GENTEXT/REMARKS/1.  PURPOSE.  TO ANNOUNCE THE CONVENING OF, AND SOLICIT ACQUISITION APPLICATIONS FOR THE JUNE 2014 NAVAIR ACQUISITION COMMAND SLATE BOARD. THE BOARD WILL SELECT HIGHLY QUALIFIED NAVAL OFFICERS OR CIVILIAN ACQUISITION PROFESSIONALS WHO MEET STATUTORY REQUIREMENTS TO LEAD ACQUISITION CATEGORY I, II, III AND IV PROGRAMS AND ACQUISITION SHORE COMMANDS.
2.  A SLATING PANEL WILL CONVENE ON OR ABOUT 3 JUNE 2014 TO SELECT INDIVIDUALS FOR O-6 MAJOR PROGRAM MANAGER POSITIONS, MAJOR ACQUISITION SHORE COMMANDS, AND O-5 ACQUISITION SHORE COMMANDS THAT ARE PROJECTED TO BE AVAILABLE IN FY 15-16.  MILITARY APPLICATION PACKAGES ARE DUE TO MANPOWER MANAGEMENT OFFICER ASSIGNMENTS (MMOA-3) NO LATER THAN CLOSE OF BUSINESS 14 APRIL 2014.  SUBMISSIONS MAY BE SENT VIA EMAIL OR MAIL.  SUBMISSIONS CAN BE FORWARDED TO THE SMB MANPOWER OFFICER PROGRAMS ON THE GLOBAL OR EMAIL ADDRESS:

3.  ELIGIBILITY REQUIREMENTS ARE:
    A.  UNRESTRICTED OFFICERS, RANK OF COL OR COL (SEL) AND LTCOL OR LTCOL(SEL) WHO HAVE LESS THAN 26 YEARS OF SERVICE, AND WHO ARE NOT CURRENTLY SLATED FOR MAJOR PROGRAM MANAGEMENT POSITIONS OR COMMAND.
    B.  DEFENSE ACQUISITION CORPS (DAC) MEMBERSHIP.
    C.  ELIGIBLE OFFICERS SERVING IN A JOINT DUTY ACQUISITION ASSIGNMENT ARE ELIGIBLE TO BE SCREENED FOR AN ACQUISITION COMMAND IF THEY HAVE COMPLETED 24 MONTHS BEFORE TRANSFERRING TO COMMAND.
4.  APPLICATION AND SELECTION
    A.  THE APPLICATION AND THE LIST OF PROGRAM MANAGEMENT AND COMMAND POSITIONS ARE POSTED ON THE NAVAIR WEBSITE
(WWW.NAVAIR.NAVY.MIL) UNDER THE TAB CAREERS THEN SELECT ACQUISITION SELECTION BOARDS.  MARINES THAT MEET ALL THE REQUIREMENTS NEED TO COMPLETE AND SIGN THE MILITARY SLATE APPLICATION AND PROVIDE THAT TO
MMOA-3 VIA MAIL OR ELECTRONIC COPY BY DUE DATE IN PARA 2.
    B.  PACKAGES MUST BE ENDORSED BY THE APPLICANT'S CHAIN OF COMMAND THROUGH THE FIRST FLAG OFFICER (WING, DIVISION, OR MLG EQUIVALENT) AS APPROPRIATE.
    C.  THE BOARD WILL MAKE ITS SELECTION FROM THE LIST OF ELIGIBLE OFFICERS FOR THE ACQUISITION COMMANDS AVAILABLE.  THE LIST OF PROGRAM MANAGEMENT AND COMMAND POSITIONS ARE POSTED ON THE NAVAIR WEB SITE AT WWW.NAVAIR.NAVY.MIL UNDER THE TAB CAREERS THEN SELECT ACQUISITION SELECTION BOARDS.
    D.  DECLINATIONS.  AFTER SELECTION, OFFICERS WHO DO NOT DESIRE TO ACCEPT ACQUISITION COMMAND WILL BE REQUIRED TO DECLINE IN WRITING VIA THEIR CHAIN OF COMMAND TO MMOA-3.  DECLINATION LETTERS ARE REQUIRED TO HAVE GENERAL OFFICER ENDORSEMENT AND WILL BE PLACED IN THE OFFICER'S OFFICIAL MILITARY PERSONNEL FILE (OMPF).  OFFICERS WHO DECLINE ACQUISITION COMMAND WILL NOT BE CONSIDERED FOR ANY OTHER ACQUISITION COMMANDS.
5.  RECORD AUDIT REQUESTS.  ELIGIBLE OFFICERS MUST REQUEST AN ACQUISITION RECORDS AUDIT FROM MARINE CORPS SYSTEMS COMMAND (MCSC), MARINE CORPS DAWIA MILITARY WORKFORCE REPRESENTATIVE, MR. RICK TAYLOR, AT COMM: 703-432-4496 DSN: 378-4496 OR EMAIL: RICKY.J.TAYLOR1(AT)USMC.MIL.  AUDIT REQUESTS ARE DUE TO MR. TAYLOR BY 14 APRIL 2014.  MR. TAYLOR WILL FORWARD AUDITED ACQUISITION DATA SHEETS TO MMOA-3 FOR INCLUSION IN THE APPLICATION PACKAGE.
6.  BOARD COMMUNICATION
    A.  AN APPLICATION AND ONE PAGE BIOGRAPHY SHALL BE SUBMITTED TO THE BOARD VIA MMOA-3.
    B.  ALL ELIGIBLE OFFICERS ARE STRONGLY ENCOURAGED TO COMMUNICATE WITH THE BOARD PRESIDENT VIA AN ENCLOSURE ON THE APPLICATION. COMMUNICATION WITH THE BOARD MAY CALL ATTENTION TO ANY MATTER THE APPLICANT CONSIDERS IMPORTANT, INCLUDING UNIQUE QUALIFICATIONS THAT MAY NOT BE READILY APPARENT IN ACQUISITION DATA SHEETS OR OMPF.
    C.  ALL COMMUNICATION WITH THE BOARD MUST ORIGINATE FROM, OR BE ENDORSED BY, THE ELIGIBLE OFFICER. APPLICATIONS AND ALL OTHER CORRESPONDENCE CAN BE SUBMITTED ELECTRONICALLY OR MAILED TO THE EMAIL AND MAILING ADDRESS PROVIDED IN PARA 2.
    D.  PHOTOGRAPHS.  AN OFFICIAL PHOTO, TAKEN WITHIN 12 MONTHS OF THE BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF.
    E.  FITNESS REPORTS.  COMPLETED FITNESS REPORTS MUST BE SUBMITTED TO CMC (MMSB-32) FOR INCLUSION INTO THE OMPF. INCOMPLETE FITNESS REPORTS WILL BE NEITHER ACCEPTED, NOR FORWARDED, TO THE BOARD.  THIS WILL INCLUDE THOSE FITNESS REPORTS MISSING SIGNATURES OR REVIEWING OFFICER CERTIFICATION.  FORWARD FITNESS REPORTS TO:
