GENTEXT/REMARKS/1. APPLICABILITY. THIS MARADMIN APPLIES TO ALL POSITIONS COVERED BY THE NSPS AND FOR SPIRAL 2.2 ORGANIZATIONS CONVERTING TO NSPS DURING FEBRUARY 2008.
2. BACKGROUND. THE NSPS SUPERVISOR/MANAGER PAY SCHEDULE WAS ESTABLISHED TO RECOGNIZE SUPERVISION AND MANAGEMENT AS A LINE OF WORK AND TO HIGHLIGHT THE IMPORTANCE OF SUPERVISION UNDER NSPS. THE NSPS SUPERVISORY DESIGN IS DELIBERATELY DIFFERENT FROM THE GENERAL SCHEDULE SUPERVISORY DESIGN. WHILE THE MAJORITY OF SUPERVISORS CONVERT TO THE SAME PAY BAND LEVEL AS THE EMPLOYEES THEY SUPERVISE, GS-14 SUPERVISORY POSITIONS ARE AN EXCEPTION FOR TWO REASONS:
(1) THE LARGE SALARY OVERLAP BETWEEN SUPERVISORY BANDS 2 AND
3 - ALMOST $30,000, AND;
(2) SUPERVISOR POSITIONS ARE CLASSIFIED AT THE GS-14 LEVEL FOR A VARIETY OF REASONS:
(A) THE HIGHEST LEVEL OF WORK PERSONALLY PERFORMED;
(B) WHETHER THE POSITION IS RESPONSIBLE FOR IMMEDIATE OR INTERMEDIATE SUPERVISOR OR MANAGER FUNCTIONS; AND,
(C) THE GS GRADES OF SUBORDINATE EMPLOYEES.
3. IMPLEMENTATION. THE CONVERSION OF ALL GS-14S TO PAY BAND 3 WILL SIGNIFICANTLY IMPACT LONG TERM LABOR BUDGET FORECASTS. DUE DILIGENCE MUST BE APPLIED TO ENSURE APPROPRIATE CLASSIFICATION DECISIONS ARE MADE PRIOR TO CONVERSION AND POST-CONVERSION WITH ALL REASSIGNMENTS ND NEW HIRES. A SUPERVISORY POSITION CANNOT BE ESTABLISHED ON THE BASIS OF ONLY ONE SUBORDINATE POSITION, AND MUST BE BASED ON THE NEED FOR THE POSITION; THE COST OF THE POSITION; AND OTHER BUSINESS-BASED DECISIONS. REF A PROVIDES CLEAR DEFINITIONS OF SUPERVISOR AND MANAGER, INCLUDING DEPUTY POSITIONS AND WHEN TO USE THE TITLE "SUPERVISOR." CHARTS IN REF A PROVIDE GUIDANCE TO DETERMINE APPROPRIATE PAY BAND LEVEL CONVERSION. ALL MARINE CORPS ORGANIZATIONS WILL ADHERE TO THE FOLLOWING GUIDANCE. GS-14 SUPERVISORY POSITIONS WILL CONVERT TO:
(1) SUPERVISORY BAND 2, WHEN THE PRINCIPLE PURPOSE OF THE POSITION IS TO SUPERVISE PAY BAND 1 AND PAY BAND 2 EMPLOYEES.
