GENTEXT/REMARKS/1.  THE SERGEANTS MAJOR SLATING PROCESS WAS INTRODUCED IN FEBRUARY 2000 TO ENSURE THE ASSIGNMENT OF THE BEST QUALIFIED SERGEANT MAJOR LEADERSHIP AND EXPERIENCE TO GENERAL OFFICER (GO) LEVEL COMMANDS AND ENSURE ALL ELIGIBLE SERGEANTS MAJOR RECEIVE FAIR AND EQUITABLE CONSIDERATION FOR THOSE ASSIGNMENTS.  BASED ON REFERENCE A, THIS ALMAR UPDATES AND AFFIRMS PROCEDURES FOR THE SERGEANTS MAJOR SLATING PROCESS AND CONSOLIDATES PREVIOUSLY PUBLISHED GUIDANCE IN REFERENCES B THROUGH F INTO A SINGLE REFERENCE SOURCE.  ACCORDINGLY, REFERENCES B THROUGH F ARE HEREBY CANCELED.
2.  THE SERGEANTS MAJOR SLATING PROCESS IS AS FOLLOWS.
    A.  THE DIRECTOR, MANPOWER MANAGEMENT DIVISION (MM DIV), WILL PERIODICALLY RELEASE A MARADMIN ANNOUNCING GO-LEVEL SERGEANTS MAJOR BILLET VACANCIES, THE REQUIRED MINIMUM ARMED FORCES ACTIVE DUTY BASE DATE (AFADBD) AND DATE OF RANK (DOR) CRITERIA AND REPORT DATE FOR THOSE BILLETS, AND SLATE PACKAGE SUBMISSION DEADLINE.
        (1) ALL SERGEANTS MAJOR ASSIGNED TO/SERVING IN A VALID SENIOR ENLISTED ADVISOR BILLET TO A COLONEL/O-6 WHO MET AFADBD AND DOR CRITERIA ARE ELIGIBLE AND WILL BE CONSIDERED FOR ASSIGNMENT TO THE ANNOUNCED VACANCIES.
        (2) SERGEANTS MAJOR MUST HAVE SERVED AT LEAST 18 MONTHS IN THE CURRENT BILLET UPON REPORT DATE FOR THE ANNOUNCED BILLET(S).
        (3) UPON REPORTING TO A BRIGADIER GENERAL AND MAJOR GENERAL SLATED BILLET, SERGEANTS MAJOR MUST HAVE, OR ACQUIRE, THE FOLLOWING MINIMUM OBLIGATED SERVICE REMAINING BEFORE THEIR MANDATORY 30-YEAR RETIREMENT DATE.
            (A) CONUS:  AT LEAST 28 MONTHS OBLIGATED SERVICE REMAINING.
            (B) OCONUS UNACCOMPANIED:  AT LEAST 28 MONTHS OBLIGATED SERVICE REMAINING.
            (C) OCONUS ACCOMPANIED:  AT LEAST 40 MONTHS OBLIGATED SERVICE REMAINING.  TIME-ON-STATION AND ENLISTED CAREER FORCE CONTROL WAIVERS WILL BE CONSIDERED ON A CASE-BY-CASE BASIS.
    B.  ALL SERGEANTS MAJOR WHO MEET SLATE ELIGIBILITY REQUIREMENTS WILL SUBMIT A SLATE PACKAGE TO THE MM DIV SERGEANT MAJOR, VIA THE FORCE SERGEANT MAJOR, BEFORE THE SUBMISSION DEADLINE.
        (1) SLATE PACKAGES WILL CONSIST OF:
            (A) AA FORM LISTING ALL ANNOUNCED BILLETS IN ORDER OF PREFERENCE;
            (B) PROFESSIONAL RESUME;
            (C) CAREER BIOGRAPHY;
            (D) CURRENT PROMOTION PHOTO;
            (E) RECOMMENDATION LETTER FROM IMMEDIATE COMMANDER; AND
            (F) RECOMMENDATION LETTER FROM THE FIRST GO IN THE CHAIN OF COMMAND.  GO'S WHO HAVE MULTIPLE SLATE SUBMISSIONS WILL RANK THEM ACCORDINGLY IN THEIR PERSONAL CORRESPONDENCE.
        (2) FORCE LEVEL SERGEANTS MAJOR WILL ENSURE THE ACCURACY AND CORRECTNESS OF ALL SLATE SUBMISSIONS BEFORE FORWARDING TO MM DIV.
    C.  THE SERGEANT MAJOR OF THE MARINE CORPS WILL CONVENE AND CHAIR A SERGEANTS MAJOR SLATING BOARD TO CONSIDER ALL ELIGIBLE SERGEANTS MAJOR.  BOARD MEMBERS ARE THE SERGEANTS MAJOR OF MANPOWER AND RESERVE AFFAIRS, MARINE FORCES COMMAND, MARINE FORCES PACIFIC, MARINE FORCES RESERVE, I MEF, II MEF, III MEF, MARINE CORPS COMBAT DEVELOPMENT COMMAND, MARINE FORCES CENTRAL COMMAND, AND MM DIV.
        (1) THE BOARD WILL DEVELOP A DRAFT ASSIGNMENT SLATE WHICH WILL BE FORWARDED TO THE COMMANDANT VIA THE DIRECTOR, MM DIV; DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS; AND THE DIRECTOR, MARINE CORPS STAFF (DMCS).
        (2) SELECTED SERGEANTS MAJOR WHO REFUSE ORDERS OR WHO DO NOT OBTAIN THE REQUIRED OBLIGATED SERVICE TO EXECUTE ORDERS WILL SUBMIT FOR RETIREMENT WITH TRANSFER TO THE FLEET MARINE CORPS RESERVE EFFECTIVE NOT LATER THAN THE LAST DAY OF THE MONTH THE ORDERS WERE EFFECTIVE.
    D.  DMCS WILL INFORM THE GO TO WHOM THE SERGEANT MAJOR WILL BE ASSIGNED.  UPON FINAL APPROVAL BY THE COMMANDANT, THE ASSIGNMENT(S) WILL BE PUBLISHED VIA ALMAR.
3.  FORCE AND MAJOR SUBORDINATE COMMAND COMMANDERS AND SERGEANTS MAJOR ARE TO ENSURE ALL ELIGIBLE SERGEANTS MAJOR ASSIGNED ARE FAMILIAR WITH THE CONTENTS OF THIS ALMAR.
4.  THE SERGEANTS MAJOR SLATING PROCESS CONTAINED HEREIN WILL BE INCLUDED IN THE NEXT REVISION OF REFERENCE G.
