GENTEXT/REMARKS/1. The Deputy Commandant for Manpower and Reserve Affairs takes pleasure in congratulating the following individuals and unit who were selected as recipients of the 2018 Manpower, Personnel, and Administration annual awards in the categories indicated.
1.A. The recipient of the Marine of the Year award is Lance Corporal Ashley Martinez, Expeditionary Operations Training Group, II Marine Expeditionary Force Information Group, II Marine Expeditionary Force.
1.B. The recipient of the Noncommissioned Officer of the Year award is Sergeant Alejandra Ovelar, Marine Air-Ground Task Force Training Command/ Marine Corps Air-Ground Combat Center, Twenty-nine Palms, California (her nomination was submitted for service in operational support of Marine Corps Forces Central Command).
1.C. The recipient of the Staff Noncommissioned Officer of the Year is Gunnery Sergeant Oscar Orellana, Combat Logistics Battalion-4, Combat Logistics Regiment-3, 3d Marine Logistics Group, III Marine Expeditionary Force, Marine Forces Pacific Command.
1.D. The recipient of the Personnel Officer of the Year award is Chief Warrant Officer-3 Duran Sword, Headquarters and Service Battalion, Marine Corps Forces Command.
1.E. The recipient of the Manpower Officer of the Year award is First Lieutenant Michael Gannon, 2d Battalion, 7th Marines, 1st Marine Division, I Marine Expeditionary Force, Marine Forces Pacific Command.
1.F. The recipient of the Civilian Marine of the Year award is Mr. Danny Bagwell, Wounded Warrior Regiment, Manpower and Reserve Affairs.
1.G. The recipient of the Personnel Administration Center (PAC) of the Year (unit award) is Marine Corps Air Station Cherry Point, Marine Corps Installations-East, Marine Corps Installations Command.
2. Awards Ceremony. The MCMPAAP awards ceremony will take place at Harry Lee Hall aboard Marine Corps Base Quantico (MCBQ) on the morning of Wednesday, 08 May 2019.
2.A. The MCMPAAP award ceremony will coincide with the annual Manpower and Personnel Administration (MPA) Symposium, a week-long forum for identifying and validating MPA capabilities, issues, and priorities. Taking place from 6-10 May, the Symposium will focus upon developing a holistic strategy to effectively modernize, operationalize and professionalize the MPA occupational field. The theme of this year’s symposium is: “Supporting Future Force 2030: How Manpower and Personnel Administration can Modernize, Operationalize and Professionalize to Increase Lethality and Readiness.” Further details regarding the MPA Symposium will be announced in a forthcoming MARADMIN.
2.A.1. In addition to the award ceremony MCMPAAP recipients are requested to participate in a moderated focus panel the afternoon of Tuesday, 9 May. The panel, comprised of MCMPAAP recipients and PAC representatives, will provide the Symposium with “Thoughts from the Fleet,” a discussion of critical tactical-level manpower issues and prospective means to improve current MPA polices and processes.
3. Funding. Parent commands/organization are responsible for coordinating and funding the travel (e.g. tickets, expenses, etc.) of the selected Marines and other personnel representing their command for participation in the award ceremony. If interested, Marines and other personnel representing their command should reserve rooms at The Crossroads Inn aboard MCB Quantico. The Crossroads Inn has blocked off rooms for MCMPAAP recipients and can be contacted at 703-630-4444 or by email at Reservations@crossroadsinnquantico.com.
4. Uniform requirements are as follows.
4.A. Sunday 5 May, Inbound travel date. Appropriate civilian attire.
4.B. Monday 6 May – Tuesday 7 May, MPA Symposium. The uniform of the day is Marine MARPAT for Marines and civilian casual for civilian Marines.
4.C. Wednesday, 08 May, MCMPAAP Awards Ceremony. Marines receiving awards and those assisting in execution of the ceremony will wear the Service “C” uniform. The uniform for Civilian Marines and designated personnel representing their commands will be business formal.
5. Request commands notify POC via e-mail or phone no later than 5 April 2019 to confirm the attendance/non-attendance of individual award recipients and designated unit representatives. Award recipients or command representatives unable to attend will be asked to provide a mailing address for plaque shipment.
6. Commands are encouraged to appropriately recognize the award winners for their extraordinary accomplishments through separate ceremonies.
7. Congratulations to those selected and all who were nominated. Your noteworthy performance and administrative support for fellow Marines, civilian Marines, and their dependents is commendable and has directly and positively impacted the Marine Corps.
