GENTEXT/REMARKS/1. GENERAL.  THE PURPOSE OF THIS MARADMIN IS TO PROVIDE GUIDANCE FOR THE PUBLICATION OF SUMMARIZED RESULTS OF ALL SPECIAL AND GENERAL COURTS-MARTIAL SERVICED BY MARINE CORPS INSTALLATIONS COMMAND'S (MCICOM) FOUR REGIONAL LEGAL SERVICES SUPPORT SECTIONS (LSSS) ON A WEEKLY BASIS.
2.  BACKGROUND 
A.  ON 18 JULY 2013, THE SECRETARY OF THE NAVY DIRECTED THE MARINE CORPS TO PUBLISH SUMMARIZED RESULTS OF ALL SPECIAL AND GENERAL COURTS-MARTIAL.  THE COMMANDANT OF THE MARINE CORPS FURTHER DIRECTED: (1) THE PUBLICATION OF THE SUMMARIZED RESULTS WEEKLY AT THE LOCAL INSTALLATION LEVEL; AND (2) THE PUBLICATION OF A COMPILATION OF ALL SUMMARIZED RESULTS ACROSS THE MARINE CORPS MONTHLY ON THE MARINE CORPS HOMEPAGE.
B.  AS MANDATED IN REFERENCE (A), THE CASE MANAGEMENT SYSTEM (CMS) IS THE MARINE CORPS'S SYSTEM TO TRACK AND TO PROVIDE OVERSIGHT OF COURTS-MARTIAL THROUGH THE MILITARY JUSTICE SYSTEM.
3.  ACTION
A.  MCICOM.  BEGINNING 1 OCTOBER 2013, MCICOM WILL PUBLISH SUMMARIZED SPECIAL AND GENERAL COURT-MARTIAL RESULTS BY REGION ON A WEEKLY BASIS AND SUBMIT THE COMPILED SUMMARIZED RESULTS TO CMC (JA-2) EACH MONTH.
(1)  EACH WEEK, THE FOUR REGIONS (EAST, WEST, PACIFIC, AND NATIONAL CAPITAL) WILL PREPARE SUMMARIZED RESULTS OF ALL SPECIAL AND GENERAL COURTS-MARTIAL SERVICED BY THEIR REGIONAL LSSS AND ITS SUBORDINATE LSSTS.  THE REGIONAL SUMMARIZED RESULTS WILL THEN BE PUBLISHED WEEKLY ON THE HOMEPAGE OF EACH INSTALLATION IN THAT REGION IN THE FORMAT PRESCRIBED BY CMC (JA).  THE PRESCRIBED FORMAT IS AVAILABLE ON THE STAFF JUDGE ADVOCATE TO THE COMMANDANT OF THE MARINE CORPS PUBLIC WEBSITE AT: HTTP:(SLASH SLASH)WWW.HQMC.MARINES.MIL/SJA/BRANCHES/TRIALCOUNSELASSISTANCEPROGRAM(TCAP).ASPX.
(2)  ON A MONTHLY BASIS, EACH LSSS WILL SUBMIT THE COMPILED SUMMARIZED RESULTS FROM THE PREVIOUS MONTH TO CMC (JA-2).  THE COMPILED SUMMARIZED RESULTS SHALL BE SUBMITTED NO LATER THAN THE 10TH DAY OF THE FOLLOWING MONTH.  FOR EXAMPLE, BY 10 OCTOBER 2013, THE COMPILED SUMMARIZED RESULTS OF ALL SPECIAL AND GENERAL COURTS-MARTIAL FOR THE MONTH OF SEPTEMBER 2013 ARE DUE TO CMC (JA).  THE REQUIREMENT IN THIS SUBPARAGRAPH WILL AUTOMATICALLY TERMINATE UPON NOTIFICATION BY CMC (JA) TO THE LSSSS THAT THE MODIFICATIONS TO CMS REQUIRED BY PARAGRAPH 3.B.(2) BELOW ARE COMPLETE.
(3)  GIVEN THE IMPORTANCE OF CMS TO THE PROPER VISIBILITY AND OVERSIGHT OF COURTS-MARTIAL, THE TRIAL COUNSEL SHALL, WITHIN 24 HOURS OF ADJOURNMENT: (1) ENSURE ACCURATE DATA REGARDING THE DISPOSITION OF THE COURT-MARTIAL IS ENTERED INTO CMS; AND (2) UPLOAD A COPY OF THE REPORT OF RESULT OF TRIAL (RROT) INTO CMS.  IF A CORRECTED RROT IS PRODUCED, THAT REPORT SHALL BE UPLOADED INTO CMS WITHIN 24 HOURS OF THE CORRECTION.
B.  CMC (JA)
(1)  COMPILE THE REGIONAL SUBMISSIONS AND VERIFY THE INFORMATION AGAINST THE DATA IN CMS.  PROVIDE THE COMPILED SUMMARIZED RESULTS TO CMC (PA) FOR PUBLICATION.
(2)  MODIFY CMS TO ALLOW FOR THE ENTRY OF SUMMARIZED RESULTS FOR EACH COURT-MARTIAL AND TO ALLOW FOR GENERATION OF APPROPRIATE REPORTS.  NOTIFY LSSS UPON COMPLETION OF THESE MODIFICATIONS TO CMS IN ORDER TO TERMINATE THE LSSS'S MONTHLY REPORTING REQUIREMENT.
C.  CMC (PA).  COORDINATE WITH CMC (JA) TO PUBLISH THE COMPILED SUMMARIZED RESULTS OF COURTS-MARTIAL ON THE MARINE CORPS HOMEPAGE NO LATER THAN THE 15TH DAY OF EACH MONTH.
4.  RELEASE AUTHORIZED BY MAJGEN V. ARY, STAFF JUDGE ADVOCATE TO THE COMMANDANT OF THE MARINE CORPS.//
