The mission of the 3d Marine Division is simple; On order, deploy and conduct sustained combat operations and other missions, as directed, in order to fulfill national security objectives. While our most important responsibility may be mission accomplishment, our most valuable assets to carry out the mission are our Marines and Sailors.
Leadership has an obligation to prepare our Marines and Sailors to win our nation’s battles. We will do this by ensuring they are not only trained in basic tactics and their military occupational specialties, but by identifying and eradicating any act that may diminish their ability to perform their mission. Sexual assault is a criminal act that may have such a traumatic affect, rendering a victim combat ineffective, sowing seeds of distrust throughout the unit, and ultimately affecting the entire command.
Sexual assault is defined as intentional sexual contact, characterized by the use of force, physical threat of force or abuse of authority; or when the victim does not or CAN NOT consent. Sexual assault is a criminal act that will not be tolerated within this Division. If a member of this Division is aware of an alleged or actual sexual assault, he/she will report it immediately to PMO or through the chain of command. Commanders will report all alleged or actual sexual assaults directly to law enforcement in order for an investigation to ensue.
There are various factors involved with sexual assaults, however, alcohol use is the most prevalent. A person noticeably under the effects of alcohol is considered incapable of granting consent. If consuming alcohol, do so responsibly and in adherence to policy. Also, take care of one another by ensuring your fellow Marines and Sailors do the same. Do not allow an individual to be victimized as a result of intoxication.
Commanders will create an environment that fosters learning. You will ensure our Marines and Sailors are educated on the Sexual Assault Prevention and Response Program (SAPR) as directed by MCO 1752.5a. At a minimum, Commanders will provide annual, newcomer’s orientation, and pre/post deployment SAPR training. In addition, Commanders will select at least (2) Uniform Victim Advocates (UVAs) within the battalion/regiment per the UVA checklist guidelines provided in MCO 1752.5a. Ensure the UVAs are provided a duty cell phone and known to the members of the command.
If one becomes a victim of a sexual assault, there are confidential services available from: Sexual Assault Response Coordinators, UVAs, Victim Advocates, Chaplains, Family Service Counselors, and Health Care Providers. One may also report it directly to PMO, or through the chain of command. Victims will be treated with sensitivity, dignity and respect, and will receive the appropriate medical, emotional, psychological, and social services needed. All efforts will be made to ensure the victim’s safety and to hold the offender accountable.
