GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce procedures for processing awards with the new devices authorized for wear on certain military medals and ribbons IAW reference (a).  Reference (a) provides the Department of the Navy (DoN) criteria for awarding of the new devices.  It is the precedent directive for such purposes and should be referenced for all specific eligibility criteria for the new Combat Conditions "C" and Remote Impact "R" devices and any changes to the Valor "V" device.  Additionally, this MARADMIN provides delegation of authority for awarding of the new devices: see paragraph 5 below.
2.  Manpower Management Military Awards (MMMA) has coordinated updates and enhancements to the Improved Awards Processing System (iAPS) that support the awarding of the new devices.  Additionally, these enhancements will better support originators, endorsers, and awarding authorities with awards processing.
3.  The publication of this MARADMIN coincides with the release of iAPS updates.  Additionally, a subsequent MARADMIN will be published to announce and describe the specific updates to iAPS.
3.a.  These iAPS updates include options for originating, endorsing, or approving awards with the new C and R devices and support changes to the V device.
3.b.  IAW reference (a), the application of devices is retroactive:  see paragraph 6 for specific retroactive processing guidance.
3.c.  MMMA has already coordinated updates to the Marine Corps Total Force System (MCTFS) to support reporting approved awards with the new devices.  This update to MCTFS enables reporting of all awards with the new devices.
4.  Award formatting.  Pursuant to the MARADMIN, the award originator and awarding authority will ensure the applicable opening sentence and device statements, for awards approved with devices for actions after 6 January 2016, are used in the citation and certificate of the award IAW reference (a).  The applicable statements are listed below:
4.a.  V device citation and certificate statements.
4.a.1.  Citation:  "The V device for valor is authorized."
4.a.2.  Certificate:  "with V device for valor" beneath the name of the decoration.
4.b.  C device citation and certificate statements.
4.b.1.  Citation:  "The combat conditions C device is authorized."
4.b.2.  Certificate:  "with combat C device" beneath the name of the decoration.
4.c.  R device citation and certificate statements.
4.c.1.  Citation:  "The remote impact R device is authorized."
4.c.2.  Certificate:  "with R device" beneath the name of the decoration.

4.d.3.b.  Meritorious Service Medal (M2): “For outstanding meritorious achievement (or service) while serving as with [unit] on [date] in support of Operation [NAMED OPERATION]."
4.d.3.c.  Navy and Marine Corps Commendation Medal (C2):  “MERITORIOUS ACHIEVEMENT (or SERVICE) ON [DATE] WHILE SERVING AS WITH [UNIT] IN SUPPORT OF OPERATION [NAMED OPERATION].”
4.d.3.d.  Navy and Marine Corps Achievement Medal (N2):  “PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES ON [DATE] WHILE SERVING AS WITH [UNIT] IN SUPPORT OF OPERATION [NAMED OPERATION].”
4.e.  Bronze Star Medal (BS).
4.e.1.  IAW references (a) and (d), the BS is inherently a combat award and may only be awarded for meritorious service when the recipient was either personally exposed to hostile action, or was at significant risk of exposure to hostile action.  The BS is not authorized for the C device as this application would be redundant, or the R device as this application would contradict the combat nature of the BS.
4.e.2.  IAW reference (a), the following opening first line of the citation is directed for use with awarding of the BS:  “For meritorious achievement (or service) in connection with combat operations against the enemy while serving as with [unit] in support of Operation [NAMED OPERATION] from [beginning date] to [end date].”
4.f.  IAW reference (a), the Legion of Merit and Navy and Marine Corps Achievement Medal are not authorized for awarding of the V device for actions after 6 January 2016.
5.  Delegation of awarding authority for V, C, and R, devices.
5.a.  IAW references (b) and (c), Commander U.S. Marine Corps Forces Central Command (COMUSMARCENT) and Commander U.S. Marine Corps Forces Special Operations Command (COMUSMARSOC) are delegated combat awarding authority for Bronze Star Medal w/V device and below.
5.b.  Pursuant to this MARADMIN, COMUSMARCENT and COMUSMARSOC are delegated awarding authority for the following combat awards and appropriate devices.
        Bronze Star Medal (BS)
        Bronze Star Medal w/V (BV)
        Purple Heart
        Air Medal-Individual Action (AF)
        Air Medal-Individual Action w/V (AH)
        Air Medal-Individual Action w/C (A1)
        Air Medal-Strike/Flight (AS)
        Navy and Marine Corps Commendation Medal w/V (CV)
        Navy and Marine Corps Commendation Medal w/C (C1)
        Navy and Marine Corps Achievement Medal w/C (N1)
        Combat Action Ribbon (CR)
5.c.  Pursuant to this MARADMIN, COMUSMARCENT and COMUSMARSOC may sub-delegate the BV, BS, and AH no lower than the Commanding General of the senior Marine Air Ground Task Force (MAGTF) in the rank of Major General:  the AF, AS, A1, CV, and CR no lower than commanders of Major Subordinate Commands in the rank of Brigadier General:  and the C1 and N1 no lower than commanders of Major Subordinate Elements in the rank of Colonel.  The PH is not authorized for sub-delegation below COMUSMARCENT and COMUSMARSOC.  COMUSMARCENT and COMUSMARSOC will provide copies of all messages sub-delegating or revoking award authority to MMMA for use in verifying approved awards in iAPS.
5.d.  Pursuant to this MARADMIN, all Marine Corps Commanding Officers, with Navy and Marine Corps Achievement Medal awarding authority and above, are authorized to approve awards with the R device commensurate with the awarding authority for the specific award as delegated by reference (d).  The following awards are authorized for approval by Marine Corps Commands with the R device:
        Legion of Merit w/R (L2)
        Meritorious Service Medal w/R (M2)
        Navy and Marine Corps Commendation Medal w/R (C2)
        Navy and Marine Corps Achievement Medal w/R (N2)
5.e.  Award recommendations of higher precedence than the BV will be forwarded to CMC MMMA for appropriate action.
5.f.  Any combat award recommendations that are outside of the operational area of responsibility of COMUSMARCENT and COMUSMARSOC will be forwarded through the chain of command to CMC MMMA for appropriate action.
6.  Retroactivity.  Reference (a) provides criteria for retroactive awarding of the C and R devices for all applicable awards recognizing acts or services on or after 7 January 2016.
6.a.  Retroactive policy is an individual action and will be handled on a case by case basis for each individual award only.
6.b.  Requests for retroactive awarding of the C and R devices must be originated by the operational commander at the time the action took place and will be processed through the same chain of command in which the original award was processed up to the delegated awarding authority for the C and R devices.  Following chain of command approval, requests will be forwarded to MMMA-2 for completion of the applicable administrative actions.
6.c.  Commands requesting retroactive action should submit approved requests to MMMA-2 for appropriate action via the MMMA-2 OMB mailbox:  smb_hqmc_pers_awards@usmc.mil.  Sample retroactive request templates for both the C and R devices are located at:  https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMMA2.
6.d.  IAW reference (a), requests for retroactive awarding of the C and R devices are authorized for adjudication by the original awarding authority until 31 December 2018.  Any requests processed after 31 December 2018 will be adjudicated at HQMC MMMA.
