GENTEXT/REMARKS/1. DOD SAPRO ANNOUNCES THE FIRST ANNUAL SEXUAL ASSAULT PREVENTION INNOVATION AWARD, TO RECOGNIZE A GROUP OR AN INDIVIDUAL FROM EACH MILITARY SERVICE WHO CONTRIBUTED OR DEVELOPED AN INNOVATIVE IDEA, CONCEPT, METHODOLOGY, OR APPROACH TO POSITIVELY IMPACT THE SEXUAL ASSAULT PREVENTION AND RESPONSE PROGRAM ON AN INSTALLATION, IN A DEPLOYED ENVIRONMENT, OR IN A RESERVE COMPONENT. THE AWARD RECOGNIZES INDIVIDUALS OR GROUPS WHOSE WORK HAS BEEN PARTICULARLY NOTEWORTHY AND DEMONSTRATES OUTSTANDING AND INNOVATIVE SERVICE IN SUPPORT OF SERVICE MEMBERS.
2. AWARDEES WILL BE RECOGNIZED IN OCTOBER, NATIONAL CRIME PREVENTION MONTH. SIX AWARDS WILL BE PRESENTED, ONE TO AN INDIVIDUAL OR GROUP FROM EACH OF THE MILITARY SERVICES, THE NATIONAL GUARD BUREAU, AND THE COAST GUARD.
3. BARRING ANY BUDGETARY CONSTRAINTS, AN AWARDS CEREMONY WILL TAKE PLACE IN OCTOBER 2014 (DATE TBD) TO HONOR THE PREVENTION INNOVATION AWARDEES. THE CEREMONY WILL BE PRESIDED OVER BY SENIOR LEADERS FROM THE OFFICE OF THE SECRETARY OF DEFENSE, THE SERVICES AND COMPONENTS. DOD SAPRO WILL FUND ALL TRAVEL EXPENSES FOR AWARDEES FOR THE DAY BEFORE, THE DAY OF, AND THE DAY AFTER THE EVENT. CO-WORKERS AND FAMILY MEMBERS ARE WELCOME TO ATTEND AT THEIR OWN EXPENSE.
4. BY ALLOWING THE SUBMISSION OF THE INNOVATION AWARD APPLICATION, THE AWARDEES AND THEIR ORGANIZATIONS AGREE TO PARTICIPATE IN ALL AWARD CEREMONY EVENTS, LOCATED IN WASHINGTON, DC, WHICH MAY INCLUDE PHOTOGRAPHS, AUDIO AND VIDEO RECORDINGS, AND OTHER MEDIA MATERIAL FOR GENERAL USE BY THE PRESS. THESE PRODUCTS MAY BE USED TO FEATURE THE AWARDEES IDEAS VIA WEBINARS, WORKING GROUPS, ROUND TABLES, AND OTHER EVENTS, WHICH MAY ENTAIL FURTHER MEDIA PARTICIPATION.
5. THE FOLLOWING CONDITIONS AND ELIGIBILITY REQUIREMENTS APPLY:
A. ONLY THE MILITARY COMPONENTS LISTED ABOVE MAY MAKE A NOMINATION FOR THE PREVENTION INNOVATION AWARD.
B. TO BE ELIGIBLE FOR THE 2014 AWARD, THE NOMINEE MUST HAVE BEEN ASSIGNED TO THE MILITARY COMPONENT SUBMITTING FOR THE AWARD FROM 1 OCTOBER 2013 TO 30 JUNE 2014.
C. IF A NOMINEE IS AUTHORIZED A PERMANENT CHANGE OF STATION (PCS), THE OVERALL MILITARY COMPONENT CAN STILL CONSIDER SUBMITTING THAT SERVICE MEMBER FOR THE AWARD BASED ON THE AWARD PERIOD TIMELINE. THE SERVICES WILL BE THE ULTIMATE AUTHORITY TO SUBMIT INDIVIDUALS AFTER THEY PCS.
D. EACH COMPONENT MAY ONLY NOMINATE ONE CANDIDATE (INDIVIDUAL OR GROUP).
E. ANONYMOUS NOMINATIONS WILL NOT BE ACCEPTED.
F. NOMINEES MAY BE ANY MILITARY MEMBER (ACTIVE OR RESERVE) OR FEDERAL GOVERNMENT CIVILIAN ASSIGNED TO THAT MILITARY COMPONENT.
G. SEXUAL ASSAULT RESPONSE COORDINATORS AND VICTIM ADVOCATES ARE ELIGIBLE.
H. IN ACCORDANCE WITH REFERENCE B, COMMANDERS MUST REVIEW THE NOMINEE PERSONNEL RECORD FOR NOTATIONS OF CONVICTIONS, NON-JUDICIAL PUNISHMENTS, OR OTHER PUNITIVE ADMINISTRATIVE ACTIONS FOR SEX-RELATED OFFENSES. ANY ADVERSE NOTATION WILL NEGATE ELIGIBILITY.
6. NOMINATION PACKAGES MUST CLEARLY ARTICULATE THE NOMINEE IDEA, CONCEPT, OR PRACTICE AND DEMONSTRATE THE FOLLOWING:
A. THAT THE IDEA, CONCEPT, OR PRACTICE IS RELEVANT TO DECREASING OR ELIMINATING SEXUAL ASSAULT IN THE MILITARY;
B. THAT THE IDEA, CONCEPT, OR PRACTICE IS ALIGNED WITH ONE OR MORE OF THE LINES OF EFFORT SET FORTH IN REF C.
7. NOMINATION PACKAGES SHOULD PROVIDE OUTCOME OR EFFECTIVENESS, IF AVAILABLE.
8. THE IDEA, CONCEPT, OR PRACTICE MUST NOT:
A. VIOLATE THE UNIFORM CODE OF MILITARY JUSTICE OR DOD POLICY;
B. CONTRADICT DOD OR SAPRO STRATEGIC MESSAGING;
C. VIOLATE VICTIM OR SERVICE MEMBER RIGHTS, TO INCLUDE THE RIGHTS OF THE ACCUSED;
D. HARM VICTIMS OR SERVICE MEMBERS; OR
E. UNDERMINE THE CHAIN OF COMMAND.
9. THE SUBMISSION PACKAGE MUST INCLUDE THE FOLLOWING:
A. NAME: NOMINEE FULL NAME, OFFICE AND CELL PHONE NUMBERS, AND EMAIL ADDRESS;
B. PHOTO: DIGITAL (.JPG FORMAT) HEAD AND SHOULDERS COLOR PHOTOGRAPH OF THE NOMINEE FOR PUBLICITY.
C. NARRATIVE: NO LONGER THAN ONE SINGLE-SPACED, 8.5" X 11" PAGE WITH 1 INCH MARGINS AND 12-POINT FONT. ALL ACRONYMS MUST BE SPELLED OUT. THE NARRATIVE MUST INCLUDE THE FOLLOWING:
(1) SUBMITTER NAME, TITLE, AFFILIATION, EMAIL AND MAILING ADDRESSES;
(2) DETAILED DESCRIPTION OF THE NOMINEE ACCOMPLISHMENTS AND SERVICES IN SUPPORTING PREVENTION EFFORTS RELATIVE TO THE SUBMITTAL. THE FOLLOWING SHOULD BE ADDRESSED:
(A) WHAT HAS THE NOMINEE ACCOMPLISHED ON BEHALF OF SERVICE MEMBERS SUCH AS TRAINING OR EDUCATION ON SEXUAL ASSAULT? HOW OR WHY ARE THOSE ACCOMPLISHMENTS CONSIDERED INNOVATIVE?
(B) HOW HAS THE NOMINEE SERVICE OR PROGRAM AFFECTED THE ORGANIZATION PREVENTION EFFORTS?
(C) HOW HAS THE NOMINEE WORK BROUGHT ABOUT INNOVATION IN THE AREAS OF PRIMARY PREVENTION WITHIN THE MILITARY ENVIRONMENT?
(D) WHERE DID THE INNOVATIVE IDEA COME FROM (E.G., USED BY CIVILIAN ORGANIZATION, ADAPTED FROM ANOTHER TYPE OF PROGRAM, ETC.)?
D. BIOGRAPHY: SINGLE-SPACED BIOGRAPHY (NOT TO EXCEED ONE PAGE).
