Sexual assault is a serious crime that is incompatible with the high standards of professionalism, personal discipline, and moral conduct required of Marines. Sexual assaults have no place in the First Marine Aircraft Wing. Sexual assault degrades individual and unit morale, effectiveness, efficiency, and keeps us from accomplishing our mission. If you know or suspect an incident involving sexual assault has occurred, immediately notify the Provost Marshall's Office (PMO) so that a criminal investigation may begin.
Anyone can be a victim. Statistics show that 1 in 33 American men are victims of sexual assault. Experience also shows that alcohol consumption by either the victim or the perpetrator is a factor in most sexual assaults. Sexual assault is fully defined in Article 120 of the Uniform Code of Military Justice and includes rape, forcible sodomy, indecent assault, and attempts to commit these offenses.
A required component of all sexual activity is consent. Consent is the clearly expressed willingness to participate in sexual activity. Consent is not given when a person uses force, threat of force, coercion, or when the other person is asleep, unconscious or incapacitated due to alcohol, drugs or similar substances. If you are not absolutely sure that you have consent, do not engage in sexual activity. Failure to follow this common sense idea may result in a sexual assault and subject you to prosecution.
Marines and Sailors within 1st MAW share the responsibility for ensuring that sexual assault does not exist within our Corps. I require all Commanders to notify PMO immediately when they know of or suspect an incident involving sexual assault has occurred. Furthermore, when appropriate, I expect Commanders to hold individuals accountable for their actions. In every instance, victims will be treated with dignity and respect. Further, Commanderse will protect their privacy and provide for their safety.
Education, training, and awareness, in conjunction with consistent and coordinated action by all of us, are the keys to sexual assault prevention and response. Uniformed Victim Advocates at the unit level, and civilian Victim Advocates provided through the Marine Corps Family Advocacy Program, are available to assist victims of sexual assault 24 hours a day, 7 days a week. They provide valuable services such as crisis intervention, emotional support, referrals, and information about the legal process.
