GENTEXT/REMARKS/1.PURPOSE. TO PROVIDE COMMANDS EXPEDITIONARY WARFARE SCHOOL DISTANCE EDUCATION PROGRAM (EWSDEP) AND COMMAND AND STAFF COLLEGE DISTANCE EDUCATION PROGRAM (CSCDEP) BLENDED SEMINAR PROGRAM (BSP) SEAT ALLOCATIONS.  CMC DIRECTED MARINE CORPS UNIVERSITY (MCU) TO INCREASE OPPORTUNITY FOR OFFICER ATTENDANCE AT RESIDENT PME.IN RESPONSE, CMC APPROVED MCU'S CONCEPT FOR PROVIDING OFFICERS A GREATER OPPORTUNITY TO RECEIVE A HYBRID RESIDENT PME EXPERIENCE VIA A BSP.  THE BSP IS A COMBINATION OF RESIDENT AND NON-RESIDENT ONLINE EDUCATION AT OR NEAR HOME STATION. THE COLLEGE OF DISTANCE EDUCATION AND TRAINING (CDET) EWSDEP AND CSCDEP BSP WILL BE PHASED IN AT THE CAMP PENDLETON, CALIFORNIA (CPCA), CAMP LEJEUNE, NORTH CAROLINA (CLNC), QUANTICO (QUAN), AND CAMP BUTLER, OKINAWA (FY16) REGIONAL CAMPUSES OVER THE NEXT TWO ACADEMIC YEARS. THESE PROGRAMS ENABLE STUDENTS TO GAIN A GREATER DEPTH OF EDUCATIONAL EXPERIENCE WHILE MINIMIZING FAMILY TURBULENCE BY ALLOWING THEM TO REMAIN ON STATION THROUGHOUT THE PROGRAM. UPON ACHIEVING FULL OPERATIONAL CAPABILITY IN FY16, EWSDEP BSP WILL HAVE 190 TOTAL SEATS AVAILABLE; CSCDEP BSP WILL HAVE 50 TOTAL SEATS AVAILABLE.
2.  THE PROGRAM WILL PROVIDE THE OPPORTUNITY FOR OFFICERS TO COMPLETE CAREER LEVEL SCHOOL (CLS) OR INTERMEDIATE LEVEL SCHOOL (ILS) WITHIN ONE ACADEMIC YEAR, EARNING GRADUATES OF BOTH PROGRAMS PME CREDIT AND ALSO JPME PHASE I CREDIT FOR ILS.  THE FOLLOWING ARE PROGRAM DETAILS FOR FY14-15.
2.A.  EWSDEP BSP IS DESIGNED FOR DELIVERY IN THREE STAGES: STAGE ONE IS A 4-WEEK RESIDENT PERIOD; STAGE TWO IS A 12-WEEK ONLINE PERIOD; STAGE THREE IS A 6-WEEK RESIDENT PERIOD. CSCDEP IS ALSO DESIGNED FOR DELIVERY IN THREE STAGES:  STAGE ONE IS A 4-WEEK RESIDENT PERIOD; STAGE TWO IS A 28-WEEK ONLINE PERIOD; STAGE THREE IS A 6-WEEK RESIDENT PERIOD.
2.B.  EACH RESIDENT PERIOD WILL BE CONSIDERED LOCAL TRAVEL OR TRAINING AND EDUCATION COMMAND (TECOM) FUNDED TAD, DEPENDING UPON HOME STATION LOCATION, WHILE THE ONLINE PERIOD WILL BE ACCOMPLISHED DURING THE OFFICER'S OFF-DUTY TIME AT HOME STATION. 
3.  OFFICER ELIGIBILITY
3.A.  THE BSP IS A TOTAL FORCE PROGRAM.
3.B.  EWSDEP BSP: CAPTAINS, LIMITED DUTY OFFICER (LDO) CAPTAINS, CAPTAIN SELECTS, AND CHIEF WARRANT OFFICER (CWO)3S (SEE NOTES AFTER SEAT ALLOCATIONS BELOW).
3.C.  CSCDEP BSP:  MAJORS, LDO MAJORS, MAJOR SELECTS, AND CWO4S (SEE NOTES AFTER SEAT ALLOCATIONS BELOW).
4.  MARINE CORPS COMMANDS LISTED BELOW ARE REQUESTED TO PROVIDE ELIGIBLE OFFICERS FOR THE FOLLOWING CLASS SEATS BY MOS CATEGORY, GROUND COMBAT (GC), COMBAT SUPPORT (CS), AND AVIATION (AA). EXAMPLES:  1302 FOR GC, 0602 FOR CS, AND 6002 FOR AA.

5.  COORDINATING INSTRUCTIONS
    5.A.  COMMANDS ARE REQUESTED TO REGISTER NAMES IN MCTIMS AND TO INFORM MCU/CDET POC NLT 15 DAYS PRIOR TO REPORT DATE FOR EWSDEP BSP CLASS 3-14 AND 30 DAYS FOR ALL OTHER EWSDEP AND CSCDEP BSP CLASSES.  REPORTING LOCATION FOR CPCA IS BLDG 22181 WITH MR JEFF WILLIS; CLNC IS BLDG 403, L STREET WITH MR CESARE CARDI; QUAN-EWS BLDG 2077 WITH MR STUART WEINSTEIN; QUAN-CSC BLDG 2076 WITH MR DENNIS HASKIN.  PARTICIPATING OFFICERS SHOULD REPORT READY TO BEGIN CLASSES AT 0800 ON THE DAY FOLLOWING THE REPORT DATE. UNIFORM: SEASONAL SERVICE UNIFORM. ANY OFFICER REQUIRING BILLETING WILL NEED TO CONTACT THE APPROPRIATE REGIONAL CAMPUS FOR ASSISTANCE.
    5.B.  REGISTRATION RESPONSIBILITY AND TRAVEL.  COMMANDS WILL REGISTER PARTICIPANTS INTO MCTIMS USING THE FORMAL SCHOOL PROCEDURE OUTLINED IN REF C.  MCCDC AND MARCORSYSCOM WILL REGISTER THROUGH MARFORCOM.  THOSE COMMANDS FILLING TAD ALLOWANCES MUST EACH REQUEST FUNDING AUTHORIZATION FOR THEIR ACTIVE DUTY PARTICIPANTS FROM TECOM G8 IN ACCORDANCE WITH REF D.CG, TECOM WILL FUND TRAVEL AND PER DIEM TO INCLUDE LODGING, MEALS, AND INCIDENTAL EXPENSES FOR MARINE PARTICIPANTS REGISTERED IN MCTIMS. RESERVE OFFICERS WILL RECEIVE FUNDING FOR TRAVEL AND PER DIEM FROM MARFORRES. COMMANDS ARE NOT AUTHORIZED TO EXCEED TAD ALLOWANCES LISTED IN PARAS 4.C. AND 4.F. ABOVE. LOCAL TRAVEL WILL NOT BE FUNDED. STUDENTS WILL PARTICIPATE IN AT LEAST ONE OVERNIGHT BATTLEFIELD STAFF RIDE/OFFSITE AND MCU WILL PROVIDE AN ENDORSEMENT FOR DUAL LODGING FOR THOSE SENT TAD. LOCAL STUDENTS WILL BE FUNDED FOR THAT EVENT BY MCU.
    5.C.  THE FIRST RESIDENT PERIOD FOR THE EWSDEP BSP IS LESS THAN 30 DAYS. OFFICERS SHOULD ARRIVE WITH NON-REPORTING ORDERS AND WILL NOT REQUIRE "TD" FITREPS PRIOR TO ATTENDANCE. THE SECOND RESIDENT PERIOD OF SIX WEEKS WILL ALSO REQUIRE NON-REPORTING ORDERS BUT WILL REQUIRE "TD" FITREPS FROM COMMANDS PRIOR TO ATTENDANCE. MCU WILL RUN "FD" REPORTS UPON COMPLETION OF THE PROGRAM.
    5.D.  BOTH RESIDENT PERIODS FOR THE CSCDEP BSP RUN OVER 30 DAYS AND WILL REQUIRE "TD" FITREPS FROM COMMANDS PRIOR TO ATTENDANCE. MCU WILL RUN "FD" REPORTS UPON COMPLETION OF BOTH PERIODS. OFFICERS SHOULD ARRIVE FOR BOTH PERIODS WITH NON-REPORTING ORDERS.
    5.E.  ENROLLEES AND GRADUATES OF THE EWSDEP BSP WILL NOT BE CONSIDERED FOR THE COMMANDANT'S CAREER-LEVEL EDUCATION BOARD AND ENROLLEES AND GRADUATES OF THE CSCDEP BSP WILL NOT BE CONSIDERED BY THE COMMANDANT'S PROFESSIONAL INTERMEDIATE-LEVEL BOARD. GRADUATES OF THE BSP WILL BE GIVEN BSP SCHOOL COMPLETION CODES IN MCTFS.
    5.F.  OFFICERS ARE REQUIRED TO POSSESS A COMPUTER AND ARE HIGHLY ENCOURAGED TO BRING LAPTOPS, TABLET DEVICES, OR E-READERS TO DOWNLOAD STUDENT MATERIALS FOR EASE OF USE AND STUDYING WHILE ATTENDING THE BSP.  ALL REQUIRED STUDENT COURSEWARE CAN BE DOWNLOADED FROM THE MCU BLACKBOARD SITE.  OFFICERS WILL BE PROVIDED A BLACKBOARD ACCOUNT ONCE REGISTERED IN MCTIMS.  NO PRINTED MATERIALS WILL BE PROVIDED.
