Colonel James L Rubino Jr
Colonel James L. Rubino Jr was born in New Brighton, Pennsylvania and entered the USMC reserves through the Delayed Entry Program and graduated from Boot Camp in August 1985 as the platoon honor graduate and promoted to PFC. He was then assigned to Weapons Platoon, Company H, 3d Battalion, 25th Marines in Wheeling, West Virginia as an Anti-tank Assaultman. He became a Marine Corps Officer Candidate via the Platoon Leaders Class program in December 1985 and completed Officer Candidate School in August 1986. In May 1987, he graduated from Waynesburg College with a Bachelors of Science degree in Management Science and was commissioned a Second Lieutenant.
After attending the Basic School and graduating from the Ground Supply Officers Course, he reported to the 2d Marine Division in December 1988 as the Supply Officer for 3d Battalion, 2d Marines. In June 1990, he was reassigned as the Supply Officer for 3d Battalion, 10th Marines where he deployed in support of Operation Desert Shield and Desert Storm from December 1990 to April 1991.
Upon return from Kuwait, he reported for duty as the Station Property Officer, Marine Corps Air Station, Cherry Point, North Carolina and was promoted to Captain in October 1991. During this tour, he earned a Masters of Science in Business Administration from Boston University.
After graduating from the Amphibious Warfare School, Quantico, Virginia in May 1995, he reported to the 31st Marine Expeditionary Unit (MEU), Okinawa, Japan as the Command Element Supply Officer. In January 1997, he was reassigned as the S-4 Officer and was promoted to Major in July 1997.
Upon returning from Okinawa in June of 1998, he attended the USMC Command and Staff College in Quantico, Virginia. After graduating, he was assigned to Headquarters, Defense Logistics Agency (DLA) in Fort Belvoir, Virginia as the Emergency Supply Operations Chief and Logistics Operation Center Watch Officer from July 1999 to June 2002. During his joint tour with DLA, he deployed as the DLA Contingency Support Team Commander to Bosnia from Nov 2000 to May 2001 in support of Operation Joint Forge and also to Kuwait from Dec 2001 to April 2002 in support of Operation Enduring Freedom. He also attended the Armed Forces Staff College from March to June 2000.
In August 2002, he reported to the 2d Force Service Support Group as the G-3 Material Readiness Branch Officer in Charge, was promoted to Lieutenant Colonel in January 2003, and deployed in support of Operation Iraqi Freedom as part of the Marine Logistics Command (MLC) from January to July 2003. During the transition from the Marine Logistics Command to the Special Purpose Marine Air Ground Task Force, Kuwait, he filled the billets of both the MLC Deputy G-3 and the G-3 Operations Officer. Upon his return from Kuwait in July 2005, he was reassigned as the Supply Management Unit, Officer in Charge, 2d Supply Battalion and held that billet until January 2005. From January to June 2005, he deployed in support of Operation Iraqi Freedom 04-06 as the Supply Detachment Commander, Combat Logistics Regiment 25, 2d FSSG Forward.
From July 2005 to July 2007, he served as the Battalion Inspector-Instructor, 4th Supply Battalion, 4th MLG, Marine Forces Reserve. From Aug 2007 to Jun 2008 he attended TLS as the CMC Logistics Fellow at Pennsylvania State University followed by a HQMC tour as the Life Cycle Management Branch Head, Logistics Plans, Policies, and Strategic Mobility Division, Installations and Logistics, Headquarters Marine Corps where he was promoted to Colonel.
Colonel Rubino’s personal decorations include the Bronze Star, Defense Meritorious Service Medal with Oak Leaf Cluster, Meritorious Service Medal with Gold Star, the Navy and Marine Corps Commendation Medal with Gold Star, and the Navy and Marine Corps Achievement Medal.
Colonel Rubino and his wife Melissa have three children, Jimmy (20), Matthew (15), and Hannah (4).
