REMARKS/1.  Per the references, the purpose of this MARADMIN is to solicit applicants for the FY18-01 MASS Panel.  The MASS Panel is conducted semi-annually to screen and slate qualified applicants to fill Acquisition Command and Command Equivalent Key Leadership Positions (KLPs) and Critical Acquisition Positions (CAPs).  KLPs are senior acquisition positions that require speial ASN(RDA) attention with regard to qualifications and accountability.  CAPs are senior acquisition positions with significant responsibility, primarily involving supervisory or management duties, in acquisition systems.  The MASS Panel implements processes identified in the references and complies with all statutory and regulatory requirements.  The DON Director, Acquisition Career Management (DACM) provides oversight into the process.
2.  The following Command Equivalent KLP is open to qualified Department of the Navy (DON) O6 or O6(S) Marine Acquisition Officers- Ground (PMOS 8061) and Civilian Acquisition Personnel who must qualify at the senior NH-IV/GS-15 or equivalent pay band as a lateral reassignment. 3.  The following two (2) CAPs are only open to Qualified Marine Acquisition Officer- Ground (MOS 8061) Col or Col Select(O6 or O6(S))(read in one column):  Program Manager (PM) Training Systems (TRASYS), MARCORSYSCOM, Orlando, FL Command Equivalent(Summer 18)Director Joint Non-Lethal Weapons Directorate, Quantico, VA (May 18)
4.  The following CAP Commanding Officer (CO) billet is only open to qualified Marine Acquisition Officer-Aviation (MOS 8059) LtCol or LtCol Select (O5 or O5(S)) (read in one column):  CO / Chief Test Pilot (CO / CTP) Air Test and Evaluation Squadron THREE ONE (VX-31), China Lake, CA (Dec 18)
5.  The following CAP Command Equivalent billet is only open to qualified Marine Acquisition Officer-Ground LtCol or LtCol Select (O5 or O5(S)) (read in one column):  Program Manager, Family of Special Operations Vehicles (PM FOSOV), Special Operation Forces Acquisition Technology and Logistics(SOF(ATL)) Tampa, FL (Summer 18)
6.  The following PM billet is open to all qualified NH-IVs within MARCORSYSCOM / PEOs as a lateral reassignment (read in one column):  PM Ammunition, Portfolio Manager Logistics Combat Element Systems(LCES), Stafford, VA (Summer 18)
7.  The following one (1) CAP PdM billet is open to all qualified Marine Acquisition Officer-Ground (MOS 8061) LtCol or LtCol Select(O5 or O5S)and all qualified civilian applicants at both the NH-III and NH-IV pay band level within MARCORSYSCOM/PEOs.  Selection of an NH-III employee will result in a promotion opportunity and selection of an NH-IV employee will result in a lateral reassignment with no salary increase (read in once column):  PdM Logistics Information Systems, PM GCSS-MC, Albany, GA (Aug 18)
8.  The following one (1) CAP Team Lead (TL) billet is only open to qualified Marine Acquisition Officer-Ground (MOS 8061) LtCol or LtCol Select (O5 or O5(S)) (read in once column):  TL Weapons, PM Infantry Weapons, Portfolio Manager (PfM) Ground Combat Element Systems (GCES), Quantico, VA (Summer 18)
9.  The following four (4) CAP TL billets are open to all qualified Marine Acquisition Officer-Ground (MOS 8061) LtCol or LtCol Select (O5 or O5(S)) and all qualified civilian applicants at both the NH-III and NH-IV pay band level within MARCORSYSCOM/PEOs.  Selection of an NH-III employee will result in a promotion opportunity and selection of an NH-IV employee will result in a lateral reassignment with no salary increase (read in once column):  TL Range Training Systems (RTS), PM TRASYS, Orlando, FL (Summer 18)TL Collective Training Systems (CTS), PM TRASYS, Orlando, FL(Summer 18)TL Manpower, PM Applications, PfM Supporting Establishment Systems(SES), Stafford, VA(summer 18)TL Enterprise Technology Refresh Procurement (ETRP), PM Customer Support and Strategic Sourcing (CSandSS), PfM SES, Stafford, VA(Summer 18)
10.  Additional billet vacancies (KLP and/or CAP) within the PEOs or MARCORSYSCOM may occur prior to FY18-02 MASS Panel.  Out of cycle vacancies will be advertised via official solicitation.
11.  Applications are due NLT 2359 on 01 Mar 2018.  Qualified DON military and civilian personnel may obtain official solicitation from the message POC.
12.  MARCORSYSCOM, as the Executive Agent for Acquisition Training and Education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the panel.
13.  This MARADMIN is not applicable to the Marine Corps Reserve.
