GENTEXT/REMARKS/1.  THE PURPOSE OF THIS MARADMIN IS TO SOLICIT APPLICANTS FOR ADVANCED DEGREE DISTANCE LEARNING (AD-DL) AND CERTIFICATE DISTANCE LEARNING (C-DL) PROGRAMS ADMINISTERED THROUGH NAVAL POSTGRADUATE SCHOOL (NPS), AT MONTEREY, CA.  THE DISTANCE LEARNING PANEL WILL CONVENE ON AN ANNUAL BASIS TO SELECT STUDENTS FOR THE PROGRAMS.
2.  THE MISSION OF THE DISTANCE LEARNING PANEL (DLP) IS TO FURTHER PROFESSIONAL AND FORMAL DEVELOPMENT NEEDED FOR CRITICAL OCCUPATIONS ACROSS ALL FUNCTIONAL AREAS AND TO PREPARE MARINES FOR GLOBAL OPERATIONS AND DEPLOYMENTS.  THE DLP WILL ANNUALLY SELECT MARINE OFFICERS AT THE SENIOR 0-3 THROUGH 0-5 LEVEL TO PARTICIPATE IN MISSION FUNDED NON-RESIDENT DL GRADUATE PROGRAMS AND CERTIFICATE OFFERINGS AT NPS.  SENIOR ENLISTED MARINES AT THE E-6 THROUGH E-9 LEVEL WILL BE CONSIDERED FOR ONLY TECHNICAL, ANALYTICAL, OR ENGINEERING CERTIFICATE PROGRAMS THAT WOULD ADVANCE SKILLS WITHIN THEIR MOS.  PARTICIPATION IN THIS PROGRAM DOES NOT PRECLUDE CONSIDERATION BY THE COMMANDANT'S CAREER LEVEL EDUCATION BOARD (CCLEB) OR COMMANDANT'S PROFESSIONAL INTERMEDIATE LEVEL EDUCATION BOARD (CPIB).
3.  CURRICULA NOT OFFERED AT NPS WILL NOT BE CONSIDERED.  MATRICULATION FEES, TEXTBOOKS, EDUCATION MATERIALS, AND ALL SIMILAR FEES WILL BE BORNE BY THE STUDENT.  THE DLP WILL CONVENE ON 5 JUNE 2014 AND WILL SELECT APPLICANTS FOR CERTIFICATE AND GRADUATE PROGRAMS LISTED IN THIS MESSAGE.  PRIORITY PROGRAMS ARE ANNOTATED WITH A HYPHEN.  THESE PROGRAMS CORRELATE TO OCCUPATIONAL NEEDS OF THE MARINE CORPS AND WILL BE FILLED WITH THE MOST QUALIFIED APPLICANTS PRIOR TO ACCEPTING ANY OFFICERS INTO OTHER PROGRAMS ON A SPACE AVAILABLE BASIS.  ADDITIONALLY, PROGRAM COMMENCEMENT IS SUBJECT TO THE AVAILABILITY OF FUNDS.  ALL APPLICANTS SHOULD SUBMIT ONE APPLICATION VIA THE ONLINE ADMISSIONS PORTAL WITH "NOT SURE" FOR THE CURRICULUM NUMBER.  IN THE COMMENTS SECTION OF THE ONLINE APPLICATION, THE MEMBER MUST ANNOTATE ONE SPECIFIC PROGRAM DESIRED AND MAY LIST UP TO THREE FOR CONSIDERATION.

3.A.  CURRICULUM NUMBER 311-SYSTEMS ENGINEERING: THIS ADDRESSES ALL MARINE OFFICERS SERVING IN NAVAL AIR SYSTEMS COMMAND (NAVAIR) BILLETS WORLDWIDE.  A MASTER OF SCIENCE (MS) IN SYSTEMS ENGINEERING (MSSE) OR AN MS IN ENGINEERING SYSTEMS (MSES) FROM NPS HAS BEEN ESTABLISHED AS CURRICULUM NUMBER 311 IN A BLENDED LEARNING ENVIRONMENT TO PROVIDE NAVAIR PERSONNEL THE OPPORTUNITY TO PURSUE A MSSE/MSES DEGREE WITH A NAVAL EMPHASIS.  THIS GRADUATE PROGRAM PROVIDES PROFESSIONAL EDUCATION AND DEVELOPMENT FOR MILITARY OFFICERS DESIRING TO IMPROVE THEIR EXPERTISE AS PROGRAM SYSTEMS ENGINEERS.  MARINE OFFICERS WHO SUCCESSFULLY COMPLETE THE PROGRAM WILL EARN EITHER AN MS IN SYSTEMS ENGINEERING (PROVIDED THEY HOLD AN ABET ACREDITED UNDERGRADUATE ENGINEERING DEGREE, OR CAN ESTABLISH EQUIVALENCY) OR AN MS IN ENGINEERING SYSTEMS (ALL OTHERS).  PARTICIPANTS TAKE 2 COURSES PER QUARTER FROM NPS OVER 8 QUARTERS, INCLUDING A CAPSTONE PROJECT.  PROSPECTIVE APPLICANTS MUST COMPLETE A THREE-STEP APPLICATION PROCESS:

3.B.  CURRICULUM NUMBER 805-EXECUTIVE MBA (EMBA): THE EMBA FROM NPS IS OFFERED TO MARINE OFFICERS (SENIOR O-3 THROUGH O-5).  THE 24-MONTH PROGRAM IS DELIVERED IN A BLENDED LEARNING ENVIRONMENT WITH AN ESTABLISHED COHORT.  THE FOCUS IS ON FINANCIAL MANAGEMENT, ACQUISITION, PROGRAM MANAGEMENT, POLICY AND CHANGE MANAGEMENT.  THE PROGRAM INCLUDES DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) LEVEL II ACADEMICS LEADING TO CERTIFICATION.  STUDENTS TAKE TWO COURSES PER QUARTER FROM NPS DURING WORKING HOURS OVER 8 QUARTERS, INCLUDING A CAPSTONE PROJECT VIA VIDEO TELE-CONFERENCING.  A NEW EMBA COHORT STARTS EVERY SPRING AND FALL.  THE NEXT COHORT STARTS IN SEPTEMBER 2014 AND REQUIRES A MINIMUM TIME ON STATION (TOS) OF 24 MONTHS.  PROSPECTIVE APPLICANTS MUST COMPLETE A THREE-STEP APPLICATION PROCESS:

4.B.  AN ORIGINAL SEALED TRANSCRIPT FROM ALL COLLEGES/UNIVERSITIES ATTENDED WITH CREDITS AND LETTER GRADES, MUST BE SUBMITTED TO NPS (ADDRESS BELOW).  NPS MUST RECEIVE SEALED TRANSCRIPTS SENT DIRECTLY FROM THE COLLEGE OR UNIVERSITY GRADUATED FROM NO LATER THAN (NLT) 25 MAY 2014.  A SINGLE TRANSCRIPT FROM THE COLLEGE OR UNIVERSITY GRADUATED FROM, WITH TRANSFER CREDITS LISTED IS NOT ACCEPTABLE.  MARINES THAT PREVIOUSLY APPLIED TO RESIDENT PROGRAMS ARE NOT REQUIRED TO SUBMIT TRANSCRIPTS.  IF ADDITIONAL PAPERWORK IS REQUIRED, ADMISSIONS WILL CONTACT THE APPLICANT DIRECTLY.
4.C.  MOST PROGRAMS CONTAIN SYNCHRONOUS COURSES THAT REQUIRE PARTICIPATION AT SPECIFIC TIMES.  HQMC (MMOA) WILL NOT FAVORABLY ENDORSE REQUESTS TO EXTEND ON STATION FOR THE SOLE PURPOSE OF COMPLETING PARTICPATION IN THIS PROGRAM.  MARINES ARE TO NOTIFY THEIR GAINING COMMAND OF THEIR ENROLLMENT UPON CHECK-IN.  IF A MARINE IS UNABLE TO CONTINUE PROGRAM, REGARDLESS OF THE REASON, HE OR SHE MUST NOTIFY THE NPS INSTRUCTOR AND STAFF IMMEDIATELY.
4.D.  APPLICANTS MUST SUBMIT AN OFFICIAL PHOTOGRAPH TAKEN IN THE LAST 12 MONTHS WITH APPLICATION.  EMAIL PHOTO DIRECTLY TO NADAMATO(AT)NPS.EDU.
4.E.  APPLICANTS MUST SUBMIT A PRIVACY ACT STATEMENT.
4.F.  ELIGIBILITY REQUIREMENTS
4.F.1.  THE MARINE MUST HAVE SUFFICIENT TIME REMAINING IN SERVICE TO FULFILL OBLIGATIONS SPECIFIED IN PARAGRAPH
4.G. BELOW.
4.F.2.  THE MARINE MUST HAVE SUFFICIENT TIME REMAINING ON STATION WITH THE COMMAND THAT ENDORSES REQUEST TO COMPLETE CURRICULUM.
4.F.3.  THE MARINE MUST HAVE A BACHELORS DEGREE FROM A REGIONALLY ACCREDITIED UNDERGRADUATE INSTITUTION.  BACHELORS DEGREES FROM NATIONALLY ACCREDITED UNIVERSITIES WILL NOT BE CONSIDERED.  ENLISTED MARINES MUST BE WORKING IN AN OCCUPATIONAL FIELD RELEVANT TO THE CERTIFICATE PROGRAM THEY ARE PURSUING.
4.F.4.  OFFICERS IN THE ABOVE ZONE FOR PROMOTION WILL NOT BE CONSIDERED.
4.F.5.  OFFICERS NOT YET CAREER DESIGNATED MUST BE OFFERED AND ACCEPT CAREER DESIGNATION PRIOR TO MATRICULATION.
4.F.6.  OFFICERS WHO HAVE ALREADY EARNED A GRADUATE DEGREE THROUGH A MARINE CORPS EDUCATION PROGRAM ARE NOT ELIGIBLE FOR ADDITIONAL DEGREES.  THESE OFFICERS ARE ELIGIBLE FOR CERTIFICATE PROGRAMS.
4.G. SERVICE OBLIGATION
4.G.1.  MARINES MUST INCLUDE THE FOLLOWING STATEMENT IN THE APPLICATION: "IF SELECTED, I AGREE TO REMAIN ON ACTIVE DUTY FOR AT LEAST 2 YEARS AFTER COMPLETION OF MY EDUCATION.  I AGREE NOT TO TENDER MY RESIGNATION OR REQUEST SEPARATION OR RETIRMENT WHILE PARTICIPATING IN THE PROGRAM.  THIS OBLIGATION WILL BE SERVED CONCURRENT WITH ANY OBLIGATION PREVIOUSLY INCURRED."
4.G.2.  UPON COMPLETION OF ANY PROGRAM THAT MEETS THE REQUIREMENTS OF ANY ADDITIONAL MOS PER REFERENCE B, MARINES WILL SUBMIT AN ADMINISTRATIVE ACTION FORM TO MMOA-3 IN ORDER TO OBTAIN AN ADDITIONAL MOS REFLECTIVE OF THEIR COURSEWORK.
