GENTEXT/REMARKS/1. The Marine Corps Institute (MCI) at Marine Barracks Washington and the College of Distance Education and Training (CDET) at Marine Corps University (MCU) are separate, distinct, and independent Marine Corps Distance Learning (DL) entities. This caused inefficiencies, redundancy, and a disjointed training and education continuum for the Marine Corps. Per reference (a), the Commandant approved transition of MCI’s DL mission and functions to CDET. Accordingly, MCI has coordinated the transition of its DL mission and functions to CDET as outlined herein. Once this transition is complete, CDET will be the sole source organization for Marine Corps DL.
2. To support a smooth transition, the following timeline and effective dates are established.
   A. 30 April 2015: Last day to enroll in MCI courses. Currently and as a result of the transition, the bounded red books that have become synonymous with MCI are no longer offered. Course materials will only be available for enrollment in digital form (pdf download) via www.mci.usmc.mil. The MCI enrollment process will remain the same, however, courseware will no longer be mailed out. This capability will no longer be offered post 1 May 2015.
   B. 1 May 2015
        (1) Students will no longer be allowed to enroll in any MCI courses. Students who want to enroll in a DL course that formerly was an MCI course, will do so through MARINENET via https://www.marinenet.usmc.mil. The enrollment process for MARINENET is unchanged.
        (2) The following MCI Courses will transition to MARINENET:

   C. 31 July 2015: All MCI course examinations must be completed and submitted via the MCI Website. Students who received hard copy exams must send them to 912 Charles Poor Street, Washington Navy Yard, SE Washington DC 20391. All examinations received after this date will not be processed nor will they be transferred to MARINENET for credit.
   D. 1 August 2015: All students will be dis-enrolled from all incomplete MCI courses, and command unit verification report (UVR) access and functions will be disabled. Students who desire to complete a course they were dis-enrolled from must re-enroll via MARINENET. The student will have to begin the course from the start, however, the knowledge retained and course content similarity should expedite its completion.
   E. 1 September 2015
      (1) MCI website goes offline and student services functions shift to MARINENET Help Desk at 1-888-4DL-USMC (435-8762).
      (2) Students should validate their transcripts prior to the MCI website going offline via the student dashboard located at www.mci.usmc.mil. Once the MCI website is offline, students who require access to the information in their MCI transcript may receive it from their Joint Service Transcript (JST) account at https://jst.doded.mil. All MCI course completions are posted to the JST. If you find inaccuracies in your JST, contact the MCI help desk at 1-800-MCI-USMC (624-8762) prior to 1 September 2015, or the MARINENET Help Desk at 1-888-4DL-USMC (435-8762) afterwards for assistance.
      (3) Students who desire MCI completion certificates must download them prior to the MCI website going offline. MCI completion certificates will not be available once the website is offline.
   F. 30 September 2015: Transition of MCI DL functions and mission to CDET is complete.
