARTICIPATION. IT IS IMPERATIVE THAT EACH OFFICER REVIEW HIS OR HER CRCR. IT IS THE RESPONSIBILITY OF EACH OFFICER TO ENSURE THE CRCR IS ACCURATE. PER REF I, RECORD AUDITS WILL BE CONDUCTED ANNUALLY. OFFICERS SHOULD IDENTIFY DISCREPANCIES AND PROVIDE UPDATING OR MODIFYING CRCR INFORMATION TO THEIR INSPECTOR-INSTRUCTOR OR COMMANDING OFFICER DURING THESE AUDITS. RESERVE UNIT COMMANDERS WILL CORRECT DISCREPANCIES VIA THE UNIT DIARY. IRR AND IMA OFFICERS WILL RECEIVE AN UPDATED CRCR FROM THE MARINE INDIVIDUAL RESERVE SUPPORT ORGANIZATION (MIRSO) WITHIN 45 DAYS OF THEIR ANNIVERSARY DATE. THE CRCR IS ALSO AVAILABLE IN MOL UNDER "PERSONAL INFORMATION," "CAREER RETIREMENT CREDIT REPORT." PER REF I, CORRECTIONS MUST BE ANNOTATED AND RETURNED WITH SUPPORTING DOCUMENTATION (MUSTER SHEETS, ORDERS, HISTORICAL NAVMC 798S, ETC.)TO MIRSO. THE CRCRS ARE DOWN-LOADED FROM MCTFS FIVE WORKING DAYS BEFORE THE DATE THE BOARD CONVENES AND ARE SUBSEQUENTLY PROVIDED TO THE BOARD ON THE CONVENING DATE OF THE BOARD. OFFICERS WHO UPDATE THEIR CRCR AFTER THIS FIVE-DAY WINDOW ARE DIRECTED TO SUBMIT THE UPDATED CRCR TO THE PRESIDENT OF THE BOARD AS UPDATE MATERIAL BY MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE BOARD CONVENES.
B. RESERVE QUALIFICATION SUMMARY (RQS). PER REF I, RESERVE OFFICERS, EXCEPT ACTIVE RESERVE (AR), ELIGIBLE FOR CONSIDERATION FOR PROMOTION ARE REQUIRED TO SUBMIT A COMPLETE RQS (HQMC VERSION 1-06) AS UPDATE MATERIAL TO THE BOARD BY MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE BOARD CONVENES. THE PURPOSE OF THE RQS IS TO PROVIDE THE BOARD WITH INFORMATION NOT INCLUDED IN OTHER OFFICIAL RECORDS OR FITNESS REPORTS. SEE PARAGRAPH 13C(6) FOR INFORMATION ON WHERE TO FIND BLANK RQS FORMS. THE RQS MUST BE SUBMITTED UNDER A SIGNED COVER LETTER.
9. POST-BOARD INFORMATION AND GUIDANCE. OFFICERS MAY VIEW THE APPROVAL PROGRESS OF THEIR BOARD FROM THE OFFICER PROMOTION HOMEPAGE. WHEN THE RESULTS OF A FIELD GRADE BOARD ARE AUTHORIZED TO BE RELEASED, A "PERSONAL FOR" (P-4) EMAIL WILL BE FORWARDED TO ALL MARINE CORPS GENERAL OFFICERS AND CERTAIN COLONELS. THE P-4 AFFORDS THE P-4 RECIPIENTS AN OPPORTUNITY TO ENSURE EACH SELECT AND IN-ZONE NONSELECT IS ADVISED OF THEIR PROMOTION STATUS. THE P-4 INCLUDES WORK PHONE NUMBERS THAT ARE OBTAINED FROM MCTFS. IT IS REQUESTED THAT ELIGIBLE OFFICERS ENSURE THEIR WORK NUMBER IS UPDATED IN MCTFS. APPROXIMATELY 5 WORKING DAYS AFTER A P-4 IS RELEASED, SECNAV WILL RELEASE THE ALNAV ANNOUNCING THE NAMES OF THE OFFICERS SELECTED BY THE BOARD. CAPTAIN AND CWO BOARD RESULTS WILL BE ANNOUNCED VIA ALNAV WHEN THE BOARD REPORTS ARE APPROVED BY SECDEF.
A. PROMOTION DELAY OF RESERVE OFFICERS WITHOUT A BACCALAUREATE DEGREE. TITLE 10, U.S. CODE, SECTION 12205 (REF L) STATES THAT NO PERSON MAY BE APPOINTED TO A GRADE ABOVE FIRST LIEUTENANT IN THE MARINE CORPS RESERVE UNLESS THAT PERSON HAS BEEN AWARDED A BACCALAUREATE DEGREE BY A QUALIFYING EDUCATIONAL INSTITUTION. OFFICERS FAILING TO COMPLY WITH THIS REQUIREMENT WILL HAVE THEIR PROMOTIONS DELAYED IN ACCORDANCE WITH SECNAVINST 1420.1B. IF A DEGREE IS NOT OBTAINED BEFORE THE PERIOD OF DELAY EXPIRES, APPROPRIATE STEPS WILL BE TAKEN TO REMOVE THOSE OFFICERS' NAMES FROM THE PROMOTION LIST. OFFICERS WHOSE NAMES ARE REMOVED FROM THE PROMOTION LIST WILL BE CONSIDERED TO HAVE FAILED OF SELECTION. IT IS IMPERATIVE THAT RESERVE OFFICERS ADHERE TO THE GUIDANCE IN REF J AND ENSURE THAT THEIR DEGREE COMPLETION IS RECORDED IN MCTFS.
