NARR/REF A provides instruction on the 50,000 dollar approval threshold within the Information Technology Procurement Review and Approval System (ITPRAS).
GENTEXT/REMARKS/1. PURPOSE. This directive announces the implementation of a 50,000 dollar approval threshold within the Information Technology Procurement Review process. Reference (a), provides execution instructions for the 50,000 dollar approval threshold established by this message.
2. Effective immediately, Unit Command Coordinators at the major command level (MEF and regional MCIs and above) are authorized to approve IT Procurement Reviews (ITPRs) up to 50,000 dollars for IT items and services in paragraph 3 that are in alignment with the following criteria:
2.A. Requirements cannot be segmented to get the total cost of an ITPR under $50,000.
2.B. Appropriation must be Operation and Maintenance, Marine Corps (O&MMC) or Operation and Maintenance, Marine Corps Reserve (O&MMCR).
3. The following items and services are eligible for approval under this threshold:
3.A. IT peripherals.
3.B. Software licenses/renewals or software maintenance with a DoD ESI and DON ESL Enterprise License Agreements (ELA) and the specific version is registered in DADMS.
3.C. Fleet and Industrial Supply Center (FISC) wireless support services.
3.D. Defense Logistics Agency (DLA) printers, copiers, scanners, fax machines, and multi-function devices (MFDs).
3.E. Option-year contract renewals, if the Performance Work Statement (PWS) or Scope of Work (SOW) have not been modified.
3.F. Infrastructure not in support of a data center.
3.H. Additive manufacturing devices not connected to the Marine Corps Enterprise Network (MCEN), i.e., 3D printers.
3.I. IT repair parts, defined as IT components required to repair a larger end item (e.g., logic boards, graphics cards).
4. Reference (a) provides additional detail on what items and services are specifically excluded from approval under this threshold.
5. Changes to the approval threshold inclusion/exclusion criteria listed in paragraph 3 and in reference (a) will be published as updates to reference (a).
6. Release authorized by BGen D. A. Crall, Director, Command, Control, Communications, and Computers (C4) Department and Chief Information Officer of the Marine Corps.//
