GENTEXT/REMARKS/1.  SECTION 584(C) OF REF A ESTABLISHED A REQUIREMENT FOR ALL SEXUAL ASSAULT RESPONSE COORDINATORS (SARCS) AND VICTIM ADVOCATES (VAS) TO BE CERTIFIED IN ACCORDANCE WITH NATIONAL PROFESSIONAL STANDARDS.  THE DEFENSE SEXUAL ASSAULT ADVOCACY CREDENTIALING PROGRAM (D-SAACP) ESTABLISHES AN ANNUAL REQUIREMENT FOR CONTINUING EDUCATION FOR CREDENTIALED PERSONNEL.  ADDITIONALLY, REF B ESTABLISHES A REQUIREMENT FOR ANNUAL REFRESHER TRAINING FOR DOD SAPR PERSONNEL.
2.  HQMC SEXUAL ASSAULT PREVENTION AND RESPONSE (SAPR) WILL HOST THE 2014 SAPR ANNUAL TRAINING FROM 19-21 AUGUST 2014 FROM 0730 TO 1700 DAILY AT THE THE GENERAL ALFRED M. GRAY RESEARCH CENTER ABOARD MARINE CORPS BASE QUANTICO, VA.  THIS TRAINING IS MANDATORY FOR ALL SARCS AND SAPR CIVILIAN VAS.  PARTICIPATION AT THIS TRAINING EVENT WILL MEET THE THRESHOLD FOR DOD ANNUAL REFRESHER TRAINING REQUIREMENTS AND PROVIDE 16 HOURS OF CONTINUING EDUCATION FOR CREDENTIALED SAPR PERSONNEL.  SARCS AND VAS MUST BE PRESENT FOR THE ENTIRE SESSION TO RECEIVE CREDIT.
3.  TO SAFEGUARD REQUIRED ATTENDANCE AND PARTICIPATION, SARCS AND VAS MUST HAVE VIABLE CONTINGENCY PLANS IN PLACE TO ENSURE SAPR DUTIES AND RESPONSIBILITIES, ESPECIALLY AS THEY RELATE TO VICTIM ADVOCACY AND CARE, ARE UNINTERRUPTED.  DESIGNATED POINTS OF CONTACT MUST BE CURRENTLY CREDENTIALED BY THE D-SAACP AND CONTINGENCY PROTOCOLS MUST MEET ALL POLICY REQUIREMENTS.
4.  ONE VA REPRESENTATIVE FROM EACH INSTALLATION FAMILY ADVOCACY PROGRAM IS ALSO INVITED TO ATTEND THE ANNUAL SAPR TRAINING.  DUE TO TRAINING SPACE LIMITATIONS, NO UNIFORMED VICTIM ADVOCATES (UVAS) WILL BE INVITED TO ATTEND THE TRAINING.  HQMC HAS ALTERNATIVE PROTOCOLS IN PLACE TO ENSURE UVAS ARE ENABLED TO COMPLETE CONTINUING EDUCATION REQUIREMENTS.
5.  FUNDING TO SUPPORT THIS ANNUAL TRAINING REQUIREMENT WAS INCLUDED IN FY12 AND FY13 REALIGNMENTS AND HAS SINCE BECOME PART OF THE BASELINE INSTALLATION BUDGET SINCE THE EXECUTION OF THESE FUNDS IS SHOWN AT THE INSTALLATION LEVEL. EACH INSTALLATION WAS FUNDED TO HISTORICAL EXECUTION LEVELS WITHIN THEIR BEHAVIORAL HEALTH MCPC. THEREFORE, FUNDING FOR FY14 ANNUAL TRAINING WILL NOT BE PROVIDED BY HQMC SAPR, BUT MUST BE ASSUMED BY THE COMMAND RESPONSIBLE FOR EACH SARC AND VA.

7.  SARCS AND CIVILIAN SAPR VAS NOT ABLE TO ATTEND THIS TRAINING SHALL FORMALLY NOTIFY HQMC SAPR VIA EMAIL TO SMB.MANPOWER.SAPR(AT)USMC.MIL USING SAPR TRAINING ATTENDANCE IN THE SUBJECT LINE, NO LATER THAN 1 JULY 2014.  NOTIFICATION MUST INCLUDE A PLAN OF ACTION TO COMPLETE THE MANDATORY 16 HOUR TRAINING REQUIREMENT.
8.  TRAVEL DAYS ARE MONDAY, AUGUST 18 AND FRIDAY AUGUST 22.  ATTENDEES TRAVELING FROM THE SAME LOCATION SHALL COORDINATE TRAVEL. ALL TRAVEL SHALL BE IN ACCORDANCE WITH THE JOINT FEDERAL TRAVEL REQUIREMENTS.  ATTENDEES FROM COMMANDS WITHIN THE MCB QUANTICO LOCAL COMMUTING AREA, AS DEFINED BY REF C, DO NOT RATE TRAVEL OR PER DIEM.
9.  BLOCKS OF ROOMS HAVE BEEN RESERVED AT THE CROSSROADS INN AND LIVERSEDGE HALL ABOARD MCB QUANTICO.  SHUTTLES WILL BE PROVIDED ON A DAILY BASIS TO FACILITATE TRAVEL TO AND FROM THE GRAY RESEARCH CENTER, TO INCLUDE A LUNCH SHUTTLE.  DUE TO LIMITED PARKING AT THE GRAY RESEARCH CENTER, PARTICIPANTS ARE ENCOURAGED TO USE THE SHUTTLES ON A DAILY BASIS.
10. A LETTER OF INSTRUCTION WITH DETAILED INFORMATION ON LODGING AND THE TRAINING AGENDA WILL BE PROVIDED TO THE PARTICIPANT VIA EMAIL AS CONFIRMATION OF APPROVED REGISTRATION.
11. UNIFORM FOR MILITARY PARTICIPANTS WILL BE THE UNIFORM OF THE DAY.  FOR CIVILIAN PARTICIPANTS, THE UNIFORM IS BUSINESS CASUAL.
