GENTEXT/REMARKS/1.  Per ref (a), Total Force Structure Division (TFSD) has updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 17 through FY 37 Tables of Organization and Equipment (TOE).  The Total Force Structure Management System (TFSMS) was updated 22 February 2017 and incorporates all approved changes to the Marine Corps force structure for planning purposes since the previously published ASR.  NOTE:  The TFSMS website has migrated to MCEITS and the URL has changed to https:(slash)(slash)tfsms.mceits.usmc.mil.
2.  This ASR publication includes Commandant of the Marine Corps (CMC)-approved force structure with an end strength of 185k.  Included in this ASR are approved structure changes implemented as a result of the CMC directed Force 2025 Force Structure Review (FSR).  Ref (b) directed the convening of a working group to develop a future force that has the capability and capacity to conduct the desired and assigned missions by MAGTF for steady state, crisis response, and major combat for the future operating environment.  This working group initiated Phase I of the Force 2025 FSR, Course of Action (COA) Development.  Phase I concluded when CMC selected his desired COA.  Phase II was COA refinement.  Ref (c) identifies Phase II steps necessary to develop an integrated executable implementation plan for the CMC-approved Marine Corps Force 2025.  Phase III involves implementation of CMCs selected COA for the 185k Force 2025, which will be monitored closely by the Total Force Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, and Cost (DOTMLPFC) Working Group (WG).
3.  The following is a summary of major force structure changes which have been incorporated in this ASR:  reorganization of the Marine Expeditionary Force (MEF) Headquarters Group into the MEF Information Warfare Group (MIG) and MEF Support Group, reorganization of the Intelligence, Radio and Communications Battalion within the MIG, activation of 5th Battalion 10th Marines (High Mobility Artillery Rocket System) with R, S and T Batteries, activation of Tank Company C, 2d Tank Battalion, activation of Headquarters Battery, 3d Bn 10th Marines, deactivation of LAR Company D, 1st, 2d and 3d Light Armored Reconnaissance Battalion, deactivation of Combat Assault Battalion, reorganization of the infantry  battalion, additional billets to all Infantry Regiments, additional platoons and billets to all combat engineer companies, additional billets to all Assault Amphibious Vehicle companies, activation of the Wing Intelligence Support Company, activation of Bridge Company 9th Engineer Support Battalion, centralization of Marine Logistics Group engineering under Engineer Support Battalion, activation of Landing Support Battalions, reorganization of Transportation Support Battalions into Transportation Battalions, deactivation of Headquarters Company in Combat Logistics Regiment 15, 25 and 35, and redesignation of Headquarters Regiments as Combat Logistics Regiment 17, 27 and 37.  As a result of the SE and CE HQ Review convened in September 2016, as well as the DOTMLPFC WG, the following changes were made:  additional billet structure at Wounded Warrior Regiment and  Battalions East and West, additional officer structure at each Recruit Training Company, increased manning of key Recruit Training Regiment billets, Force Fitness Instructor capability added resident within Training and Education Command (TECOM), increased officer structure within the Office of Legislative Affairs, Amphibious Combat Vehicle 1.1 Program support requirements added throughout the SE, reorganization of instructor billets within TECOM to meet increased throughput  as well as additional instructor billets at selected schools, right sizing and phasing of future Marine Corps Activity Guam, and compensation provided by risk-based targeted billet reductions through the Supporting establishment and Command Element above the MEF HQ level.  For a complete detailed plan of the Force 2025 185K Phasing plan waterfall slides, registered users can log onto the TFSMS website at https:(slash)(slash)tfsms.mceits.usmc.mil(slash)portal(slash)page(slash)portal(slash)TFSMS(slash)MAIN
4.  Updated TOEs are available through the internet at the TFSMS website:  https:(slash)(slash)tfsms.mceits.usmc.mil(slash)portal(slash)page(slash)portal(slash)TFSMS(slash)MAIN.  Users must request access by clicking on the "Request New TFSMS Account" link shown on the first page of the website.  Normal response time for access is less than 24 hours.
5.  Readiness reporting.  The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a units readiness report with force structure requirements from the current published FY TOE resident in TFSMS.  Units should validate the force structure requirements in their units readiness report using the current published FY17 TOE in TFSMS or use the TOE link in a units readiness report in DRRS-MC.
5.A.  Instructions for downloading unit TOE reports:  After log-in, click on “TFSMS Reports Portal - Click Here for TOE Information" link.  A units TOE is located in the "Standard Reports (Published)" folder.  After entering the folder, click on "Unit TOE Report" and select the applicable FY and UIC.
5.B.  Structured units can also run a current FY TOE report after log-in by entering a UIC or unit name in the "Run TOE Report" and clicking "Show" to display the units current TOE.
6.  This Marine Administrative Message (MARADMIN) cancels ref (e) and will remain in effect until the publication of the August 2017 ASR.
7.  With the publication of the Feb 17 ASR, a moratorium for all manpower (military) changes to Tables of Organization remains in effect.  This continuation of the moratorium is required to ensure effective implementation of the Marine Corps Force 2025 FSR.  Civilian TOECRs that affect personnel actions will continue to be processed, however, the originator must ensure the title of the TOECR begins with “MPR CIV.”  All manpower TOECRs without “MPR CIV” in the title within TFSMS will be deleted.  Any new manpower TOECRs entered in TFSMS without the subject starting with “MPR CIV” during this moratorium will be deleted.  The Equipment TOECR moratorium established by Ref (f) remains in effect.  Joint and external TOECRs may be completed on a limited basis as required in support of the joint staff, combatant commands and defense agencies.
7.A.  IAW ref (a), all TOECRs must be submitted electronically via TFSMS.  Any organization lacking the capability to submit electronically should contact TFSD for assistance.
7.B.  Advocates are responsible for review and update of Unit Identification Code (UIC) mission statements IAW ref (a) NLT every three years.  All UICs with mission statements dated February 2014 or earlier must have a revision submitted by TOECR NLT 7 July 2017.  Any UIC in this category that does not have an update submitted by this date will have any pending TOECRs placed on hold until a revised mission statement is submitted.
