GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to modify procedures set forth in MCO 4600.39, Marine Corps Personal Property Transportation Program to permit the shipment of alcoholic beverages with household goods (HHG) shipments.  Shipping alcoholic beverages using the Personally Procured Move (PPM) program will also remain an option.
2.  Situation.
2.A.  Effectively immediately, per reference (a), in addition to existing PPM procedures, Marines and Civilian Marines are now eligible to request shipment of alcoholic beverages as part of their HHG shipments.
2.B.  Inclusion of alcoholic beverages within HHGs shipments presents additional risk considerations. By electing to include alcoholic beverages in government-procured transportation, Marines and Civilian Marines are advised that there is no climate control during transit or in temporary storage, and shipments are often exposed to extreme temperatures. This may cause some alcoholic beverages to freeze, explode, or spoil.  In the event of damage, Marines can file a claim per the normal claims process outlined in ref (a) for adjudication on a case by case basis in line with standard HHG reimbursement criteria.
2.C.  Procedures required to import alcoholic beverages via government-procured transportation are similar to the requirements when shipping through the PPM Program. Service members are advised to visit the following websites for additional information on the importation of alcoholic beverages into the United States:
2.C.1. State wine laws:  Http://www.wineinstitute.org.
2.C.2. Personal importation of alcoholic beverages: http://www.ttb.gov/importers/personal_importation.shtml.
2.C.3. Alcohol Beverage Control Boards for the United States: http://www.ttb.gov/wine/state-abc.shtml.
3.  Ref (a) will be updated later this year to include this procedural modification.  Marines and Civilian Marines should continue to contact their local Personal Property Office for the latest documentation requirements in the shipment of alcoholic beverages.  Other Service members and civilian employees should refer to their individual Service regulations for specific procedures.
4.  Release authorized by LtGen Charles G. Chiarotti, Deputy Commandant, Installations and Logistics.//
