RMKS/1. PURPOSE. To identify members of the IRR by Military Occupational Specialty (MOS) and quantity to be mustered by Commander, Marine Forces Reserve (COMMARFORRES) via Force Headquarters Group (FHG), Marine Corps Individual Reserve Support Activity (MCIRSA) during FY18.
2. Background. Per reference (a), the Secretaries concerned are responsible for continuous screening of the IRR in order to maintain readiness for potential mobilization. Reference (b) authorizes members of the IRR to be ordered to active duty without their consent in order to conduct screening. Reference (c) lists IRR member information that the services are directed to keep current References (c) and (d) direct members with military service obligation (MSO) to be screened annually. Reference (e) tasks the Deputy Commandant, Manpower and Reserve Affairs to exercise oversight of IRR mustering conducted by COMMARFORRES (FHG/MCIRSA). The IRR provides a manpower pool of trained individuals who previously served in the active forces or the Selected Reserve. The IRR consists of the following personnel: members who must fulfill their MSO pursuant to Title 10 USC 651, members fulfilling a service obligation via contract, and those who have fulfilled their MSO and choose to remain in the IRR. IRR members are subject to involuntary active duty training and fulfillment of mobilization requirements, in accordance with sections 12301a and 12302 of Title 10 USC. Reference (f) directs DC MRA (Manpower, Plans, Policy Division) to publish annual IRR engagement guidance.
3. For FY18, COMMARFORRES (FHG/MCIRSA) shall muster certain members of the IRR with MSO in order to fulfill screening requirements for both the enablers and the reservists required to fulfill operational requirements. The quantities of Marines by specific MOS and rank are the muster goals. Marines found not qualified for mobilization may be separated from the Marine Corps.
a. Identify specific personnel qualified to meet the following MOS/quantity requirements. These MOS/quantity requirements represent unfunded Individual Mobilization Augmentee (IMA) billet requirements that enable the rapid expansion of the Marine Corps during contingency operations that warrant mobilization.

There are requirements to fill generic billets. Ensure the following number of personnel are screened for ability and interest in filling these officer and enlisted generic billets.

b. Muster additional members of the IRR in order to ensure readiness for future potential operational mobilization requirements. These additional muster requirements (by rank, MOS, and quantity) will be sent via separate SIPR correspondence.

4. COMMARFORRES (FHG/MCIRSA) may screen additional IRR populations in support of specific MOS/unit requirements requested by Marine Corps Recruiting Command (MCRC) Prior Service Recruiting (PSR), with the end-state being fully staffed Selected Marine Corps Reserve (SMCR) units recruited by MCRC PSR.
5. MARFORRES (FHG/MCIRSA) shall provide a quarterly report of all IRR musters executed during FY18, via COMMARFORRES to Headquarters, U.S. Marine Corps, (MPO-60). Each quarterly report shall include the quantities of IRR Marines requested by MOS, the quantities of IRR Marines actually screened by MOS, and the locations of the musters. Quarterly reports for the IRR Marines who were mustered for operational requirements (see para.3.b) will require a separate quarterly SIPR report.
