GENTEXT/REMARKS/1.  Purpose.  Effective upon publication, this
MARADMIN authorizes Marines in the ranks of staff sergeant to gunnery
sergeant in the Reserve component to apply for a lateral move and/or
accession to Prior Service Career Recruiter (PMOS 8422) on the Active
Reserve (AR) Program in accordance with the references.  Prior
Service Career Recruiter is currently categorized as a high demand,
low density Military Occupational Skill (MOS) and is expected to be
in higher demand during the coming years.  Approvals are on a first
come, first served basis for all allocations and are dependent on
needs of the AR Program.  
2.  Criteria Requirements:
2.a.  AR staff sergeant to gunnery sergeant presently serving in a
Prior Service Recruiting (PSR) billet (BMOS 8421 or BMOS 8422).
2.b.  AR staff sergeant or gunnery sergeant requesting to return to
PSR after less than a 24-month break from a recruiting tour.    
2.c.  A reserve staff sergeant or gunnery sergeant Other Than AR
(OTAR) presently, or previously, serving as a PSR may request a
direct hire accession to the AR Program with an Intended MOS (IMOS)
 of 8422A.  
3.  Eligibility Requirements:
3.a.  Must meet the current training requirements prescribed by
Marine Corps Recruiting Command (MCRC), PSR.
3.b.  Staff Non-Commissioned Officers (SNCO) must be able to complete
36 months of service upon approval prior to reaching prescribed
Enlisted Career Force Controls (ECFC) per references (b) and (c).  AR
Marines with 17 years of active service will be considered on a
case-by-case basis.  Reserve Marines OTAR with 16 years of
accumulated active service will not be considered.
3.c.  Must not have a punitive reduction to current grade.
3.d.  Must not have adverse material while on recruiting duty or
after a recruiting tour.   
3.e.  Must have completed the non-resident Professional Military
Education (PME) requirement for current grade.
3.f.  AR gunnery sergeants must not exceed two years Time in Grade
(TIG) at time of application. 
3.g.  AR staff sergeants that failed selection to the next grade are
eligible; however, lateral move must be approved prior to a
subsequent AR SNCO selection board.  AR Marines, any rank, that have
twice failed selection to the next grade are not eligible.  
3.h.  AR Sergeants selected to the rank of staff sergeant are
eligible. 
3.i.  Additional requirements for Reserve Marines OTAR: 
3.i.1.  All Marines must meet the minimum service requirements for
current grade upon AR accession date.
3.i.2.  Gunnery sergeants selected for promotion to the next rank, in
any category, are not eligible.
3.i.3.  Gunnery sergeants will have their date of rank (DOR) adjusted
in accordance with references (b) and (c).
3.i.4.  Staff sergeants will have their DOR adjusted to the date of
AR accession in accordance with references (b) and (c).
3.i.5.  Sergeants and staff sergeants selected for promotion to the
next higher grade, in any category, will not carry this selection
over to the AR program.  Promotion to the next higher grade must be
prior to the approved date of AR accession.
4.  Administrative Guidance.
4.a.  All eligible Marines may submit a request for lateral move with
endorsements recommending approval from MCRC.
4.b.  Reserve Marines OTAR who meet the qualification standards in
ref (i) will submit required accession documents.
4.c.  Applicants will indicate their desired Prior Service Recruiting
Sub-Station (PSRSS) for initial assignment.  MCRC G3 PSR will
coordinate with Reserve Affairs Manpower Management (RAM) regarding
initial PSRSS assignment.
4.d.  Applicants will be registered to attend Career Recruiter Course
(CRC) (CID: C07M4S2) with RRELM approval.  MCRC G3 PSR may require
date adjustment based on PSR throughput.
4.e.  Incentive Statement of Understanding (SOU), if available at
time of application, will be included with the application.
Prescribed incentives will be published via a separate message.  The
following will not qualify for a monetary incentive and will not 
qualify upon completion of CRC, no waivers will be authorized:
4.e.1.  AR staff sergeant that failed selection to the next higher
grade in the AR program.
4.e.2.  AR gunnery sergeant with greater than 12 months TIG at time
of submission to RA.
4.f.  Time on station waivers for permanent change of station (PCS),
may be requested by MCRC PSR with lateral move submission, as
required.
4.g.  Upon 8422 lateral move approval, the following is prescribed:
4.g.1.  The Marine will fill a valid 8422 Billet Identification Code
(BIC) determined by MCRC PSR and RAM.  
4.g.2.  Permanent Change of Station (PCS) orders will be issued as
required from RAM.  
4.h.  Gunnery sergeants will be assigned the PMOS of 8422 by RAM-1
with an effective date identified on the RRELM approval.
4.i.  Staff sergeants, and staff sergeant selects, will maintain
their previous PMOS until promoted to the rank of gunnery sergeant.  
4.i.1.  RAM-1 will report the IMOS of 8422A.
4.i.2.  Marines will be screened for promotion using the IMOS 8422A. 
Promotion is subject to reenlistment, and TIG/TIS eligibility per
references (e) and (f).
4.i.3  PME resident requirement.  In accordance with references (g)
and (h), a staff sergeant currently serving as a PSR will remain
exempt from the resident PME requirement for a period of 365 days
from the effective date of 8422 lateral move.  
5.  Supplemental guidance will be published in the Total
Force Retention System as required.  
6.  This MARADMIN is applicable to the Marine Corps Reserves.
7.  This MARADMIN cancels MARADMIN 232/24.
8.  This MARADMIN will remain in effect until canceled.
