Master Gunnery Sergeant DeRouen is the Legal Services Chief of the Marine Corps and the Senior Enlisted Advisor to the Staff Judge Advocate to the Commandant of the Marine Corps.
Master Gunnery Sergeant DeRouen was raised in Slidell, Louisiana and received his AS in management from Park University in 2006. He is currently pursuing his BS in accounting and management with Park University.
Master Gunnery Sergeant DeRouen enlisted in the U.S. Marine Corps Reserve in June 1988. After completing Recruit Training and earning the distinction of the Charlie Company Honor Graduate at MCRD San Diego, California, he reported to 3d Battalion, 23d Marine Regiment, 4th Marine Division, New Orleans, Louisiana for duty. In June 1989, he augmented on active duty and reported to Detachment A, 1st FSSG, Twenty-nine Palms, California as a Unit Diary Clerk. He was meritoriously promoted to Corporal in June 1990 and deployed to Saudi Arabia in support of Operations Desert Shield/Storm in January 1991.
In June 1992, Master Gunnery Sergeant DeRouen was assigned to MCLB Albany, Georgia as Unit Diary Chief and promoted to Sergeant in October 1993. In January 1994 he was assigned to I&I Staff, 4th Assault Amphibian Battalion, Tampa, Florida as the Unit Diary Chief. After 18 months, he was selected to lateral move into the legal services military occupational specialty and transferred to HQMC, Washington, D.C. for stenographer training in Springfield, Virginia.
In January 1998, Master Gunnery Sergeant DeRouen reported to H&S Battalion, 2d FSSG, Camp Lejeune, NC for duty as a court reporter. He was selected to develop the Legal Services Specialist Scopist Course in October 1998 and also instructed the first two courses at MCCSSS, Camp Johnson, North Carolina. After completion of instructor duty, he was promoted to Staff Sergeant in October 1999. He attended the Staff NCO Career Course in October 2000 and graduated as the honor graduate.
In January 2001, Master Gunnery Sergeant DeRouen was assigned to H&S Battalion, 3d FSSG, Okinawa, Japan as a court reporter. After a one-year unaccompanied tour in December 2001, he was assigned to H&S Battalion, MCRD, Parris Island, South Carolina as the regional court reporter chief and promoted to Gunnery Sergeant in February 2002. He attended the Advanced Course in April 2003 and graduated as the honor graduate.
In 2003 Master Gunnery Sergeant DeRouen was selected to lead the court reporting team for the Military Commissions in Guantanamo Bay, Cuba. His team identified and installed the equipment necessary to successfully capture and transcribe the first Military Commissions since World War II.
In June 2006, Master Gunnery Sergeant DeRouen was assigned to the Office of the Staff Judge Advocate, Marine Forces Reserve, New Orleans, Louisiana as the Court Reporter Chief. He was promoted to Master Sergeant in January 2008 and selected as the Senior Enlisted Marine Instructor and Advisor for Naval Justice School, Newport, Rhode Island in March 2008.
His personal decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (3 Awards), Joint Service Achievement Medal, and the Navy and Marine Corps Achievement Medal (3 Awards).
Master Gunnery Sergeant DeRouen is married to the former Debora Boudreaux of Slidell, Louisiana. They have two children, Sara Grace and Scott, Jr.
