GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES COMMENCEMENT OF THE FY14 ENLISTED RETENTION CAMPAIGN. DETAILED GUIDELINES WILL BE PUBLISHED IN THE TOTAL FORCE RETENTION SYSTEM (TFRS), MESSAGE T64242 AND THE ENLISTED RETENTION MANPOWER PAGE UNDER THE REFERENCES SECTION. MARINES ARE HIGHLY ENCOURAGED TO CONTACT THEIR UNIT CAREER PLANNER WHO WILL PROVIDE THIS INFORMATION TO ALL UNIT COMMANDERS AND ANY INTERESTED PARTY.
2. IN FY13, FIRST TERM ALIGNMENT PROGRAM (FTAP) QUALITY METRICS INCREASED FROM FY12 IN MOST PERFORMANCE CATEGORIES. THE AVERAGE PFT OF FTAP MARINES, FOR EXAMPLE, ROSE FROM 254 IN FY12 TO 258 IN FY13. THIS RESULT, AND OTHERS, ARE THE PRODUCT OF THE HARD WORK AND DETAILED ENDORSEMENTS OF SERVICE LEADERSHIP ACROSS UNITS MARINE CORPS WIDE.
3. IN ORDER TO REWARD FY14 FTAP MARINES WHOSE DAILY HARD WORK, SELF-DISCIPLINE, AND DEDICATED EFFORTS PRODUCE SUPERIOR RESULTS AGAINST THEIR PEERS, COMPUTED TIER 1 FTAP MARINES WILL BE ABLE TO RECEIVE A RE-ENLISTMENT DECISION AS SOON AS MMEA CAN ROUTE THE REQUEST, AS OPPOSED TO HAVING TO WAIT FOR THE END OF THE NORMAL 90 DAY SUBMISSION PERIOD. FOR EXAMPLE, MARINES WHO ARE COMPUTED TIER 1 (TOP 10 PERCENT OF THEIR ANNUAL COHORT, BY MOS) AND WHO SUBMIT ON 1 JULY, MAY RECEIVE A RETENTION DECISION BEFORE THE END OF JULY.
4. ALTHOUGH FY14 FTAP MARINES, COMPUTED TIER 2, 3, AND 4, ARE SUBJECT TO A 90 DAY SUBMISSION WINDOW FOR THEIR RETENTION DECISION, THESE MARINES ARE CRITICAL FOR MISSION SUCCESS. MMEA DESIRES EVERY MARINE, REGARDLESS OF TIER STATUS OR PERCEIVED COMPETITIVENESS, TO SUBMIT FOR RETENTION. THE CHAIN OF COMMAND, FROM UNIT LEADERS TO SERVICE HEADQUARTERS, WILL MAKE A "WHOLE MARINE CONCEPT" DETERMINATION OF QUALITY IN THE RETENTION DECISION. ALL MARINES, REGARDLESS OF THEIR TIER EVALUATION, ARE HIGHLY VALUED AND ENCOURAGED TO SUBMIT.
5. IN FY13, AS OF THE DATE OF THIS MARADMIN, 79 PERCENT OF ALL FTAP MARINES GRANTED RE-ENLISTMENT WERE EVALUATED BY THEIR UNIT COMMANDER AS EITHER TIER 1 OR TIER 2. TIER 3 MARINES SHOULD KNOW THAT 20 PERCENT OF THE 6000 FTAP MARINES RETAINED IN FY13 WERE EVALUATED AS TIER 3. TIER 3 OR TIER 4 MARINES WHO HAVE RECEIVED NJP OR HAD SOME OTHER BLEMISH HAVE BEEN RETAINED WHEN THEY HAVE DEMONSTRATED RECOVERY ON A CASE BY CASE BASIS.
6. CAREER MARINES CONTINUE TO MAKE OUR CORPS A PRESTIGIOUS ORGANIZATION BY UPHOLDING THE STANDARDS AND TRADITIONS OF THE MARINE CORPS. AS OUR SERVICE ADAPTS WITH TODAY'S MISSION, CAREER MARINES NEED TO ENSURE THAT THEY REMAIN COMPETITIVE FOR PROMOTION AND RETENTION.
