Mr. Clifton is currently assigned as the Deputy Director of the Marine Corps Facilities Division and Deputy Commander, Marine Corps Installations Command.

From May 2010 till June 2011, Mr. Clifton served in NATO Training Command, Afghanistan as the Chief Advisor for Ministerial Development to the Ministry of Interior, Kabul, Afghanistan.

From 2004 to 2010, Mr. Clifton served as the Director of the Marine Corps Business Enterprise Office (MCBEO). The MCBEO is charged to coordinate performance improvement necessary to support war fighting excellence – while optimizing Marine Corps financial resources.

Mr. Clifton was appointed to the Senior Executive Service on 6 February 2004.

From 2002-2004, Mr. Clifton served as the Director, Installation Reform Division, HQMC and led efforts to improve performance, process, and cost management at 22 USMC installations worldwide.

From 1998-2002, Colonel Clifton established and implemented the USMC A-76 Program and the Marine Corps Activity Based Cost Management System. He received the 2004 International Bonsack Award for his work in Cost Management.

From 1995-1998, Colonel Clifton served as G-8, Marine Forces Pacific, where he was responsible for resource management of operating forces (ground and aviation) and installations in the Pacific region.

Mr. Clifton has served the Marine Corps for 39 years, including 29 years active duty, retiring as a Colonel of Marines. Active duty assignments included: artillery officer, maintenance management officer, coordinator of USMC matters with Congressional Appropriations Committees, coordinator of the DoD Program review process in the Office of Program Analysis and Evaluation, battalion commander, installation commander, and Comptroller.

Mr. Clifton graduated with a bachelor's degree in English from the Citadel and holds a master’s degree in human resources management from Pepperdine University, a master’s of business administration from the University of New Orleans, and a master’s of science in national security resource management from the Industrial College of the Armed Forces.
