GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to provide guidance to the Force regarding A/C Marines assigned to tasked command individual augmentation (IA) requirements and a command request to stabilize that IA Marine.  MMIB-2 manages registered IA requirements which are tasked throughout the Force. Upon unit notification of IA tasking and Marine selection by unit, a stabilization request must be sent to MMEA and/or MMOA for approval.  Subsequently, Primary Military Occupational Specialty (PMOS) monitors within MMOA and MMEA will coordinate with the unit, as necessary.
2. Execution. IA stabilization requests are non-typical tasking and do not require draw-case code entry. Unit Commanders must submit deployment stabilization requests via naval message identifying  Marines deploying in support of IAs.
3. Commands will only submit Marines that fall into one of the Joint or Service IA categories as delineated in ref f, chapter 1, par 3. These two types and six sub-categories are:
  3.a. Joint IA (JIA) Requirements.  JIAs in support of Combatant Command Joint Task Force (CJTF) Joint Manning Document (JMD) requirements or Joint Request For Forces (Joint RFFs) ordered to the Service by the Secretary of Defense (SECDEF) or Joint Chiefs of Staff (JCS).
    3.a.1. JMDs are SECDEF ordered Joint IAs in support of Combatant Command (COCOM) or contingency requirements.  These JMDs are allocated against temporary manning documents not found on a Table of Organization (T/O) or other permanent structure.  JMDs can support permanent commands (i.e., CENTCOM), or temporary commands (i.e., CJTF-Operation INHERENT RESOLVE).
    3.a.2. Joint RFFs can be for either units/dets or IAs as it is for a capability, not necessarily a specific manpower source.  Joint RFF IAs can support permanent commands (i.e., EUCOM), or temporary commands or operations (i.e., Operation ATLANTIC RESOLVE). An IA who is part of an approved Joint RFF would be a JRFF IA.
  3.b. Service IA Requirements.  These are un-structured positions at permanent organizations internal to the Marine Corps which are required to satisfy a "heightened" mission in support of contingency and non-contingency operations.  There are two subcategories of service IA requirements:
    3.b.1. Service Augment (SA).  An SA is an IA billet internal to the Marine Corps that is an emergent individual manpower requirement not on an approved T/O, manning document or vacant chargeable T/O structure spaces authorized for fill by DC M&RA during periods of heightened mission posture.
   3.b.2. Request For Forces (RFF).  Requirements are in support of Marine Corps operational forces.  This only applies when RFFs for non-standard units are sourced entirely by IAs or if there are specific billet shortfalls within a unit/det RFF.  An example is IA augmentation to the Special Purpose Marine Air/Ground Task Force (SPMAGTF) units.  The RFF process is not authorized to source SA or unit T/O shortfalls.  An individual who is part of a MAGTF Augmentation request, would in most cases be an RFF IA.
  3.c. Joint IA Requirements Tracked, but not tasked by the SECDEF or Joint Staff to the Marine Corps.  There are two categories that are tracked for accountability purposes internal to the Service, yet are not formally tasked to the Marine Corps to source:
    3.c.1. Joint COCOM (JC).  A JC is when a COCOM levies an IA requirement upon their Service MARFOR, i.e., PACOM tasks MARFORPAC.
    3.c.2. Joint "Not on JMD" (JN), otherwise known as a By-Name Request (BNR).  A JN is a Commandant of the Marine Corps, Assistant Commandant of the Marine Corps, or theater General Officer by-name request for a specific Marine to fill a Joint requirement/billet that is not tasked to the Marine Corps (i.e., a Marine Corps Colonel filling a Military Assistant billet tasked to the Army that was at the request of a Marine Corps General who was the Theater Commander).
  3.d. Marines assigned to Fleet Assistance Program/Camp Assistance Program (FAP/CAP) billets, exercise support or otherwise part of a unit solution in support of Global Force Allocation Plan requirements will not be considered IAs for the purposes of reporting in accordance with this message.
4. These requests will be titled "Individual Augment Stabilization Request."  Commands will attach a spreadsheet to the AMHS message with a list of Marines of whom the Command requests IA stabilization.  List each Marines full Electronic Data Interchange Personal Identifier (EDIPI), Present Monitored Command Code (PMCC), PMOS, last name, first name, start date and requested termination date.
  4.a. For Officer and Enlisted requests, units will submit requests to MMIB-1, at Plain Language Address (PLAD) CMC MRA MM MMIB ONE WASHINGTON DC.
  4.b. Units will receive notification from MMIB-1 via naval message regarding approval or disapproval of requested IA stabilization requests.
