GENTEXT/REMARKS/1.  This MARADMIN announces the transition from NAVMC 11800 USMC Family Care Plan (FCP) to the automated FCP located on Marine Online (MOL).
2.  Applicability.  The MOL FCP page is available for use by the total force and is available at www.mol.usmc.mil/.
3.  Background.  The FCP is a requirement for all service members with dependents in order to plan for contingencies in the care and support of dependent family members.  The Marine Corps has utilized NAVMC 11800 to meet this requirement which has proven to be a cumbersome process resulting in inefficiencies with FCP updates and version control, large amounts of confidential paper-based files needing to be securely stored at each unit, and challenges accessing an individual FCP when required.  Transitioning the process to MOL eliminates the need for NAVMC 11800 as all FCPs will be stored exclusively in the Marine Corps Total Force System (MCTFS) and inputted, updated, or viewed via MOL.
4.  MOL Concept of Operations.
  a.  The primary functionality provides an automated system, pre-populated from the Marine Corps Total Force System (MCTFS), which is then verified within the unit.  All FCPs shall be submitted and stored in the MOL FCP page, and will be executed by the Marine when they and other primary caregiver(s) are unavailable due to deployment or incapacitation.
  b.  Service Members bear sole responsibility to enter accurate short and long term caregiver information in the MOL FCP page.
  c.  Marines required to maintain a validated FCP will receive an automated notification from MOL when an action is required in the FCP page.  Examples of events that will trigger such a notification include:
      (1)  System-wide rollout of this initiative
      (2)  PCS or PCA to a new unit
      (3)  Transaction in MCTFS which indicates gain or loss of a dependent
      (4)  Expiration of FCP every 12 months
  d.  All FCPs shall be updated in the automated FCP page at the time of their next required FCP recertification.
4.  Roles and Responsibilities.
  a.  Commanding Officer.
      (1) Appoint, in writing, a FCP Coordinator and an active duty FCP Validator that meet the minimum rank requirement of E-6/O-2/W-1.
      (2) Ensure Validators and Coordinators are granted proper MOL permissions that allow them to review compliance reports, as well as perform validations for Service Members in their Chain of Command.
  b.  FCP Coordinator.
      (1)  Complete all FCP Coordinator training within 45 days of assignment and prior to performing duties as FCP Coordinator.
      (2)  Serve as the subject matter expert (SME) on all matters pertaining to FCPs and track compliance with all parts of REF B.
      (3)  May also serve as a FCP Validator at the commander’s discretion.
  c.  FCP Validator.
      (1)  Complete all FCP Validators training within 45 days of assignment and prior to performing duties as FCP Validator.
      (2)  Utilize the Validator’s Report from MOL FCP page to forecast FCP requirements such as impending FCP expirations.
      (3)  Conduct comprehensive review session with each Service Member who requires a FCP for the first time.
      (4)  No FCP Validator may serve as the Validating Official for his/her own FCP.
  d.  Individual Marine.
      (1)  Develop a contingency plan in the care and support of dependent(s) through development of an adequate FCP in MOL.
      (2)  Ensure that dependent family members are properly identified and enrolled in DEERS.
      (3)  Complete annual re-certification via MOL FCP page.
5.  Training and Support.
  a.  Local MISSO offices will provide MOL FCP System training and publish user how-to guides with the MOL FCP page rollout.
  b.  Marine and Family Program Division, Family Readiness Branch will provide self-paced FCP Coordinator and Validator Roles and Responsibilities training accessible on the Manpower and Reserve Affairs Family Readiness webpage https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MF/page1?_adf.ctrl-state=kvjtmukkh_64&_afrLoop=412866548345868#!(slash)(slash).
  c.  MF, Family Readiness will update Marine Corps Family Team Building FCP training, which provides Maries and families information on development of a FCP, in conjunction with publication of new MCO on Family Care Plans.
6.  FCP MCO.  HQMC MRA is currently updating the FCP MCO (REF B) in conjunction with the release of MOL FCP page.  Staffing the update in accordance with Director Marine Corps Staff (Records, Reports, and Directives Management Branch (ARDB)) process, the update will reflect the above policy and will incorporate input from across the Marine Corps.
7.  This MARADMIN is cancelled when incorporated into MCO 1740.13D.
