GENTEXT/REMARKS/1.  This message summarizes updates for the Defense Readiness Reporting System-Marine Corps (DRRS-MC) scheduled for 23 May 2019. 
2.  DRRS-MC updates will include:
2.a. Improved Higher Headquarters (HHG) supervision.
2.b. Core and task organized structure display and printing.
3. Improved Higher Headquarters (HHG) supervision.
3.a. Background.  Ref A, chapter 1, paragraph 11, page 1-5, sets The requirement for HHQ verification of subordinate units’ reports within five days of submission and upon discovering computation or administrative errors to direct the subordinate unit to submit a corrected report within 24 hours. A paper record of the verification is to be maintained by the HHQ for 12 months. During the November 2017 Ground Combat Element Conference, the Division Commanders expressed a desire to improve supervision of subordinate unit readiness reports. They requested a function in DRRS-MC similar to the Automated Performance Evaluation System (APES), where a reviewing officer can return a fitness report, which contains administrative errors.
3.b. This change will notify the next HHQ Commanding Officer (CO), authorized agent, and point of contact (POC) via an e-mail from DRRS-MC that a subordinate unit has submitted a report for review.  The HHQ command, once it completes its review, will then either forward the unit’s report in DRRS-MC or return the report to the subordinate unit with a comment indicating the error.
3.c. The subordinate unit’s CO, authorized agent, and POC will be notified via e-mail from DRRS-MC that the unit’s report was returned for correction and resubmission.
3.d.  This system update will increase supervision, but will not cause reports to be submitted beyond the required 35 day timeline.  Reports at the 35 day mark will be automatically sent to DoD regardless of the review or return status. Late reports will be sent automatically to DoD, bypassing HHQ review.
3.e. DRRS-MC will display the status of the subordinate unit’s report in this manner:
3.e.1. ”In progress” for reports created but not submitted.
3.e.2. ”In review” for reports submitted for verification to the HHQ.  The report will remain in this status for five days or the 35 day limit, whichever comes first.
3.e.3. ”Returned” for reports returned to the unit for correction.  The report will remain in this status until re-submitted or the 35 day limit.
3.e.4. ”Submitted/reviewed” for reports verified by the HHQ or a corrected submission made by the subordinate unit.
3.e.5. ”Submitted/not reviewed” for reports submitted for verification but not reviewed within five days.
3.e.6. ”Submitted/not corrected” for reports returned for correction, but were not corrected within the 35 day time limit.
3.e.7. ”Submitted/under five” for reports submitted without five days for the HHQ to verify before the 35 day limit.  The system will allow review up to the 35 day limit.
3.e.8. ”Submitted/late” for reports submitted outside the 35 day time limit.
3.f. Once 12 months of data is captured in DRRS-MC, the HHQ requirement to retain 12 months of verification records will be cancelled.
4. Core and task organized structure display and printing.
4.a. This change allows users to display, export, and print out customized graphical unit readiness information from the core and task organized structure tabs within DRRS-MC.  
4.b. Users will have the ability to select individual units, communities, type units, and/or unit levels (e.g. Battalions, Squadrons, Regiments) to be displayed and printed. Unit information can be displayed hierarchically (e.g. Division – regiment – Battalion), by level (e.g. all regiments only), or displayed by structure organization (e.g., 1st Marine Division Battalions grouped together), or displayed by community regardless of organizational Structure (e.g. all VMM Squadrons).
4.c. The display has the option to select all or some of the items for export to PowerPoint for formatting or printing.
5.  DRRS-MC will be updated on Thursday, 23 May from 1800 to approximately 2200 Eastern Standard Time (EST).  Users will not be able to access DRRS-MC while the system is updating.  In-progress reports will not be effected by this update.
6.  Way ahead. The May updates to DRRS-MC are part of an enduring effort to improve the breadth, reliability, and utility of USMC readiness data.  The PP&O Readiness Branch, MARFOR, and MEF readiness offices are prepared and capable of providing additional support.  Commanders and units are encouraged to provide additional recommendations to strengthen service readiness policy and improve the accuracy and reliability of readiness reporting.
