- All USFJ personnel assigned to MCAS Iwakuni must register privately owned vehicles and weapons with the Pass and Registration Office (Bldg. 608).
- In accordance with current guidance, accompanied personnel are limited to two passenger vehicles and one motorcycle where as unaccompanied are limited to one passenger vehicle and one motorcycle.
- Personnel may register bicycles and authorized weapons with the Pass and Registration Office.
- All personnel must de-register all vehicles and weapons prior to Permanent Change of Station.
- When purchasing a vehicle from another SOFA status person you will need secondary insurance on the vehicle being purchased and a valid SOFA license. The current owner must provide a title, current JCI, current Road Tax, and Recycling Fee Receipt. (Orders or Area Clearance must be provided when purchasing a second vehicle and spouses must have Power of Attorney.)
- All vehicles must be sold prior to a PCS move. Vehicles not sold must be junked or sold on the owner’s behalf with a power of attorney. See the Pass and Registration Office for specific regulations prior to seeking a power of attorney.
- To obtain a SOFA Drivers License personnel must:
- Attend the Welcome Aboard Brief (Mondays, 8 a.m. - 4:30 p.m., Club Iwakuni)
- Take the local driver’s safety course (Wednesday & Friday, 8:30 a.m. - 12:30 p.m., Bldg. 411, room 123)
- Provide SOFA license test certificate
- Present a valid DoD ID card
- Present a copy of orders or area clearance
- Present a valid stateside, international or approved foreign license.
- All E-5’s and below must have a letter from their respective unit CO authorizing licensing for vehicles. Unaccompanied E-5’s and below must meet the minimum time on station requirements before they can apply for a license.
- Personnel under 26 year of age on active duty must complete the driver’s improvement course on MarineNet or attend the course locally at the Base Safety Office (bldg 130).

- SNCO’s and Officers have no restriction.
- Only 1 E-5 and below will be permitted a license
- All personnel seeking to ride a motorcycle must have attended the Basic Riders Course.
- The Experienced Riders Course or the Sport Bike Course must be completed within 120 days of the Basic Riders course.
- A separate authorization letter is needed for individuals, E-5 and below, who desire to obtain a motorcycle endorsement.

If you have received a traffic citation, report to the Pass and Registration Office to either:
- Plead guilty and accept the traffic points.
- Receive a traffic court date.
