First Sergeant Mullins was born in Baltimore and grew up in and around the Washington D.C. metropolitan area. After graduating high school he worked as an electrician.

In December 1990 he joined the Marine Corps and was sent to boot camp assigned to 2nd Battalion, Golf Company at Parris Island, South Carolina. After graduation he was assigned to Marine Combat Training School of Infantry, Camp Lejeune, North Carolina. Upon completion of MCT he was ordered to Redstone Arsenal, Huntsville Alabama for training in basic ammunition storage. After completion of the ammunition technician basic course now a Private First Class he received orders to 2nd Force Service Support Group (FSSG), 2nd Supply Battalion, Ammunition Company, Camp Lejuene N.C for duty as an ammo tech. In January 1992 he was meritoriously promoted to Lance Corporal was reassigned to augment Romeo Battery, BLT 2/4, 24th Marine Expeditionary Unit. In January 1994 now meritoriously promoted to Corporal was assigned to 3rd FSSG and deployed with the 31st MEU for several deployments throughout Asia and the Pacific. In February of 1999 he was assigned to Stone Bays Rifle Range where he served as range coach, Line NCO, and tower NCO. The same year he was the recipient of the SgtMaj. Edger R. Huff leadership award and was subsequently meritoriously promoted to Sergeant.

In March 1996 Sgt Mullins received order to Marine Corps Base Camp Fuji, Japan as Headquarter Platoon Sergeant and the Battalion S‐4 . While there he competed in the 3rd Marines Division super squad competition as a squad leader and the Camp Fuji relay marathon as the team leader. In March of 1997 Sgt Mullins was ordered to Drill Instructor School Marine Corps Recruit Depot, San Diego, California. After graduation he was assigned to Company M, 3rd Battalion as a Drill Instructor. He served as a Drill Instructor, Senior Drill Instructor for a total of 11 cycles before being selected to Staff Sergeant.

In December 2000 now SSgt Mullins received orders to 3rd Marine Logistic Group, Ordnance Maintenance Company Okinawa Japan. While there he served as the Company GySgt before being assigned to the 31st MEU. In June 2003 he received order to AMOI duty Annapolis Naval Academy but by September stop loss/ stop move force him to 3rd Battalion 11th Marines and deployed with the Battalion to OIF‐2.

In January 2005 GySgt Mullins received orders to MCRD San Diego for duty. He served as a Senior Drill Instructor and Chief Drill instructor with 3rd Battalion, Company I. Then he served as the Regimental Drill Master until he was promoted to his current rank of First Sergeant on February 2008. 1stSgt received orders to 3rd Battalion, 1st Marines as the Company 1stSgt and has deployed on the 31st MEU on the unit deployment program and to Helmand Province, Afghanistan for Operation Enduring Freedom.

He received orders to Okinawa, Japan and reported in April 2011 to Combat Assault Battalion, 3d Marine Division were he currently serves as the Battalion Sergeant Major.

1stSgt Mullins decoration include the Navy/Marine Corps Commendation Medal, Navy/Marine Corps Achievement Metal with 3 gold stars in lieu of 4th award and the Combat action ribbon with gold star in lieu of second award.
