GENTEXT/REMARKS/1.  BACKGROUND. THIS MARADMIN ANNOUNCES THE IMPLEMENTATION OF A NEW SAPR BYSTANDER INTERVENTION TRAINING CURRICULUM FOR MARINES HOLDING THE RANK OF PRIVATE TO LANCE CORPORAL. THE NEW PROGRAM, TITLED STEP UP,IS TO BE TAUGHT BY UNIFORMED VICTIM ADVOCATES (UVAS) TO ALL ACTIVE AND RESERVE PRIVATES, PRIVATES FIRST CLASS, AND LANCE CORPORALS.  STARTING 28 JULY 2014, THIS TRAINING WILL SATISFY THE ANNUAL SAPR TRAINING REQUIREMENT FOR THESE MARINES.  THE NEW COURSE CONSISTS OF A VIDEO COMPONENT FEATURING THE SERGEANT MAJOR OF THE MARINE CORPS, GUIDED GROUP DISCUSSIONS, AND RELATED ACTIVITIES THAT TEACH BYSTANDER INTERVENTION AND EMPHASIZE ITS IMPORTANCE.  THE GOAL OF THE TRAINING IS TO CONTRIBUTE TOWARD THE ESTABLISHMENT OF A POSITIVE COMMAND CLIMATE IN WHICH MARINES UNDERSTAND THEIR INHERENT DUTY TO STEP UP AND STEP IN TO PREVENT SEXUAL ASSAULT.  
2.  EFFECTIVE 28 JULY 2014, ALL PRIVATES, PRIVATES FIRST CLASS, AND LANCE CORPORALS ARE REQUIRED TO COMPLETE "STEP UP" TO MEET THEIR ANNUAL SAPR TRAINING REQUIREMENT.  PRIVATES, PRIVATES FIRST CLASS, AND LANCE CORPORALS WHO HAVE ALREADY SATISFIED THEIR ANNUAL SAPR TRAINING REQUIREMENT FOR FISCAL YEAR (FY) 2014 WILL NOT BE REQUIRED TO COMPLETE "STEP UP" IN THE SAME YEAR.  IN ADDITION, PRIVATES, PRIVATES FIRST CLASS, AND LANCE CORPORALS WHO HAVE COMPLETED, OR WHO WILL COMPLETE, SAPR PRE-DEPLOYMENT TRAINING ARE NOT REQUIRED TO ALSO COMPLETE STEP UP IN THE SAME YEAR.  STEP UP WILL NOT REPLACE SAPR PRE-DEPLOYMENT TRAINING AND IS NOT REQUIRED TO BE TAUGHT IN THE DEPLOYED ENVIRONMENT.  STEP UP IS NOT INTENDED TO BE USED IN THE TRAINING ENVIRONMENT. 
3.  UVAS WILL BE THE ONLY PERSONNEL AUTHORIZED TO CONDUCT "STEP UP" TRAINING.  THE INTEGRITY OF "STEP UP" TRAINING MUST BE MAINTAINED.  THE COURSE IS INTENDED TO BE DELIVERED BY A UVA IN ONE BLOCK OF TIME AND IN SMALL GROUP FORMAT OF NO MORE THAN 30 MARINES.  THE PURPOSE OF THIS FORMAT IS TO PROMOTE HEALTHY DISCUSSION THAT REDUCES STIGMA ABOUT THE TOPIC OF SEXUAL ASSAULT.
4.  THE TARGET POPULATION, WHICH INCLUDES ALL ACTIVE AND RESERVE PRIVATES, PRIVATES FIRST CLASS, AND LANCE CORPORALS, WILL BE ASKED TO PARTICIPATE IN THE VOLUNTARY PRE- AND POST-TRAINING SURVEYS THAT WILL BE ADMINISTERED ONLINE. THE PRE-TRAINING AND POST-TRAINING SURVEYS WILL BE IMPLEMENTED TO ASSESS SAPR KNOWLEDGE COMPREHENSION, MEASURE THE EFFECTIVENESS OF THIS NEW TRAINING, AND PROVIDE FEEDBACK TO SAPR TRAINING DEVELOPERS.
A.  NO PERSONALLY IDENTIFIABLE INFORMATION WILL BE COLLECTED, RETAINED, OR TRACKED FOR THESE SURVEYS.  DEMOGRAPHIC INFORMATION WILL BE COLLECTED.
B.  THE PRE-TRAINING SURVEY WILL BE MADE AVAILABLE ONLINE TO THE TARGET POPULATION DURING A 45-DAY PERIOD PRIOR TO THE IMPLEMENTATION OF STEP UP,FROM 11 JUNE 2014 TO 25 JULY 2014.  THE PRE-TRAINING SURVEY IS A ONE-TIME SURVEY AND WILL NOT BE ADMINISTERED AFTER THIS 45-DAY PERIOD.  THE POST-TRAINING SURVEY WILL BE ADMINISTERED THE FOLLOWING YEAR FROM 11 JUNE 2015 TO 25 JULY 2015.
C.  DURING THESE SPECIFIED OPEN PERIODS, THE TRAINING SURVEYS CAN BE ACCESSED USING DEVICES WITH INTERNET-CONNECTIVITY CAPABILITIES, SUCH AS DESKTOPS, LAPTOPS, TABLETS, AND SMARTPHONES.  THE URL TO ACCESS THE PRE-TRAINING AND POST-TRAINING SURVEYS WILL BE DISSEMINATED THROUGH COMMANDERS.
5.  UNIT COMMANDERS, YOUR SUPPORT IS CRITICAL IN ENCOURAGING ALL LANCE CORPORALS AND BELOW TO PARTICIPATE IN THESE SURVEYS.  RESULTS OF DATA COLLECTED FROM THESE SURVEYS WILL HELP DETERMINE WHETHER KNOWLEDGE WAS GAINED AND A CHANGE IN ATTITUDE TOWARD BYSTANDER INTERVENTION HAS BEEN ACHIEVED THROUGH THE TRAINING.
6.  INSTALLATION SEXUAL ASSAULT RESPONSE COORDINATORS (SARCS) ARE REQUIRED TO CONDUCT A TRAIN-THE-TRAINER SESSION FOR STEP UP,FOR ALL UVAS PRIOR TO THEM CONDUCTING THE TRAINING FOR PRIVATES, PRIVATES FIRST CLASS, AND LANCE CORPORALS.
A.  THE TRAIN-THE-TRAINER SESSION WILL INCLUDE A VIEWING OF THE STEP UP TRAIN-THE-TRAINER VIDEO AND THE DISTRIBUTION AND COMPLETE REVIEW OF ALL STEP UP TRAINING MATERIALS, TO INCLUDE THE VIDEO COMPONENT, CURRICULUM, INSTRUCTOR GUIDE, AND THE STEP UP TRAINING GUIDANCE.
B.  UVAS WHO ARE NOT CO-LOCATED WITH A MARINE CORPS INSTALLATION SARC CAN REQUEST THE TRAIN-THE-TRAINER SESSION MATERIALS BY COMPLETING THE STEP UP TRAINER FORM IN THE UVA WORKSPACE ON SHAREPOINT. 
7.  REPORTING ACTIONS: UNITS ARE REQUIRED TO REPORT THE COMPLETION OF STEP UP VIA MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) REPORTING USING THE CODE SE STEP UP (SAPR FOR JUNIOR MARINES).
8.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS ACTIVE AND RESERVE MARINES.
