GENTEXT/RMKS/1.  Purpose.  This message directs the reclassification of 43XX (Public Affairs) and 46XX (Combat Camera) Military Occupational Specialties (MOSs) into new 45XX (Communication Strategy and Operations) MOSs, per REFs A and B.  This message has been coordinated between Director, Office of U.S. Marine Corps Communication (DIR OUSMCC), Total Force Structure Division (TFSD), Deputy Commandant, Combat Development and Integration (DC CDI), Deputy Commandant, Manpower and Reserve Affairs (DC MRA), and Commanding General, Training and Education Command (CG TECOM).
2.  Situation
2.A.  As an element of force modernization, the Assistant Commandant of the Marine Corps (ACMC) directed the establishment of the 45XX (Communication Strategy and Operations) Occupational Field (OccFld) through the merge of the 43XX (Public Affairs) and 46XX (Combat Camera) OccFlds no later than 1 October 2017 (REFs C and D).  This modernization seeks to increase the Marine Corps capability and capacity to maneuver in the information environment.
2.B.  In its role as the 45XX OccFld Proponent, and informed by Marine Corps Force 2025 initiatives, DIR OUSMCC has and continues to work with CDI, MRA, TECOM, Marine Corps Systems Command (MCSC), the operating forces (OPFOR), the supporting establishment (SE), and other principle stakeholders to implement the 45XX modernization.  Additional information about the modernization, beyond the MOS conversions, will be published in separate correspondence.
3.  Execution.  On 1 October 2017, the Marine Corps converts 43XX (Public Affairs) and 46XX (Combat Camera) MOSs to 45XX (Communication Strategy and Operations) MOSs as part of force modernization.
3.A.  On 1 October 2017, the Total Force Structure Management System (TFSMS) reflects the changes set forth in the FY18 MOS Manual (REF E).  The new MOS structure reflects in the Tables of Organization published within the August 2017 Authorized Strength Report.
3.B.  Effective 1 October 2017, MRA runs unit diary entries in Marine Corps Total Force Systems (MCTFS) and all manpower planning and staffing models for all Active Component (AC) 45XX Marines.
3.C.  Effective 1 October 2017, MRA (Reserve Affairs) runs unit diary entries in MCTFS and all manpower planning and staffing models for all Active Reserve (AR) and Selected Marine Corps Reserve (SMCR) 45XX Marines.
3.D.  Effective 1 October 2017, COMMARFORRES runs unit diary entries in MCTFS for all Individual Ready Reserve (IRR) and Individual Mobilization Augmentee (IMA) 45XX Marines.
3.E.  Effective 1 October 2017, CG TECOM updates Marine Corps Training Information Management System (MCTIMS) to reflect the assignment of 45XX MOSs, per paragraphs 7.A. and 7.B., upon the completion of formal training courses.
3.F.  Effective 1 October 2017, Marine Detachment Commander, Fort Meade, MD awards 45XX MOSs to Marines upon graduation from MOS producing courses at the Defense Information School.
4.  Reclassification Narrative.  All AC, SMCR, IRR, and IMA Marines with 43XX and 46XX Primary MOSs (PMOS) and 43XX additional MOS (AMOS) convert to the below 45XX MOSs on 1 October 2017.
4.A.  All PMOS 4302 (Public Affairs Officer) Marines in grades Second Lieutenant through Lieutenant Colonel reclassify as PMOS 4502 (Communication Strategy and Operations Officer).
4.B.  All PMOS 4341 (Mass Communicator) Marines in grades Private through Sergeant reclassify as PMOS 4531 (Combat Mass Communicator).  Note this PMOS change does not apply to PMOS 4341 Staff Sergeants and above.  In FY20, the MOS producing school for the 45XX OccFld – the Defense Information School – is scheduled to incorporate writing skills and communication fundamentals into entry-level training for PMOS 4512, 4541, and 4571.  As a result, PMOS 4531 will phase out in FY20 and re-distribute its structure to the three remaining entry-level 45XX PMOSs (e.g., 4512, 4541, 4571).
4.C.  All PMOS 4341 (Mass Communicator) Marines in grades Staff Sergeant through Master Gunnery Sergeant reclassify as PMOS 4591 (Communication Strategy and Operations Chief).
4.D.  All PMOS 4602 (Combat Camera Officer) Marines in grades Warrant Officer through Chief Warrant Officer 5 reclassify as PMOS 4503 (Visual Information Officer).  Note this PMOS change does not apply to PMOS 4602 Limited Duty Officers (Captain through Lieutenant Colonel).
4.E.  All Limited Duty Officers (LDOs) with PMOS 4602 (Combat Camera Officer) in grades Captain through Lieutenant Colonel retain PMOS 4602 until they request re-designation or retire.  LDOs who desire to re-designate should contact the 45XX Occupational Field POCs listed on this message, per (REF F).
4.F.  All PMOS 4612 (Combat Camera Production Specialist) Marines in grades Private through Sergeant reclassify as PMOS 4512 (Combat Graphics Specialist).  Note this PMOS change does not apply to PMOS 4612 Staff Sergeants.
4.G.  All PMOS 4612 (Combat Camera Production Specialist) Marines in the grade of Staff Sergeant reclassify as PMOS 4591 (Communication Strategy and Operations Chief).
4.H.  All PMOS 4641 (Combat Photographer) Marines in grades Private through Sergeant reclassify as PMOS 4541 (Combat Photographer).  Note this PMOS change does not apply to PMOS 4641 Staff Sergeants.
4.I.  All PMOS 4641 (Combat Photographer) Marines in the grade of Staff Sergeant reclassify as PMOS 4591 (Communication Strategy and Operations Chief).
4.J.  All PMOS 4671 (Combat Videographer) Marines in grades Private through Sergeant reclassify as PMOS 4571 (Combat Videographer).  Note this PMOS change does not apply to PMOS 4671 Staff Sergeants.
4.K.  All PMOS 4671 (Combat Videographer) Marines in the grade of Staff Sergeant reclassify as PMOS 4591 (Communication Strategy and Operations Chief).
4.L.  All PMOS 4691 (Combat Camera Chief) Marines in grades Gunnery Sergeant through Master Gunnery Sergeant reclassify as PMOS 4591 (Communication Strategy and Operations Chief).
4.M.  All AMOS 4305 (Communication Strategist) Marines in grades Captain through Lieutenant Colonel reclassify as AMOS 4505 (Communication Strategy and Operations Planner).
5.  AMOS 4313 (Broadcaster) in grades Private through Master Gunnery Sergeant does not convert to a 45XX MOS, as the Broadcaster MOS phases-out in FY18.
6.  AMOS 4511 (Recruiting Station Marketing and Public Affairs Marine) is assigned to all PMOS 4531, 4512, 4541, and 4571 Marines filling Marketing and Communication Marine billets at Marine Corps Recruiting Districts in FY18.  Note the MOS title will be changed to Recruiting Station Marketing and Communication Marine in the FY19 MOS Manual.
