GENTEXT/REMARKS/ 1.  THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE FY15 FIELD ACCESSION BOARD FOR THE 7315 UAS OFFICER MOS.
2.  THE DEPUTY COMMANDANT FOR AVIATION (DCA) IS COMMITTED TO THE MARINE AVIATION FIELD ACCESSION PROGRAM AND HAS DIRECTED THE CONVENING OF A COMPETITIVE SELECTION BOARD IN ORDER TO MEET CURRENT AND EMERGING MANPOWER REQUIREMENTS IN THE UAS COMMUNITY.  THIS MARADMIN COMPLEMENTS THE LARGER UAS MANPOWER STRATEGY, FOCUSED ON ESTABLISHING A PROFESSIONAL CADRE OF UAS OFFICERS.  THIS WILL BE ACCOMPLISHED THROUGH INITIAL ENTRY ACCESSIONS, TARGETED CONVERSION OF QUALIFIED OFFICERS, AND IMPLEMENTATION OF TRANSFORMATIONAL TECHNOLOGIES TO ADVANCE THIS BURGEONING COMMUNITY.  DCA SEEKS APPLICATIONS FROM MOTIVATED PROFESSIONALS WHO DESIRE TO BROADEN AND CHALLENGE THEMSELVES BY COMPETING FOR THE UAS OFFICER 7315 MOS.  THESE SELECT INDIVIDUALS ASSIST HQMC IN FILLING 7315 INVENTORIES, FACILITATE THE INTERCHANGE OF PROFESSIONAL AND MILITARY EXPERTISE WITHIN THE MARINE CORPS, AND WILL BECOME PERMANENT STAKEHOLDERS IN A GROWING COMMUNITY.
3.  THE FY15 7315 FIELD ACCESSION BOARD WILL CONVENE THE WEEK OF 9-13 JUNE 2014.  THE BOARD IS OPEN TO ALL OFFICER MOS'S.
4.  ELIGIBILITY
A.  THIS PROGRAM IS OFFERED TO UNRESTRICTED ACTIVE DUTY OFFICERS WITH REQUIREMENTS SET FORTH IN REF (A).  OFFICERS SHOULD HAVE LESS THAN 12 YEARS TIME IN SERVICE.  OFFICERS WITH GREATER THAN 12 YEARS TIME IN SERVICE WILL BE CONSIDERED ON A CASE BY CASE BASIS AND ARE STILL RECOMMENDED TO APPLY.  ADDITIONALLY, APPLICANTS SHOULD HAVE A MINIMUM OF ONE AND A HALF YEARS TIME ON STATION BY 1 OCT 14 AND, IF SELECTED, WILL NOT BE ELIGIBLE TO PCS FOR 7315 TRAINING UNTIL THEY HAVE COMPLETED A MINIMUM OF TWO YEARS AT THEIR CURRENT DUTY STATION.
B.  ALL UNRESTRICTED ACTIVE DUTY OFFICERS WHO APPLY WILL BE CONSIDERED FOR THIS BOARD.  OFFICERS WITH FORWARD AIR CONTROL, FIRES COORDINATION, ELECTRONIC ATTACK AND OR PREVIOUS VMU EXPERIENCE ARE ESPECIALLY ENCOURAGED TO APPLY FOR TRANSITION.
5.  7315 TRAINING
A.  ALL SELECTEES, EXCEPT THOSE WITH A 75XX MOS, WILL ATTEND THE USAF REMOTELY PILOTED AIRCRAFT (RPA) COURSE AT RANDOLPH AFB, TX.  THE COURSE IS APPROXIMATELY 22 WEEKS AND INVOLVES 40 HOURS OF AERIAL FLIGHT TO INCLUDE SOLO FLIGHT OPERATIONS.  AS THE NATIONAL AIRSPACE INTEGRATION OF UNMANNED AIRCRAFT SYSTEMS MATURES, ADDITIONAL TRAINING WILL BE REQUIRED TO ENSURE ALL 7315'S ARE BASIC UAS QUALIFICATION (BUQ) IV IN ACCORDANCE WITH CJCSI 3255.01
B.  ALL SELECTEES MUST ATTEND THE RQ-7B UAC COURSE AT FORT HUACHUCA, AZ.  THIS COURSE IS APPROXIMATELY THREE WEEKS LONG.
C.  SELECTEES WILL BE FORMALLY DESIGNATED A 7315 UAS OFFICER AT THE COMPLETION OF THE PRESCRIBED SYLLABUS.
6.  GENERAL SUBMISSION REQUIREMENTS
A.  REF (B) CONTAINS INSTRUCTIONS, REQUIREMENTS AND INFORMATION PERTAINING TO THE FIELD ACCESSION BOARD APPLICATION PROCESS.  ALL APPLICANTS ARE RESPONSIBLE TO READ AND COMPLY WITH REQUIREMENTS SET FORTH IN REF (B).  THE APPLICATION WILL INCLUDE THE APPLICANT'S E-MAIL ADDRESS AND PHONE NUMBER.
B.  APPLICANTS SHALL ENSURE THAT THEIR OMPF IS CURRENT TO INCLUDE PME, FITREPS, AND DIGITAL PHOTO.
C.  APPLICANTS MUST HAVE AN AVIATION SELECTION TEST BATTERY (ASTB) SCORE ON FILE AT NAMI BY 4 JUNE 2014.  APPLICANTS UNABLE TO TAKE THE ASTB TEST MUST PROVIDE EXPLANATION VIA E-MAIL TO THE POC ON THIS MESSAGE (I.E. DEPLOYED, OCONUS, OTHER).  NO MINIMUM SCORE ON THE ASTB IS REQUIRED TO APPLY FOR 7315 TRANSITION.  THE ASTB IS A STANDARDIZED TEST WHICH PREDICTS PERFORMANCE AND ATTRITION FOR OFFICER AVIATION PROGRAMS.  THE ASTB TEST IS AVAILABLE AT MOST USMC AND USN OFFICER RECRUITING STATIONS AND NROTC UNITS.  TEST RESULTS ARE AUTOMATICALLY FORWARDED AND MAINTAINED AT NAMI IN PENSACOLA, FL.  FURTHER INFORMATION ON THE ASTB CAN BE FOUND AT WWW.MED.NAVY.MIL/SITES/NMOTC/NAMI/PAGES/ASTBOVERVIEW.ASPX.  FOR QUESTIONS ABOUT THE ASTB TO INCLUDE TESTING LOCATIONS AND SCORES, EMAIL NMOTC-ASTB(AT)MED.NAVY.MIL OR CALL (850) 452-2379.
D.  APPLICANTS MUST BE ABLE TO PASS A UAV CLASS III FLIGHT PHYSICAL IF SELECTED FOR THE 7315 MOS.  THE UAV CLASS III FLIGHT PHYSICAL IS NOT A REQUIREMENT TO APPLY.
E.  IAW REF A, SELECTEES WILL INCUR A TWO YEAR ADDITIONAL SERVICE OBLIGATION TO COMMENCE ON THE DATE THEY ARE FORMALLY DESIGNATED A 7315 UAS OFFICER.  SELECTEES WILL NOT NORMALLY BE CONSIDERED FOR PCS ORDERS OUTSIDE OF THEIR NEW MOS FOR A THREE YEAR PERIOD FOLLOWING THE DATE 7315 TRAINING IS COMPLETED.
7.  SUBMISSION INSTRUCTIONS:
A.  MARINE OFFICERS INTERESTED IN APPLYING FOR THE 7315 PMOS SHALL SUBMIT AN ELECTRONIC AA FORM VIA EMAIL TO THE MESSAGE POC WITH THE TEXT "FY15 PMOS 7315 BOARD, (LASTNAME)" IN THE SUBJECT LINE (NAVMC 10274).  IN THE SUPPLEMENTAL INFORMATION SECTION OF THE AA FORM, INCLUDE ALL QUALIFICATIONS, DESIGNATIONS AND CERTIFICATIONS ACHIEVED, PAST UAS EXPERIENCE,  TOTAL FLIGHT TIME AND FLIGHT TIME IN CURRENT MODEL AIRCRAFT, AND ANY OTHER INFORMATION WHICH MAY MAKE THE APPLICANT UNIQUELY QUALIFIED TO BECOME A 7315 UAS OFFICER.
B.  ALL PACKAGES MUST BE ENDORSED BY THE FIRST GENERAL OFFICER IN THE APPLICANT'S CHAIN OF COMMAND AND SUBMITTED VIA E-MAIL ALONG WITH THE AA FORM NLT 4 JUNE 2014.
8.  WHEN APPROVED BY DCA, THE BOARD RESULTS WILL BE FORWARDED TO THEAVIATION OFFICER ASSIGNMENT SECTION (MMOA-2) FOR FUTURE ASSIGNMENT.  SELECTION BOARD RESULTS WILL BE ANNOUNCED BY MARADMIN AT THE EARLIEST POSSIBLE DATE AFTER THE CONCLUSION OF THE BOARD PROCEEDINGS.  OFFICERS SELECTED FOR RECLASSIFICATION WILL BE REQUIRED TO CONTACT MMOA-2 AVIATION ASSIGNMENTS FOR FOLLOW ON ORDERS AND ASSIGNMENT TIMELINE.
9.  THIS BULLETIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
10.  THIS BULLETIN IS CANCELLED 15 JUL 14.  AN UPDATED SELECTION BOARD ANNOUNCEMENT WILL BE PUBLISHED IF WARRANTED FOR FY16.
