GENTEXT/REMARKS/1.  ALL CHILDREN YOUTH AND TEEN PROGRAM (CYTP) STAFF MEMBERS ARE REQUIRED TO REPORT ALL SUSPECTED INCIDENTS OF CHILD ABUSE.  THIS MARADMIN PROVIDES PROCEDURAL GUIDANCE FOR CYTP STAFF TO FOLLOW WHEN REPORTING CHILD ABUSE.
2.  PER REF A, CHILD ABUSE IS DEFINED AS THE PHYSICAL, SEXUAL, AND EMOTIONAL ABUSE OR NEGLECT OF A CHILD BY A PARENT, GUARDIAN, FOSTER PARENT OR BY A CAREGIVER, WHETHER THE CAREGIVER IS INTRAFAMILIAL OR EXTRAFAMILIAL, UNDER CIRCUMSTANCES INDICATING THE CHILD'S WELFARE IS HARMED OR THREATENED.  CHILD ABUSE IS CLASSIFIED AS INSTITUTIONAL CHILD ABUSE WHEN THE ALLEGED ABUSE OCCURRED IN A DEPARTMENT OF DEFENSE (DOD) OPERATED OR SANCTIONED ACTIVITY.  OR AS NON-INSTITUTIONAL WHEN THE ALLEGED ABUSE OCCURRED OUTSIDE OF A DOD-OPERATED OR SANCTIONED ACTIVITY.
3.  PER REF B, INSTALLATIONS MUST ESTABLISH AND FOLLOW STANDARD OPERATING PROCEDURES FOR REPORTING CHILD ABUSE.  AT A MINIMUM, ALL INCIDENTS OR SUSPECTED INCIDENTS OF CHILD ABUSE MUST BE REPORTED TO THE INSTALLATION FAP OFFICE.  REPORTING PROCEDURES REMAIN THE SAME REGARDLESS OF WHETHER THE ALLEGED OR SUSPECTED OFFENDER IS A CYTP STAFF MEMBER, PARENT OR OTHER CAREGIVER.
4.  THE FOLLOWING PROCEDURES MUST BE COMPLETED BY CYTP STAFF WHEN A CYTP STAFF MEMBER HAS A REASONABLE BELIEF THAT AN INCIDENT OF CHILD ABUSE OCCURRED:
4A.  IMMEDIATELY NOTIFY THE  INSTALLATION FAP OFFICE TO MAKE AN OFFICIAL REPORT AND INCLUDE FACTUAL DETAILS INCLUDING BUT NOT LIMITED TO THE PARTIES INVOLVED, OBSERVATIONS OF INCIDENT OR INJURY, AND HOW THE INCIDENT CAME TO THE ATTENTION OF CYTP.
4B.  FOR AFTER-HOURS REPORTING OR WHEN FAP IS NOT AVAILABLE, IMMEDIATELY REPORT THE INCIDENT TO THE LOCAL PROVOST MARSHALL OFFICE AND THE APPROPRIATE CIVILIAN CHILD PROTECTIVE SERVICES AGENCY.  ENSURE THAT NOTIFICATION IS RECEIVED BY THE INSTALLATION FAP OFFICE THE NEXT BUSINESS DAY.
4C.  COMPLETE THE UNITED STATES MARINE CORPS CYTP INCIDENT REPORT (IR) (NAVMC 11904)
4D.  FOR ALLEGED OR SUSPECTED INSTITUTIONAL CHILD ABUSE, THE INSTALLTION CYTP OFFICE MUST COMPLETE THE NAVMC 11904; SUBMIT TO HEADQUARTERS MARINE CORPS (HQMC) CYTP WITHIN 24 HOURS AND COMPLETE THE CYTP IR DATA REPORT.
5.  CHILD ABUSE CASES ARE HIGHLY SENSITIVE AND MUST REMAIN CONFIDENTIAL.  EXCEPT AS OTHERWISE REQUIRED, CYTP STAFF WILL NOT DISCUSS THE REPORT AND NOTIFICATION OF CHILD ABUSE WITH ANYONE OTHER THAN THEIR INSTALLATION CHAIN OF COMMAND, HQMC CYTP, FAP REPRESENTATIVES, AND THE INVESTIGATING AUTHORITIES.  ALL INQUIRIES REGARDING THE ALLEGED CHILD ABUSE INCIDENT SHOULD BE REFERRED TO THE INVESTIGATING AUTHORITIES.
6.  IN CASES OF ALLEGED INSTITUTIONAL CHILD ABUSE, THE FULL AND/OR PART-TIME EMPLOYEE SHALL BE ASSIGNED TO DUTIES IN WHICH CONTACT WITH CHILDREN IS NOT POSSIBLE UNTIL THE INVESTIGATION IS COMPLETE.  THE FLEX/INTERMITTENT EMPLOYEE SHALL NOT BE SCHEDULED.
7.  IN CASES OF ALLEGED CHILD ABUSE IN FAMILY CHILD CARE (FCC) HOMES, THE FCC PRIVILEGES SHALL BE SUSPENDED IMMEDIATELY AND THE CHILDREN PLACED IN OTHER AVAILABLE CYTP SPACES UNTIL THE INVESTIGATION IS COMPLETE AND A DETERMINATION TO REOPEN THE HOME IS MADE BY THE INSTALLATION COMMANDER OR DESIGNEE.
8.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
