GENTEXT/REMARKS/1.  This MARADMIN provides policy requiring acceptance of non-DOD federal PIV credentials from non-dod federal personnel in lieu of a DOD CAC.  Marine Corps will accept other federal PIV credentials for logical and physical access to the maximum possible extent for non-DOD federal personnel.
2.  Background.  Ref (a) outlines implementation of HSPD-12 requiring federal departments to issue ID cards to a minimum standard of PIV with the ability to be used interoperable for physical and logical access.  The DOD PIV is called the CAC and is implemented and managed IAW ref (b).  Both refs (b) and (c) have been released to move towards interoperable acceptance of other federal PIV credentials and associated PKI certificates within the DOD.
3.  Logical Access
3.a. Non-DOD federal personnel working with the Marine Corps and requiring MCEN-N account access will use the PKI certificates encoded to the federal PIV ID for user authentication.
3.b. All requirements of requesting an account, to include training, documentation, and background investigation apply.  The personal ID number and Federal Agency Smart Credential Number (FASC-N) will be used in lieu of the DOD ID number for active directory provisioning.
3.c. The supporting MITSC will submit a remedy work order to MCCOG PKI if an associated federal PKI direct trust is required.
4.  Physical Access.  Policy governing physical access is the purview of PP&O PS and is outlined in ref (d).  Questions for physical security policy should be directed to that office directly.
5.  Alternatives
5.a. If unable to establish direct trust for using other federal PIV PKI, the non-dod personnel are eligible to be issued an alttoken once the MCEN-N account is provisioned.
5.b. In instances when other federal PIV ID is not accepted for physical access, the non-DOD personnel are eligible for locally issued credential per ref (d).
5.c. In cases when other federal PIV ID and alternative logical and physical access tokens do not meet the requirements for access, the command may submit a request documenting the requirement and gaps to obtain DOD level approval for sponsorship of a CAC, per ref (b).  The request template may be found at https://eis.usmc.mil/sites/c4/cy1/.  Completed forms should be emailed to hqmc_c4cy_idmgt@usmc.mil.
5.d. Only pre-approved personnel are authorized for a Marine Corps sponsored CAC.  Unapproved personnel shall have their DOD PKI certificates revoked and CAC retrieved immediately upon notification of non-compliance.
6.  This policy is applicable until superseded by incorporation into ECSM 013 PKI.
