GENTEXT/REMARKS/1.  PER REF'S A AND B, THIS MESSAGE ANNOUNCES THE RESULTS OF THE CALL FOR STUDIES FOR THE SECOND QUARTER OF FY14.
2.  TIER I STUDIES ARE CONSIDERED APPROPRIATE STUDIES THAT MEET THE CRITERIA PROVIDED IN REF A AS DELINEATED BY COMMANDANT OF THE MARINE CORPS (CMC) AND DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (DC, CD AND I); THESE STUDIES WILL COMMENCE AS SOON AS POSSIBLE.  TIER II NOMINATIONS ARE THOSE FOUND TO BE SOUND ANALYTICALLY AND WORTHY OF EXECUTION, BUT, IN SOME RESPECT, LESS COMPETITIVE THAN TIER I STUDIES.  TIER II STUDIES MAY BE EXECUTED, CONTINGENT UPON AVAILABLE RESOURCES.
3.  THE FOLLOWING STUDY NOMINATIONS ARE ACCEPTED FOR TIER I EXECUTION (SPONSOR APPEARS IN PARENTHESES AFTER EACH SUBJECT).

5.  THE FOLLOWING STUDY NOMINATIONS HAVE BEEN UPGRADED TO TIER I FROM PRIOR BOARDS.
    A. FOREIGN AREA STAFF NONCOMMISSIONED OFFICER (NCO) BETA TEST EVALUATION AND ANALYSIS (DEPUTY COMMANDANT FOR PLANS POLICIES AND OPERATIONS)
    B. OPTIMIZATION OF COMBAT OPERATIONS CENTER (COC) COMMUNICATIONS ARCHITECTURE (COMMANDING GENERAL, I MEF)
6.  FOR MORE INFORMATION REGARDING ONGOING AND COMPLETED STUDIES DURING FY14 VISIT THE OAD SHAREPOINT SITE LOCATED AT: HTTPS:(SLANT)(SLANT)MCCDC.PORTAL.USMC.MIL/ORG/OAD/DEFAULT.ASPX THEN CLICK STUDY CENTER.
7.  THE OAD GOVERNMENT STUDY LEAD OR CNA PROJECT DIRECTOR APPOINTED TO OVERSEE EACH ACCEPTED STUDY WILL CONTACT THE AGENCY POINT OF CONTACT AS PROVIDED IN THE STUDY NOMINATION TO PREPARE FOR STUDY EXECUTION.
8.  PER REF B, MARINE CORPS COMMANDS AND ACTIVITIES THAT HAVE COMMISSIONED STUDIES AND ANALYSIS OUTSIDE OF THE MCSS ARE REQUIRED BY REF B TO NOTIFY OAD (C 19) OF SUCH INITIATIVES, TO INCLUDE THE PURPOSE AND SCOPE OF THEIR RESPECTIVE EFFORTS.  ADDITIONALLY, ELECTRONIC COPIES OF COMPLETED STUDIES AND ANALYTICAL EFFORTS SHALL BE PROVIDED TO OAD (C 19) FOR INCLUSION INTO THE MCSS REPOSITORY.  THIS CAN BE ACCOMPLISHED BY EMAILING:  MCSS(AT)USMC.MIL.
9.  THE MCSS CALL FOR STUDIES FY14-3 WILL COMMENCE APRIL 2014 AND BE ANNOUNCED BY A SEPARATE MARADMIN.
