MARADMIN 589/05

  • Homeland Defense.  The military’s role of defending the U.S. and its territories
  • DSCA/Civil Support.  DoD support to another agency in the execution of its mission (FEMA)
  • Our Service position is that the Marine Corps defends the homeland by operating from forward deployed locations.
  • When directed by the President or SecDef, the Marine Corps responds as a Total Force using expeditionary capabilities to rapidly respond to a threat in the homeland, whether the threat is from nature (hurricane) or from terrorists.
  • The Marine Corps does not program, budget or resource specifically for DSCA missions.
  • When directed to support a DSCA mission the Marine Corps responds IAW the Strategy for HD and CS by providing a dual-capable force in support of civil authorities.   Dual-capable refers to using warfighting capability for civil support – for example a CH-46 is a warfighting capability that carries Marines, beans and bullets that can also be used to support a FEMA effort by carrying refugees, water and MREs.
