NARR/REF (A) IS THE DEPUTY COMMANDANT OF MANPOWER AND RESERVE AFFAIRS APPROVAL OF A PROGRAM ALLOWING ACTIVE COMPONENT OFFICERS WHO ARE WITHIN 12 MONTHS OF THEIR END OF ACTIVE SERVICE (EAS) DATE TO TRANSFER TO THE RESERVE COMPONENT.  REF (B) IS NAVMC 11775 (01-11) (EF), THE CONTRACT THAT OBLIGATES THE MARINE TO A MINIMUM OF TWO YEARS IN THE SELECTED MARINE CORPS RESERVE. GENTEXT/REMARKS/1. PURPOSE.  AS APPROVED IN REF (A) THE FY15 COMPANY GRADE OFFICER EARLY OUT PROGRAM ALLOWS ACTIVE COMPONENT (AC) MARINE OFFICERS WHO ARE WITHIN 12 MONTHS FROM THEIR EAS TO TRANSFER TO THE RESERVE COMPONENT. AN APPLICANT MUST ENTER INTO A CONTRACT, PER REF(B) AND COMMIT TO A MINIMUM TWO-YEAR OBLIGATION TO THE SELECTED MARINE CORPS RESERVE (SMCR).  THIS DIRECT AFFILIATION PROVIDES TRANSITIONING AC OFFICERS SEAMLESS CONTINUATION OF THEIR CAREERS AS RESERVISTS AND AN OPPORTUNITY TO GUARANTEE A RESERVE BILLET NO EARLIER THAN 120 DAYS PRIOR TO REACHING THEIR EAS.  DIRECT AFFILIATION ALLOWS OFFICERS TO ACCESS THE TRICARE TRANSITIONAL ASSISTANCE MANAGEMENT PROGRAM (TAMP), WHICH INCLUDES A SIX-MONTH EXTENSION OF THEIR EXISTING TRICARE BENEFITS AT NO COST TO THE TRANSITIONING MARINE.  FURTHER GUIDANCE DETAILING THE DIRECT AFFILIATION PROGRAM IS PROVIDED IN REF (C).  MONETARY AND RETRAINING INCENTIVES MAY BE AVAILABLE AND ARE ANNOUNCED VIA SEPARATE CORRESPONDENCE.  THOSE INCENTIVES AND RETRAINING REQUESTS MAY BE APPLIED FOR IN CONJUNCTION WITH THE COMPANY GRADE EARLY OUT PROGRAM REQUEST.
2.  ELIGIBILITY.
    A.  EFFECTIVE DATE OF TRANSFER MUST BE 12 MONTHS OR LESS FROM THE OFFICER'S EAS DATE.
    B.  TIME ON STATION REQUIREMENTS APPLY PER REF (D).
    C.  APPLICANTS MUST BE ABLE TO AFFILIATE WITH ASSIGNED SMCR UNIT WITHIN 30 DAYS OF TRANSFER FROM THE AC.
    D.  APPLICANTS MUST NOT BE CAREER DESIGNATED OR SCREENED AND NOT SELECTED FOR CAREER DESIGNATION.
    E.  PER REF (E), MARINES ELIGIBLE FOR IDT TRAVEL REIMBURSEMENT ARE NOT CONSTRAINED BY THE COMMUTING DISTANCE LIMITATIONS IN REF (F).  APPLICANTS MUST WAIVE MAXIMUM COMMUTING DISTANCE VIA SEPARATE AGREEMENT IF REQUIRED.
3.  COORDINATING INSTRUCTIONS.
    A.  HQMC (MP) MAINTAINS ALL POLICY ASSOCIATED WITH THIS PROGRAM.
    B.  HQMC (MM) MAINTAINS FINAL APPROVAL AUTHORITY FOR ALL REQUESTS AND WILL MAKE FINAL DETERMINATION BASED ON THE NEEDS OF THE MARINE CORPS.
    C.  INDIVIDUAL MARINES MUST SUBMIT REQUESTS TO PARTICIPATE IN THE COMPANY GRADE EARLY OUT PROGRAM WITH AN AA FORM VIA THEIR CHAIN OF COMMAND (TO THE FIRST ADCON O5 COMMANDER) TO HQMC (MMOA-3).  ANY OFFICER WHO IS TAD, FAP, OR TEMPORARILY ASSIGNED TO ANOTHER UNIT MUST RECEIVE APPROVAL FROM THEIR PARENT COMMAND.  OFFICERS INTERESTED IN THIS PROGRAM ARE ENCOURAGED TO SUBMIT THE AA FORM NO EARLIER THAN 18 MONTHS FROM THEIR REQUESTED EAS AND NO LATER THAN SIX MONTHS PRIOR TO THEIR REQUESTED EAS TO ENSURE ADEQUATE PROCESSING TIME.  THE OFFICER'S REQUESTED EAS MUST FALL WITHIN FY15. OFFICERS SHALL ENSURE THE AA FORM IS RECEIVED AT HQMC NO LATER THAN FOUR MONTHS PRIOR TO THEIR REQUESTED EAS.
    D.  REQUESTS MUST INCLUDE THE FOLLOWING:
        (1)  REQUESTED DATE FOR EAS (NOT EARLIER THAN 12 MONTHS FROM THE EXISTING EAS AND NO LATER THAN 30 SEPT 2015).
        (2)  REQUESTED OPEN BIC/RUC.  THESE CAN BE OBTAINED WITH PRIOR COORDINATION WITH THE LOCAL RESERVE TRANSITION COORDINATOR (RTC) OR RESERVE CONTINUATION TRANSITION BRANCH (RCT).  SEE CONTACT INFORMATION PROVIDED IN REF (C).  THE DOCUMENT THAT SHOWS OPEN SMCR BICS/RUCS IS ALSO AVAILABLE VIA THE RCT WEBSITE AT HTTPS:(FORWARD SLASH, FORWARD SLASH)WWW.MANPOWER.USMC.MIL(FORWARD SLASH)PORTAL (FORWARD SLASH)PAGE(FORWARD SLASH)PORTAL(FORWARD SLASH)M_RA_HOME (FORWARD SLASH)RA(FORWARD SLASH)RCT.  CLICK ON THE "ACTIVE TO RESERVE TRANSITION" BOX.  AFTER THAT, CLICK THE "HELPFUL LINKS" TAB.
        (3)  ANY APPLICABLE DOCUMENTATION PERTAINING TO A REQUESTED AFFILIATION BONUS OR THE SMCR RETRAINING PROGRAM.
    E.  COMMANDERS WILL RECOMMEND APPROVAL OF A SPECIFIC DATE FOR SEPARATION WHEN ENDORSING A MARINE'S REQUEST FOR EARLY RELEASE. COMMANDERS WILL PROVIDE SPECIFIC JUSTIFICATION FOR INDIVIDUAL MARINES NOT RECOMMENDED FOR APPROVAL TO PARTICIPATE IN THE PROGRAM. COMMANDERS ARE ADVISED THAT VACANCIES OCCURING FROM MARINES APPROVED FOR THE EARLY OUT PROGRAM WILL BE FILLED BASED ON EACH MARINE'S ORIGINAL EAS AND NOT THE MARINE'S EARLY SEPARATION DATE.
    F.  FOLLOWING MMOA-3 APPROVAL, THE REQUEST WILL BE SENT TO RESERVE AFFAIRS/ RESERVE CONTINUATION TRANSITION (RA/RCT) TO START THE DIRECT AFFILIATION PROCESS PER REF (C).
    G.  HQMC (RA/RCT) WILL PROVIDE A CONCUR/NON-CONCUR RECOMMENDATION FOR MARINES SEEKING AFFILIATION TO THE SMCR.
        (1)  RCT WILL SCROLL OFFICERS FOR A RESERVE COMMISSION (MARADMIN 080/11).  EARLY SEPARATION FROM THE ACTIVE COMPONENT IS CONTINGENT UPON WRITTEN APPROVAL BY THE SECRETARY OF DEFENSE FOR A RESERVE COMMISSION, SUBMISSION OF AGREEMENT TO WAIVE MAXIMUM COMMUTING DISTANCE, COMPLETION OF REF (B), NAVMC 11775, AND SUBMISSION OF A LATERAL MOVE AGREEMENT IN THE CASE OF RETRAINING.
        (2)  APPLICATIONS ARE VALIDATED BY RCT BRANCH FOR BIC AVAILABILITY, LATERAL MOVE PROGRAM (IF REQUIRED), AND OFFICER AFFILIATION BONUS (IF APPLICABLE).  ONCE THE BIC IS VALIDATED, THE SMCR NEEDS REPORT IS UPDATED BY RESERVE AFFAIRS TO INDICATE THE BIC IS RESERVED FOR DIRECT AFFILIATION OF THE APPROVED MARINE.
        (3)  PROGRAM SUCCESS WILL REQUIRE GAINING SMCR UNITS TO ENGAGE WITH THE TRANSITIONING MARINES AND SPONSOR THEM TO THEIR NEXT ASSIGNMENT.  SMCR UNITS ARE DIRECTED TO CONTACT TRANSITIONING MARINES UPON RECEIPT OF DIRECTIONS FROM RCT.  THE UNIT JOIN LETTER WILL INCLUDE THE BIC AND THE REPORT DATE.
    H.  UPON HQMC (MM) FINAL APPROVAL, MMOA-3 WILL REPORT IT VIA TTC775 ON UNIT DIARY.  MMOA-3 WILL RETURN APPLICATIONS TO OFFICERS VIA EMAIL AND WILL INCLUDE ASSIGNMENT INSTRUCTIONS AND, IF APPLICABLE, INCENTIVE PROCESSING AND RETRAINING INSTRUCTIONS FOR OFFICERS AND SMCR UNITS.  OFFICERS MUST SIGN RECEIVING ENDORSEMENT ACKNOWLEDGING RECEIPT AND, IF ACCEPTING AN INCENTIVE OR SCHOOL SEAT FOR RETRAINING, SIGN THE APPLICABLE WRITTEN AGREEMENT.  THE OFFICER OR RTC CAN RETURN THESE DOCUMENTS TO RCT FOR FINAL PROCESSING AND COORDINATION.
        (1)  THE SEPARATION PROGRAM DESIGNATOR (SPD) CODE FOR ACTIVE DUTY OFFICERS BEING RELEASED FROM ACTIVE DUTY IS MCC1 AND APPLIES TO MARINES WHO HAVE REMAINING OBLIGATED SERVICE AND ARE ELIGIBLE TO TRANSFER TO THE RESERVE COMPONENT.
    I.  PER REF (G) THE COMPANY GRADE OFFICER EARLY OUT PROGRAM IS A FORCE-SHAPING REDUCTION PROGRAM AND TRANSITION PTAD IS AUTHORIZED FOR USE IF THE OFFICER IS APPROVED FOR EARLY OUT AND AFFILIATES WITH THE SMCR.
    J.  APPROVED DAP PACKAGES SHALL BE FINALIZED AND RETURNED TO THE APPLICANT FOR SIGNATURE VIA THE GUIDANCE IN REF (C).
4.  INFORMATION REGARDING THE COMPANY GRADE EARLY OUT PROGRAM, INCENTIVES, RETRAINING AND OTHER RESERVE OFFICER OPPORTUNITIES IS AVAILABLE VIA RCT POC ABOVE OR FROM THE RESPECTIVE RTC LISTED IN REF (C).
5.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
6.  THIS MARADMIN CANCELS ON 30 SEP 2015.
7.  RELEASE AUTHORIZED BY (SES) MR. M. F. APPLEGATE, DIRECTOR, MANPOWER PLANS AND POLICY DIVISION.//
