RMKS/1. Purpose.  This MARADMIN announces the cancellation of Marine Corps Order (MCO) 5802.2B and identifies the office of primary responsibility for immigration and naturalization services in order to provide timely and accurate assistance to individuals seeking U.S. citizenship through service in the Marine Corps.
2.  Background.  Reference (a) was published to disseminate immigration and naturalization policy and procedures to the operating forces.  Subsequent policy changes have made reference (a) outdated and no longer accurate.
3.  Reference (b) was published to provide unifying guidance with regard to the various legal statutes and regulations applicable to the Marine Corps.  Reference (b) identifies Judge Advocate Division (JAD), Legal Assistance Branch (JLA), as the Program Manager for the Marine Corps Immigration and Naturalization Program.  JAD (JLA) is responsible for developing and promulgating standardized forms, worksheets, and uniform procedures for the priority legal services provided to service members.  In this capacity, JAD (JLA) is authorized to issue periodic authoritative policy letters and practice advisories to update and clarify policy and guidance contained in reference (b), including immigration and naturalization policy and procedures.
4.  Reference (a) is hereby cancelled.  Manpower Plans and Policy Division (MP) is no longer the staff proponent of immigration or naturalization issues and JAD (JLA) remains the office of primary responsibility.
5.  This MARADMIN has been coordinated with JAD.
6.  This MARADMIN is applicable to the Marine Corps Total Force.
