GENTEXT/REMARKS/1. This message announces publication of MCO 3302.1F Marine Corps Antiterrorism Program (AT).  This policy provides guidance and aligns organizational roles and responsibilities within the Marine Corps for operations supporting Antiterrorism Program activities.
2.  This order significantly improves AT Program guidance and supports operational and tactical level decisions and provides comprehensive guidance for unit Antiterrorism Officers (ATO) to effectively execute the commands ability to detect, deter, counter, neutralize, and defeat the pre-attack planning cycle.
3. This order establishes a standard Special Event Antiterrorism Planning process to counter on-going Techniques, Tactics and Procedures (TTPs) used to expose soft targets and synchronizes and standardizes AT risk management, planning, training and exercises, resource application, and comprehensive program reviews.
4. HQMC Security Division (PPO PS) is the lead action office for AT policy.  Coordination meetings for identified stakeholders to discuss impacts and relationships for AT will be announced via separate correspondence. Agencies and commands desiring additional information are encouraged to contact (PP AND O PS) directly.
6. Copies of the AT Program policy can be requested through the Marine Corps Public Electronic Library or the POC’s listed in this message.
