GENTEXT/REMARKS/1.  THIS MARADMIN IS IN RESPONSE TO TASK 4 IN REF A AND ESTABLISHES INTERIM POLICY AND GUIDANCE OUTLINING THE WAY IN WHICH MARINE CORPS ORGANIZATIONS REQUEST INTERAGENCY (IA) SUPPORT, AND HOW UNITED STATES GOVERNMENT (USG) AGENCIES REQUEST USMC SUPPORT. THE TERM IA IS DEFINED PER REF A. THIS MARADMIN DOES NOT SUPERSEDE ALREADY ESTABLISHED FORMAL AGREEMENTS SUCH AS THE COMBATANT COMMANDER JOINT EXERCISE PROGRAM, INTERAGENCY SUPPORT AT THE COUNTRY LEVEL COORDINATED THROUGH COMBATANT COMMANDER CHANNELS, OR MEMORANDA OF AGREEMENT (MOA) OR MEMORANDA OF UNDERSTANDING (MOU) BETWEEN USMC ORGANIZATIONS AND USG AGENCIES. THIS MARADMIN APPLIES TO MANAGEMENT OF REQUESTS FOR SUPPORT TO AND FROM IA PARTNERS WITH PARTICIPATION OF U.S. MARINE CORPS COMMANDS AND PERSONNEL UNDER SERVICE AUTHORITIES. THIS MARADMIN DOES NOT APPLY TO REGULAR COMBATANT COMMAND TASKING (E.G. EXPLOSIVE ORDNANCE DISPOSAL (EOD) AND MILITARY WORKING DOGS(MWD) IN SUPPORT OF VERY IMPORTANT PERSONS PROTECTION SUPPORT ACTIVITY (VIPPSA) MISSIONS).  REGULAR COMBATANT COMMANDS TASKING MAY ALSO INCLUDE TASKING FOR DEFENSE SUPPORT TO CIVIL AUTHORITIES.  THIS INTERIM POLICY WILL REMAIN IN EFFECT UNTIL FINAL PROCEDURES ARE PUBLISHED BY COMBAT DEVELOPMENT AND INTEGRATION (CDI)/MARINE CORPS COMBAT DEVELOPMENT COMMAND (MCCDC) IRT TASK 10 OF REF A. PLANS, POLICIES, AND OPERATIONS (PPO) WILL ISSUE A FINAL POLICY AT THAT TIME.
2.  SITUATION.
2.A.  THE PURPOSE OF THIS POLICY IS TO IMPROVE COORDINATION BETWEEN THE USMC AND IA, PARTICULARLY WHEN RESOURCE EXPENDITURE IS INVOLVED. THE POLICY IS EXPLICITLY DESIGNED TO NOT INTERFERE WITH INFORMATION OR INTELLIGENCE EXCHANGES BETWEEN THE IA AND USMC OR TO HINDER CLOSE WORKING RELATIONSHIPS BETWEEN THE MARINE CORPS AND ITS INTELLIGENCE COMMUNITY PARTNERS ON NON-SUBSTANTIVE INTELLIGENCE ISSUES INVOLVING COLLECTION, PROCESSING ANALYSIS, OR DISSEMINATION.
2.B.  SUPPORT TO AND FROM THE IA INCLUDES, BUT IS NOT LIMITED TO: EXERCISE SUPPORT, SUBJECT MATTER EXPERT EXCHANGES, TRAINING SUPPORT, EXPERIMENTATION EVENTS, EDUCATION EXCHANGES, AND FACILITIES SUPPORT.
2.C.  PROVIDING SUCH SUPPORT IS REGULATED BY LAW AND POLICY, AND MAY REQUIRE REIMBURSEMENT BY THE IA REQUESTER, AS ADDRESSED IN REFS B, C, D, AND E.  ADHERENCE TO THIS POLICY WILL ASSIST IN ENSURING SUCH REQUESTS ARE PROPERLY PROCESSED AND APPROVED BY THE APPROPRIATE AUTHORITY. INITIAL COORDINATION WITH JOINT TRAINING INTEGRATION BRANCH (JTIB) OR HEADQUARTERS, MARINE CORPS (HQMC) WILL HELP ENSURE PROPER PROCEDURES ARE FOLLOWED AND THE APPROPRIATE AUTHORITIES OBTAINED.
3.  EXECUTION.
3.A.  IA REQUESTS FOR MARINE CORPS SUPPORT.
3.A.1.  HQMC, PPO, STRATEGY AND PLANS DIVISION (PL), INTERNATIONAL AFFAIRS BRANCH (PLU) IS THE PRIMARY COORDINATOR FOR ALL SUPPORT REQUESTS FROM USG AGENCIES TO THE MARINE CORPS, AS NOTED IN PARAGRAPH

3.A.2.  WHEN A SOURCING SOLUTION IS REQUIRED, PLU WILL COORDINATE WITH MARINE FORCES COMMAND (MARFORCOM) AND SUPPORTING ESTABLISHMENTS, AS NECESSARY TO SUPPORT THE REQUEST.
3.B.  MARINE CORPS REQUESTS FOR IA SUPPORT.
3.B.1.  TRAINING AND EDUCATION COMMAND, G-3/5/7, JTIB IS THE PRIMARY COORDINATOR FOR ALL REQUESTS FROM THE MARINE CORPS TO USG AGENCIES.
3.B.2.  SHOULD THE NEED ARISE, AUTHORITY TO DECONFLICT AND PRIORITIZE MARINE CORPS REQUESTS RESTS WITH DC PPO.
3.B.3.  THE STATUS OF IA SUPPORT WILL BE BRIEFED NOT LESS THAN SEMIANNUALLY DURING THE MARINE CORPS FORCE SYNCHRONIZATION (FORCESYNCH) CONFERENCE.
3.C.  ALL OFFICIAL USMC PREDEPLOYMENT AND POSTDEPLOYMENT OPERATIONAL VISITS TO USG AGENCIES WILL BE COORDINATED THROUGH PLU, IA POLICY DESK.
4.  TASKS.
4.A.  PPO (PLU)
4.A.1.  FOR REQUESTS FROM THE IA FOR USMC SUPPORT, ACT AS THE PRIMARY INTERFACE BETWEEN THE REQUESTING ORGANIZATION AND THE MARINE CORPS.
4.A.2.  ENSURE COORDINATION WITH TECOM IN ORDER TO INCREASE SITUATIONAL AWARENESS IN REGARD TO INCOMING IA REQUESTS.
4.A.3.  IN CONCERT WITH TECOM G-3/5/7, CO-CHAIR A WORKING GROUP DURING THE FORCESYNCH CONFERENCE FOR PRIORITIZATION AND DECONFLICTION.
4.B.  CDI/MCCDC (TECOM)
4.B.1.  PROMULGATE IA REQUEST PROCEDURES TO HQMC, USMC OPERATING FORCES AND SUPPORTING ESTABLISHMENT ORGANIZATIONS.
4.B.2.  COORDINATE WITH MARFORCOM FOR FORCESYNCH CONFERENCE REQUIREMENTS.
4.B.3.  ENSURE PPO (PLU) IS INFORMED OF SUBMITTED REQUESTS FOR IA SUPPORT.
4.B.4.  IN CONCERT WITH PPO (PLU), CO-CHAIR WORKING GROUP DURING THE FORCESYNCH CONFERENCE FOR PRIORITIZATION AND DECONFLICTION.
4.B.5.  COORDINATE WITH PPO (PLU) TO DECONFLICT AND PRIORITIZE ALL EMERGENT REQUESTS THAT CANNOT BE ADJUDICATED DURING THE FORCESYNCH CONFERENCE WORKING GROUP.
4.C.  MARFORCOM
4.C.1.  COORDINATE WITH PPO (PLU) AND TECOM G-3/5/7 TO MEET FORCESYNCH CONFERENCE REQUIREMENTS.
4.C.2.  COORDINATE WITH PPO (PLU) FOR SOURCING SOLUTIONS TO IA REQUESTED SUPPORT FROM THE USMC.
4.D.  ALL HQMC, SUPPORTING ESTABLISHMENT, AND OPERATING FORCES
4.D.1.  PRIORITIZE AND SUBMIT ALL REQUESTS FOR IA SUPPORT TO TECOM G-3/5/7.
4.D.2.  FORWARD ALL REQUESTS FOR USMC SUPPORT THAT ARE RECEIVED DIRECTLY FROM THE IA TO PPO/PLU.  WHEN TASKED, PROVIDE SUPPORT FOR REQUESTS FROM THE IA TO THE GREATEST EXTENT POSSIBLE WITHIN CAPACITY AND WHEN APPROVED BY THE APPROPRIATE OFFICIAL.
5.  COMMAND AND SIGNAL
5.A.  IN ACCORDANCE WITH REF A, DC, CDI IS RESPONSIBLE FOR THE DEVELOPMENT AND COMMUNICATION OF A MARINE CORPS-WIDE PROCEDURE FOR REQUESTING IA SUPPORT.
