GENTEXT/REMARKS/1.  Purpose.  This message announces the commencement of the Active Reserve (AR) Enlisted Continuation Board.  The purpose of the continuation board is to retain highly qualified Marines, standardize promotion flow points across all military occupational specialties (MOS), and maintain career progression opportunities for AR Marines.
    a.  Post promotion board information and guidance.  Upon release of the applicable AR Staff Non-Commissioned Officers (SNCO) promotion board results, all AR SNCOs who have been passed twice or more for promotion and have less than 18 years of active service will be considered for continued service on the AR Program.  Marines with multiple passes who were previously approved via a continuation board to be retained on the AR Program up to the end of their current contract will also be screened for continued service.  Upon release of the promotion board results, AR SNCOs passed twice or more for promotion are directed to enroll and complete transition readiness requirements.  Chapter 3, paragraph 18 of reference (b) applies to sergeants who have been passed twice for promotion.
    b.  Post continuation board process.  Marines selected for continuation will be published via Marine Administrative Message (MARADMIN).  Reserve Affairs (RA) will adjust the End of Active Service (EAS) of AR Marines who are not selected for continuation to 1 November of the same calendar year and will be assigned a Draw Case Code (DCC) of BP, “AR CONTINUATION BOARD RELEASED”.  Marines selected to be retained will be assigned or maintain the DCC of BT “TWICE PASSED OVER FOR PROMOTION (AR)” and will be eligible for future promotion opportunities.  Marines approved for continuation and not selected for promotion will be screened each year on the continuation board to determine eligibility of further service on the AR Program.
    c.  Involuntary separations pay process.  Per reference (d), AR Marines who meet the criteria for involuntary separations pay will submit a reserve retention request via the unit Career Planner by utilizing the Total Force Retention System (TFRS).  The reserve retention request will include the completed involuntary separations pay checklist and applicable documents in accordance with the Reserve Reenlistment, Extension and Lateral Move (RELM) processing and submission guidelines TFRS message.  Career Planners will utilize the involuntary separations pay checklist that is located within the TFRS Reserve Form section.  Per reference (a), paragraph 3.1.a. (5), Marines approved for involuntary separations pay will sign the mandatory disclosure statement by completing a page 11 entry. The command will enter the page 11 into the Marine's Official Military Personnel File (OMPF) and include a copy within TFRS prior to archiving the RELM.
    d.  Continuation in the Reserve Component.  Per reference (a), contractual time in the Reserve Component does not guarantee continued service in the AR Program.  Any determinations for continuation in the AR Program are based on the current needs of the AR program. A transfer from the AR to a drilling status in the Selected Reserve or the Individual Ready Reserve (IRR) is not a discharge from the Marine Corps Reserve and is non-punitive.  Marines who are not approved for continuation are encouraged to continue participating in the Reserve component to include mobilizations in support of valid Marine Corps requirements.  Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA) and IRR promotion opportunities may be available based on the needs and annual requirements of the Marine's primary military occupational specialty.
2.  Reserve Applicability.  This MARADMIN is only applicable to the Reserve Component.
3.  This MARADMIN cancels on 30 September 2019.
