GENTEXT/REMARKS/1.  AS ANNOUNCED BY REF A, THE FY14 SERGEANT MAJOR THROUGH MASTER SERGEANT SELECTION BOARD WILL CONVENE ON WEDNESDAY, 23 OCTOBER 2013 AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA, FOR A PERIOD OF ABOUT 8 WEEKS TO CONSIDER ALL GUNNERY SERGEANTS, MASTER SERGEANTS, AND FIRST SERGEANTS, FOR SELECTION TO MASTER SERGEANT, FIRST SERGEANT, MASTER GUNNERY SERGEANT, AND SERGEANT MAJOR.
2.  PROFESSIONAL MILITARY EDUCATION (PME).  THE SELECTION GUIDANCE (PRECEPT) FOR BOARD MEMBERS INCLUDES A REMINDER OF THE REQUIREMENT FOR PME.  MARINES ARE ADVISED TO ENSURE THAT COURSE COMPLETION INFORMATION IS INCLUDED IN THEIR OMPF.  ADDITIONALLY, MARINES ARE ENCOURAGED TO REVIEW THEIR MBS TO ENSURE THEIR PME COMPLETION IS REFLECTED.  THE MBS IS A TOOL AND IS NOT CONSIDERED OFFICIAL SOURCE DOCUMENTATION.  AS A REMINDER, MARINES "ELIGIBLE FOR SELECTION" MISSING EVIDENCE OF REQUIRED PME WILL BE BRIEFED AS "NOT FULLY QUALIFIED" FOR SELECTION.  PER REF B, THE PME REQUIREMENTS FOR PROMOTION TO SERGEANT MAJOR THROUGH MASTER SERGEANT ARE AS FOLLOWS:
    A.  FIRST SERGEANT TO SERGEANT MAJOR:  ATTEND FIRST SERGEANTS COURSE AND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR.
    B.  MASTER SERGEANT TO MASTER GUNNERY SERGEANT:  ATTEND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR.
    C.  GUNNERY SERGEANT TO MASTER SERGEANT OR FIRST SERGEANT: COMPLETE BOTH THE NON-RESIDENT ADVANCED COURSE (MCI 7200 OR 8200) AND THE RESIDENT ADVANCED COURSE.
3.  CONSIDERATION FOR SELECTION TO FIRST SERGEANT. ALL GUNNERY SERGEANTS, REGARDLESS OF MOS, WHO MEET THE DATE OF RANK (DOR) AND, IF APPLICABLE, THE ARMED FORCES ACTIVE DUTY BASE DATE (AFADBD) CUTOFF FOR FIRST SERGEANT WILL BE SCREENED FOR FIRST SERGEANT. HOWEVER, ONLY THOSE MARINES WHOSE MOST RECENT FITNESS REPORT HAS AN "F" IN BLOCK 8H WILL BE CONSIDERED.
4.  CONSIDERATION FOR SELECTION TO MASTER SERGEANT. ALL GUNNERY SERGEANTS WHO MEET THE DOR AND AFADBD CUTOFF FOR THEIR MOS WILL BE CONSIDERED FOR SELECTION TO MASTER SERGEANT.
5.  PRIOR SERVICE CONSIDERATION. COMMANDERS OF MARINES WHO ARE CONSIDERED ELIGIBLE BY VIRTUE OF PRIOR SERVICE, PER PARAGRAPH 3202 OF REF C, MUST SUBMIT A REQUEST FOR PRIOR SERVICE CONSIDERATION TO CMC (MMPR-2) NO LATER THAN THE DAY PRIOR TO THE CONVENING DATE OF THE BOARD.  FIGURE 3-4 OF REF C CONTAINS THE FORMAT FOR THE REQUEST. LATE SUBMISSION OF REQUESTS FOR CONSIDERATION BASED ON PRIOR SERVICE WILL BE FILED WITHOUT ACTION.
