REF (B) IS PDUSD (P&R) MEMORANDUM APPROVING THE USE OF SPECIAL OPERATIONS FORCES INCENTIVE PAYS.  REF (C) IS THE FY14 ENLISTED RETENTIONCAMPAIGN. REF (D) IS THE FY14 ENLISTED CAREER FORCE CONTROLS (ECFC) PROGRAM.  REF (E) IS MCO 1040.31 ENLISTED RETENTION AND CAREER DEVELOPMENT PROGRAM.
GENTEXT/REMARKS/1.  PURPOSE.  TO INFORM COMMANDING OFFICERS, SERGEANTS MAJOR, CAREER PLANNERS, AND MARINES OF REQUIRED CHANGES TO THE FY14 CSRB PROGRAM.
2.  BACKGROUND.  REF (A) HAS BEEN IN EFFECT SINCE 21 NOV 2013.
3.  ACTION.  COMMANDING OFFICERS, SERGEANTS MAJOR, CAREER PLANNERS, AND OTHER MARINE CORPS LEADERS WILL ENSURE THEIR MARINES FULLY UNDERSTAND THE POLICY CHANGES PUBLISHED IN THIS MESSAGE.  ALL OF THE OTHER PROVISIONS OF THE REFERENCES REMAIN IN EFFECT.
4.  THE FOLLOWING CHANGES ARE UPDATES TO PARA 7 OF REF (A).  CSRB AMOUNTS PAYABLE.  THE FOLLOWING ARE AMOUNTS PAYABLE BASED ON NUMBER OF YEARS OF ADDITIONAL OBLIGATED SERVICE.  THE CSRB RATE OFFERED DURING FY14 IS:
    4 YEARS   50,000 DOLLARS
5.  THIS BULLETIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
6.  THIS BULLETIN CANCELS ON 30 SEP 2014.
