GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce FY19 changes to reference (b) that pertain to the free military occupational specialties (FMOS) 0570/0571 Foreign Security Force (FSF) Advisor and  the implementation plan for converting previously awarded FSF Advisor MOSs to the new construct.
1.Background.
1.A.  IAW references (a) and (c), in Sept 2014 the USMC implemented the FMOS designator for tracking experienced FSF Advisor Officers (0570) and for enlisted Marines (0571).
1.B.  The USMC initiated a biannual screening process during FY15 to review the records of Marines who applied for the experienced track and requested award of the FSF Advisor FMOS.
1.C.  During Nov 2016, analysis determined that a number of Marines who had been trained for FSF Advisor duty did not subsequently gain experience in that role through an advisor deployment. Director, PL Division directed that differentiating between trained and experienced FSF Advisors would be more useful for tracking, reporting, and making future assignment determinations rather than differentiating between enlisted and officer.  The decision to change from FMOS (0570 for Officers and 0571 for Enlisted) to FSF Advisor (0570) and Advanced FSF Advisor (0571) was made to provide those efficiencies. The FY19 MOS Manual reflects this decision, and will be fully implemented commencing 1 Oct 2018.
1.D.  Additionally, it was decided that the Marine Corps Security Cooperation Group (MCSCG) administered Marine Advisor Course (MAC) (Course code N03KYK3) would serve as the foundation for developing FSF Advisors who are trained with basic advising skills. Eligible Marines who successfully completed the MAC and the RCLF 101 Program would receive the 0570 FMOS.
2.  FSF Advisor MOS Definitions as of 1 Oct 2018.
2.A.  FMOS 0570:  Advisors have general knowledge of advisor skills acquired from Formal Learning Center (FLC) training and meet the minimum knowledge, skills and abilities (KSA) defined in reference (d).
2.B.  FMOS 0571: Advanced Foreign Security Force (FSF) Advisors have extensive knowledge and experience in their primary MOS and can translate expertise and experiences into useful advice to foreign counterparts IOT develop and influence FSF throughout the phases of military operations and across the range of military operations.
3.  FY19 MOS Manual changes and Implementation Plan to effect those changes.
3.A.  Effective 1 Oct 2018 FMOS 0570 is no longer the designation for Officer FSF Advisors. Effective 1 Oct 2018, FMOS 0570 becomes the skill identifier for Col to 1stLt, CWO5-WO, and SgtMaj/MGySgt to Sgt who have completed the MAC and RCLF 101 Program.
3.A.1.  DC PPO (PL), as the Occupational Field Sponsor, will conduct a 0570 reconciliation in coordination with MCSCG, TECOM, MMEA, and MMOA to ensure those Marines who have completed the MAC since Nov 2016 receive the FSF Advisor FMOS 0570.
3.A.2.  Marines outside the rank scope of the FMOS 0570 categories listed in reference (b), but who have completed the MAC, will have the course completion posted in MCTIMS but will not receive the FMOS until achieving the minimum rank requirement to be a FSF Advisor.  Personnel Administrative Centers are approved to make the appropriate unit diary entries when the Marine reaches the minimum rank and meets the requirements stated in para 1.D. above.
3.B.  Effective 1 Oct 2018 FMOS 0571 is no longer the designator for enlisted FSF Advisor. Effective 1 Oct 2018 FMOS 0571 is skill identifier for Advanced FSF Advisor for those Col to 1stLt, CWO5-WO, and SgtMaj/MGySgt to Sgt who had previously been selected by screening panels, and for those eligible Marines who apply and are selected by future screening panels who meet the prerequisites found within reference (b).
3.B.1.  DC PPO (PL), as the OCCFLD Sponsor, will work with MRA to review and confirm those Marine Officers who had previously received FMOS 0570 and will be converted to FMOS 0571. PPO (PL),as the OCCFLD Sponsor will identify, through screening of MCTIMS entries, those enlisted Marines who have been previously awarded FMOS 0571 through successful completion of the MAC, but have not yet gained FSF Advisor experience. Those enlisted Marines identified will have their FMOS converted from 0571 to 0570.  Individual Marines should not take any action to convert their previously awarded FMOS to align with the FY19 changes.  Marines should contact the HQMC POC if conversion of their MOS has not occurred by 30 Nov 2018.
3.B.2.  Marines who have completed a six month advisor tour must submit an application for the FSF Advanced Advisor screening panel to receive the FSF Advanced Advisor FMOS 0571.
3.B.3.  The next screening panel for selecting Advanced FSF Advisors FMOS 0571 is projected for Nov 2018. An upcoming MARADMIN will be released announcing the application and submission instructions for Marines seeking this FMOS.  Additional information will not be available prior to MARADMIN release.
