GENTEXT/REMARKS/1.  SITUATION.  THE FISCAL YEAR 2015 (FY15) RESERVE COMMAND SCREENING BOARD (RCSB) AND RESERVE SENIOR LEADER BOARD (RSLB) CONVENES ON 11 AUG 2014 FOR COLONELS (COL) AND ON 18 AUG 2014 FOR LIEUTENANT COLONELS (LTCOL).  THE BOARD WILL SELECT OFFICERS FOR DESIGNATED COMMAND BILLETS THAT ARE PROJECTED TO BE AVAILABLE DURING THE PERIOD OCT 2014 THROUGH SEP 2015.  THE BOARD ALSO SCREENS AND SLATES FOR THOSE CRITICAL RESERVE SENIOR LEADER COL BILLETS THAT ARE NOT DESIGNATED COMMAND BILLETS, BUT ARE OF GREAT RESPONSIBILITY AND AUTHORITY.  APPLICANTS APPLYING FOR RESERVE SENIOR LEADER BILLETS WILL BE GOVERNED BY THE SAME COMPETITIVE CRITERIA AND REQUIREMENTS FOR COMMAND.
2.  PURPOSE.  PER REF (A), THE PURPOSE OF THE RCSB IS TO PROVIDE OUR MARINES WITH THE BEST AND FULLY QUALIFIED COMMANDERS IN ORDER TO MAINTAIN A COMPETENT AND WELL-BALANCED FIGHTING FORCE.
3.  PROCESS.  THE BOARD WILL SELECT FROM A LIST OF ELIGIBLE COLS AND LTCOLS WHO ARE BEST AND FULLY QUALIFIED FOR COMMAND/SENIOR LEADER BILLETS.  THE BOARD WILL SELECT A NUMBER OF OFFICERS AS PRIMARIES EQUAL TO THE NUMBER OF AVAILABLE BILLETS.  THE BOARD WILL ALSO SELECT A SUFFICIENT NUMBER OF OFFICERS AS ALTERNATES TO MEET MANPOWER REQUIREMENTS THAT ARISE WHEN SELECTED OFFICERS DECLINE OR OTHERWISE CANNOT ACCEPT.  THE BOARD WILL DEVELOP PROPOSED SLATES FOR THE PRIMARY AND ALTERNATE SELECTEES AND FORWARD THEM TO THE CMC FOR APPROVAL.  ONCE THE PROPOSED SLATES ARE APPROVED, THE BOARD RESULTS CONTAINING THE PRIMARY SELECTEES WILL BE ANNOUNCED VIA MARADMIN.
4.  ELIGIBILITY FOR COMMAND SLATED BILLETS.  ELIGIBILITY INCLUDES UNRESTRICTED RESERVE (UR) (SELECTED MARINE CORPS RESERVE (SMCR), INDIVIDUAL MOBILIZATION AUGMENTEE (IMA), INDIVIDUAL READY RESERVE (IRR)), AND ACTIVE RESERVE (AR) COLS, COL (SEL), LTCOLS, AND LTCOL (SEL) ELIGIBLE OFFICERS WHO DESIRE TO BE SCREENED MUST ENSURE THE FOLLOWING ITEMS ARE COMPLETED:
    A.  SUBMIT THE WEB-BASED ON-LINE COMMAND SCREENING APPLICATION AS OUTLINED IN PAR 14 OF THIS MARADMIN.  APPLICANTS MUST POSSESS THE PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) REQUIRED BY THE COMMAND BILLET(S) THAT IS APPLIED FOR AS LISTED IN PAR 8 AND 9 OF THIS MARADMIN.  SUBMISSION OF THE ON-LINE APPLICATION IS EXPLICIT CONSENT TO BE SCREENED BY THE RCSB AND/OR THE RSLB.  THE PROCESS, AS WELL AS AN EXAMPLE REQUEST WITH COMMAND ENDORSEMENT FOR AN OFFICER TO UPDATE THEIR PMOS, IS LOCATED ON THE RAM-3 WEBPAGE.
    B.  SUBMIT A SIGNED (DIGITALLY OR PHYSICALLY) RESERVE QUALIFICATION SUMMARY (RQS) NAVMC 10476 (05-02).  A CURRENT VERSION OF THE RQS IS LOCATED ON THE ON-LINE APPLICATION AND ON THE RAM-3 WEBPAGE.
    C.  SUBMIT A LETTER TO THE BOARD.  A TEMPLATE IS LOCATED ON THE ON-LINE APPLICATION.  THE PRIMARY PURPOSE OF THE LETTER IS FOR AN OFFICER TO EXPLAIN TO THE BOARD WHY THEY ARE APPLYING FOR A SPECIFIC COMMAND/BILLET AND WHAT THE OFFICER HAS ACCOMPLISHED TO BE THE BEST FIT FOR THAT COMMAND/BILLET.  LETTERS SHOULD ALSO ADDRESS ANY DISCREPANCIES IN AN OFFICER'S RECORD.
    D.  AVIATORS MUST ALSO SUBMIT AN AVIATION QUALIFICATION SUMMARY (AQS) (LOCATED ON THE ON-LINE APPLICATION) WITH CURRENT UP-CHIT WHEN SUBMITTING FOR A COMMAND REQUIRING DUTY INVOLVING FLYING - OPERATIONAL (DIFOP).
    E.  HAVE A CURRENT PROMOTION PHOTOGRAPH IAW REF (B).
5.  INELIGIBILITY FOR COMMAND SCREENED BILLETS AND RESERVE SENIOR LEADER BILLETS.  INELIGIBILITY IS GOVERNED BY REF (A), AS OUTLINED BELOW:
    A.  OFFICERS WITH AN ESTABLISHED SEPARATION OR RETIREMENT DATE.
    B.  OFFICERS, TO INCLUDE THOSE WHO ARE RETIRED RECALLED, WITH A MANDATORY REMOVAL/RETIREMENT DATE FALLING WITHIN THE TWO YEARS OF THE PROJECTED SLATE TOUR.
    C.  OFFICERS WHO HAVE PREVIOUSLY HELD A RESERVE COMMAND SCREENING PROGRAM (RCSP) BILLET FOR AT LEAST 12 MONTHS IN THEIR CURRENT GRADE, ARE CURRENTLY HOLDING A RCSP BILLET, OR WERE SLATED ON A PREVIOUS RCSP BOARD AND ARE AWAITING ASSIGNMENT TO THEIR SLATED BILLET.  THIS DOES NOT PRECLUDE A COL (SEL) CURRENTLY IN A LTCOL COMMAND BILLET FROM APPLYING FOR A COL COMMAND OR RESERVE SENIOR LEADER BILLET, OR UR COLS WHO HAVE PREVIOUSLY HELD A RCSP BILLET IN THE RANK OF COL FROM APPLYING FOR A POST-COMMAND SMCR SENIOR LEADER BILLET.
    D.  LTCOLS WHO ARE IN ZONE OR ABOVE ZONE FOR COL ON THE NEXT SCHEDULED PROMOTION BOARD.
    E.  AR OFFICERS IN THE SPECIAL EDUCATION PROGRAM (SEP) WHO WILL NOT HAVE COMPLETED THEIR 36-MONTH ASSIGNMENT FOLLOWING GRADUATION FROM NAVAL POSTGRADUATE SCHOOL.
    F.  AR OFFICERS SERVING IN A JOINT DUTY ASSIGNMENT WHO HAVE NOT COMPLETED 12 MONTHS OF A JOINT ASSIGNMENT BY AUG 2014.
    G.  OFFICERS WHO HAVE BEEN APPROVED FOR SANCTUARY (ATTAINED APPROVAL BY DC M AND RA TO EXCEED 18 TOTAL YEARS OF ACTIVE DUTY SERVICE), ARE ON CURRENT ORDERS THAT WILL TAKE THEM BEYOND 18 TOTAL YEARS OF ACTIVE DUTY SERVICE, OR IF THE ASSIGNMENT TO COMMAND WILL TAKE THEM BEYOND 18 TOTAL YEARS OF ACTIVE DUTY SERVICE.  THIS DOES NOT APPLY TO AR OFFICERS.
    H.  OFFICERS WHO ARE UNWILLING OR UNABLE TO ATTEND THE MANDATORY COMMANDERS COURSE TRAINING DISCUSSED IN FURTHER DETAIL IN PAR 13 BELOW, AND FOR AVIATORS SELECTED TO COMMAND, COMPLY ALSO WITH REF (C).
    I.  OFFICERS FAILING TO ACHIEVE A SATISFACTORY YEAR THE PREVIOUS ANNIVERSARY YEAR IF ALREADY RETIREMENT ELIGIBLE.  THESE OFFICERS ARE AUTOMATICALLY SCREENED FOR TRANSFER TO THE INACTIVE STATUS LIST (ISL).
6.  ELIGIBILITY FOR RESERVE SENIOR LEADER BILLETS.  ELIGIBILITY FOR THE RSLB INCLUDES AR COLS AND COLS (SEL), AND UR (SMCR, IMA, AND IRR) COLS AND COL (SEL).  ELIGIBLE OFFICERS MAY SUBMIT APPLICATIONS APPROPRIATE TO GRADE, COMPONENT AND PREFERENCE, SUBJECT TO THE LIMITATIONS OUTLINED IN REF (A) AND THIS MARADMIN.  ELIGIBLE OFFICERS WHO DESIRE TO BE SCREENED WILL COMPLETE THE ON-LINE APPLICATION.  SUBMISSION OF THE ON-LINE APPLICATION IS EXPLICIT CONSENT TO BE SCREENED BY THE RSLB.
7.  SANCTUARY FOR SLATED UR COMMANDERS AND RESERVE SENIOR LEADERS
    A.  PRIOR TO ASSUMPTION OF COMMAND/DUTIES.  OFFICERS SLATED FOR COMMAND OR A RESERVE SENIOR LEADER BILLET BY THE FY15 RCSB WHO ARE SUBSEQUENTLY ACTIVATED WITH ORDERS THAT WILL TAKE THEM INTO SANCTUARY MUST MAKE THE DETERMINATION WHETHER TO REMAIN ON ORDERS OR DEMOBILIZE TO ASSUME COMMAND OR TO ASSUME A RESERVE SENIOR LEADER BILLET.  OFFICERS WILL NOT BE ALLOWED TO REMAIN ON ACTIVATION ORDERS AND ASSUME COMMAND OR A RESERVE SENIOR LEADER BILLET AS THEY WILL BE MANAGED PER REF (D).
    B.  POST ASSUMPTION OF COMMAND/DUTIES.  IN THE EVENT A SLATED OFFICER IS MOBILIZED AND RECEIPT OF MOBILIZATION ORDERS WOULD CARRY THE UR OFFICER BEYOND 18 TOTAL YEARS OF ACTIVE DUTY SERVICE, THE FOLLOWING APPLIES:
        (1) OFFICERS WHO ARE APPROVED FOR SANCTUARY ELIGIBILITY MAY REMAIN WITH THEIR SMCR UNIT UNTIL THAT UNIT DEACTIVATES.
        (2) UPON DEMOBILIZATION, THE OFFICER WILL BE REASSIGNED TO A HQMC VALIDATED MANPOWER REQUIREMENT COMMENSURATE WITH THE NEEDS OF THE MARINE CORPS IAW MCO P1300.8R.  THOSE UR OFFICERS SERVING AS A UNIT COMMANDING OFFICER OR IN A SLATED RESERVE SENIOR LEADER BILLET WILL BE REASSIGNED AT DEMOBILIZATION UNLESS THEY OPT TO FOREGO SANCTUARY PROTECTION AND VOLUNTARILY ACCEPT RELEASE FROM ACTIVE DUTY TO RETAIN COMMAND OF THE SMCR UNIT OR REMAIN IN A SLATED RESERVE SENIOR LEADER BILLET.

11.  ALTERNATES.  OFFICERS SCREENED AS ALTERNATES BUT NOT SLATED TO  A COMMAND/BILLET WILL BE PRIORITIZED BY THE RCSB AND/OR THE RSLB.  UNANTICIPATED VACANCIES WILL BE FILLED BY ELEVATING OFFICERS FROM THE PRIORITIZED ALTERNATE LIST OF SCREENED OFFICERS.  THE ALTERNATE LIST IS VALID FOR THE FY FOR WHICH OFFICERS WERE SELECTED AS ALTERNATES.  A LINK TO THE ALTERNATE LIST WILL BE POSTED ON THE RAM-3 WEBPAGE.  ALTERNATES WILL BE LISTED BY RANK, NAME, AND PMOS.
12.  ACCEPTANCE, DEFERRAL, AND DECLINATION OF COMMAND OR SLATING FOR RESERVE SENIOR LEADER BILLETS.  ALL OFFICERS SLATED MUST ACCEPT, REQUEST TO DEFER, OR DECLINE THEIR ASSIGNMENT IN WRITING VIA THEIR CHAIN OF COMMAND (INCLUDING COMMARFORRES) TO CMC (RAM) WITHIN 30 DAYS OF RECEIVING THEIR NOTIFICATION LETTER FROM CMC (RA), FOLLOWING THE PUBLISHED BOARD RESULTS.  OFFICERS WHO ACCEPT AND WHO ARE ACTIVATED AND/OR DEPLOYED MAY NOT ASSUME COMMAND/DUTIES UNTIL DEACTIVATED.  REQUESTS FOR DEFERMENTS FOR ACTIVATED SLATED OFFICERS WILL RECEIVE CONSIDERATION ON A CASE-BY-CASE BASIS AND WILL NORMALLY ONLY BE GRANTED FOR UP TO 6 MONTHS AND ONLY WITHIN THE SLATED FY.  OFFICERS WHO DECLINE COMMAND OR SLATED RESERVE SENIOR LEADER BILLETS WILL NOT BE CONSIDERED FOR ANY OTHER COMMANDS/BILLETS DURING THE SCREENING YEAR.  A COPY OF THIS CORRESPONDENCE WILL BE FORWARDED FROM CMC (RA) TO CMC (MMSB) FOR FILING IN THE OFFICER'S OMPF.  OFFICERS WHO FAIL TO RESPOND WITHIN 30 DAYS OF ISSUANCE OF THEIR NOTIFICATION LETTER FROM CMC (RA) WILL BE CONSIDERED TO HAVE DECLINED.  AN ASSUMPTION OF COMMAND/DUTIES NAVAL MESSAGE OR LETTER MUST BE FORWARDED TO CMC (RAM) VIA COMMARFORRES (AC/S G-1) NLT 10 DAYS AFTER ASSUMING COMMAND/DUTIES.
13.  TRAINING.  OFFICERS SLATED FOR COMMAND AS OUTLINED IN PAR 8 SHALL ATTEND THE RESIDENT COMMANDANT'S COMMANDERS PROGRAM PRIOR TO, OR SHORTLY AFTER ASSUMING COMMAND.  ANY OFFICER UNABLE TO ATTEND THE COMMANDERS PROGRAM PRIOR TO ASSUMPTION OF COMMAND MUST ATTEND THE FIRST COURSE CONDUCTED SUBSEQUENT TO ASSUMING COMMAND AND REQUEST DEFERMENT TO THE PRESIDENT, MCU.  RESERVE SENIOR LEADER BILLETS ARE NOT DESIGNATED AS COMMANDERS AND WILL NOT ATTEND THE COMMANDERS PROGRAM.  MORE INFORMATION ON THE COMMANDERS PROGRAM IS AVAILABLE AT

14.  APPLICATION PROCESS
     A.  THE DEADLINE FOR SUBMITTING THE APPLICATION (E.G. SUBMISSION OF ANSWERS TO QUESTIONS) IS 2 JUN 2014, 2359 EST.  LATE SUBMISSIONS WILL NOT BE ACCEPTED.  THE WEB-BASED, ONLINE COMMAND SCREENING APPLICATION IS THE ONLY MECHANISM FOR OFFICERS TO COMMUNICATE WITH THE BOARD.  OFFICERS APPLYING FOR COMMAND MUST GO TO THE COMMAND SCREENING WEBSITE AT:
WWW.MANPOWER.USMC.MIL/APPLICATION.  CAC CARD CERTIFICATION IS NOT REQUIRED TO ACCESS THE SITE.  OFFICERS WITH AN M AND RA PORTAL ACCOUNT WILL PROCEED TO THE LOGIN PROCESS.  OFFICERS WHO DO NOT HAVE AN M AND RA PORTAL ACCOUNT WILL RECEIVE A 404 ACCESS ERROR.  WITHIN THE ERROR MESSAGE ARE INSTRUCTIONS ON HOW TO REGISTER FOR AN M AND RA PORTAL ACCOUNT.  ANY ACTIVE DUTY OR RESERVE MARINE REQUESTING A PORTAL ACCOUNT IS AUTOMATICALLY APPROVED.  UPON LOGIN, THE SYSTEM WILL VALIDATE THE BOARD(S) OR SURVEY(S) TO WHICH THE OFFICER IS QUALIFIED FOR.  CLICK "FY15-RCSB" AND COMPLETE THE RCSB APPLICATION.  OFFICERS ARE ADVISED TO READ THE INSTRUCTIONS IN THEIR ENTIRETY BEFORE COMPLETING THE APPLICATION.  THE WEB-BASED APPLICATION ALLOWS FOR THE ATTACHMENT OF DOCUMENTS AND OFFERS BILLET PREFERENCE OPTIONS VIA DROP-DOWN BOXES.  ENSURE UPLOAD OF DOCUMENTS INTO THE PROPER DOCUMENT TYPE (E.G. RQS DOCUMENTS UPLOAD INTO THE RQS FILE TYPE).  EACH DOCUMENT MUST BE UPLOADED INTO ITS SEPARATE DOCUMENT TYPE.  OFFICERS MUST COMPLETE, SIGN (DIGITALLY OR PHYSICALLY) AND ATTACH THEIR RQS NAVMC 10476 (05-02) WHICH IS THE CURRENT VERSION LOCATED ON THE ON-LINE APPLICATION AND ON THE RAM-3 WEBPAGE IN ORDER FOR THEIR APPLICATION TO BE CONSIDERED BY THE BOARD.  ADDITIONALLY, OFFICERS MUST SUBMIT A LETTER TO THE BOARD (TEMPLATE LOCATED ON THE ON-LINE APPLICATION) IN ORDER FOR THEIR APPLICATION TO BE CONSIDERED BY THE BOARD.  IF AN AVIATOR IS APPLYING FOR A FLYING SQUADRON, THEY MUST ALSO ATTACH AN AQS (LOCATED ON THE ON-LINE APPLICATION) WITH CURRENT UP-CHIT IN ORDER FOR THEIR APPLICATION TO BE CONSIDERED BY THE BOARD.  ONCE SUBMITTED, OFFICERS WILL RECEIVE A CONFIRMATION EMAIL THAT THEIR APPLICATION HAS BEEN RECEIVED.  HARD COPY APPLICATIONS WILL NOT BE ACCEPTED.
     B.  UPDATE MATERIAL.  OFFICERS MAY SUBMIT ANY MATERIAL THAT THEY DEEM IMPORTANT FOR CONSIDERATION BY THE BOARD.  UPDATE MATERIAL MUST BE SUBMITTED BY THE ELIGIBLE OFFICER AND ADDRESSED TO THE PRESIDENT, FY15 RCSB AND RSLB.  AFTER THE APPLICATION DEADLINE, OFFICERS WHO SUBMITTED AN APPLICATION WILL HAVE THE ABILITY TO SUBMIT UPDATE MATERIAL TO THE BOARD NLT THURSDAY, 17 JUL 2014, 2359 EST.  LATE SUBMISSIONS WILL NOT BE ACCEPTED.  ALL MATERIAL SUBMITTED TO THE BOARD WILL BE DESTROYED UPON COMPLETION OF THE BOARD.  UPDATE MATERIAL MUST BE SUBMITTED VIA THE ON-LINE APPLICATION.
     C.  PHOTOGRAPHS.  PER REF (A), A CURRENT PROMOTION PHOTOGRAPH IS REQUIRED BY THE RCSB AND THE RSLB IAW REF (B).  ELIGIBLE OFFICERS ARE HIGHLY ENCOURAGED TO READ AND COMPLY WITH REF (B).
         (1) OFFICERS ARE RESPONSIBLE FOR VERIFYING RECEIPT OF THEIR PHOTOGRAPH BY CMC (MMSB-20).  THE PRIMARY MEANS OF CONFIRMING RECEIPT OF A PHOTOGRAPH IS THROUGH THE OMPF ONLINE VIA MOL.  PHOTOGRAPHS WILL BE AVAILABLE FOR VIEWING ONLINE WITHIN 48 HOURS OF PHOTOGRAPH RECEIPT BY CMC (MMSB-20).  PHOTOGRAPHS ARE CONSIDERED CURRENT IF SUBMITTED WITHIN THE 12 MONTHS PRECEDING THE CONVENING DATE OF THE BOARD.  THE DATE LISTED ON THE PHOTOGRAPH TITLE BOARD IS THE DATE USED TO DETERMINE WHETHER OR NOT AN OFFICER'S PROMOTION PHOTOGRAPH IS CURRENT FOR THE PURPOSE OF BOARD CONSIDERATION.  OFFICERS ARE ADVISED THAT OUTDATED PHOTOGRAPHS WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTOGRAPH IS SUBMITTED.  MARINES HAVE THE PERSONAL RESPONSIBILITY TO ENSURE THAT THEIR PROMOTION PHOTOGRAPH IS CURRENT, SUBMITTED AND RECEIVED.  MARINES MAY ALSO CONFIRM RECEIPT OF THEIR DIGITAL PHOTOGRAPH VIA THE MMSB WEBSITE AT:
