GENTEXT/REMARKS/1.  This MARADMIN announces the modification of reference (a) effective the date of release of this MARADMIN and will be incorporated in the next revision of the reference.
2.  Colonel fitness reports will incorporate language as identified within this MARADMIN with no change to the Automated-Performance Evaluation System (A-PES) application.
2.a.  Chief Warrant Officer 5, Sergeants Major, and Master Gunnery Sergeant fitness reports will incorporate language listed in paragraph (3.) of this MARADMIN, eliminate pages 2-4 of the current fitness report (thus eliminating relative value), and replicate current Colonel fitness report writing and submission.
2.b.  Fitness Reports written on Lieutenants Colonels, Master Sergeants, and First Sergeants are encouraged, but are not required to, incorporate language listed in paragraph (3) of this MARADMIN in section I and/or K comments as appropriate.
2.c.  Revision A to the current Performance Evaluation Manual will be released concurrently with A-PES electronic change.
2.d.  Fitness reports for Chief Warrant Officer 5s, Sergeants Major, and Master Gunnery Sergeants with end dates of 31 Oct 2017 (or earlier) will utilize the current five page report. Of note, only reserve CWO5 fitness reports will be affected during CY17 annual fitness report periods.
3.  In an effort to identify the best qualified senior Marines for selection and future assignments, the fitness report remains a single source document to capture a Marines performance during a given period of time and discuss the future potential of that Marine in a variety of duty assignments and positions.  It is the reporting officials responsibility to capture the factors that identify superior performance as it pertains to the Marine, their mission and billet and, most importantly, their potential.  Care must be exercised in the creation of the fitness report, and although the number of addendum pages is not limited, a concise narrative is desired.  Reporting Seniors (RS) will continue to capture the performance period utilizing a combination of the (14) attributes and any pertinent information that can be beneficial to the board.  Reviewing Officers (ROs), in addition to other required comments, will specifically address the following, as applicable, to the current assignment and future potential of the individual reported on:
3.a.  Articulate the MROs ability to serve at the next level with an emphasis on how that MRO uses his or her authority, persuasion, and personality to accomplish tasks.
3.b.  Discuss the MROs operational competence in a complex, demanding ever-changing environment while maintaining the ability to adapt in order to effectively eliminate friction and identify gaps.
3.c.  Summarize the MROs ability to manage commanders intent and execute higher expressed goals while fostering a positive command climate with an emphasis on readiness, mission, diversity, and accountability.
3.d.  Describe the MROs ability to develop and mentor subordinates, peers, and seniors within their respective billet assignments or commands.
3.e.  Discuss the MROs capability to manage time, resources, and constraints while executing sound and timely decisions that benefit the institution/organization assigned.
3.f.  Capture the MROs ability to identify future problems and mitigate those issues using their insight gained from experience.
4.  The future of Marine Corps leaders depends on your ability to articulate the intangibles as reporting officials.  MMRP will continue to serve as the conduit for processing and policy related questions as it pertains to the Marine Corps total force both active and reserve.  This MARADMIN serves as a warning order to revision A of ref (a), the associated electronic change to A-PES effective FY18, and current Colonel fitness reports effective on the date of release.
