The Purchase Request must focus on clearly expressing the requirements and getting realistic guarantees of the buyer’s satisfaction. The buyer must—
- Decide what products and services to procure from others, describe those requirements unambiguously, and estimate cost and schedule requirements
- Identify the sources and nature of uncertainties about quality, cost and schedule
- Define and assess the consequences of seller failure to achieve performance objectives
Procurement Planning
- Identifying and define your needs that can be best met by procuring products or services outside the Department of Defense. Determining what to buy, how to buy, how much to buy and when to buy.
- Then, prepare the documents to purchase your requirement.
